Rom and Joan Francesc Fondevila. Without their knowledge and guidance, this humble study would have not been possible. Still in the academic area, I would also like to thank those who made me think about writing a doctoral thesis at a time when I was not considering it: Joan Andreu Rocha, Enrique Martínez, Jaume Brufau, Carmen Parra and Gabriel Ginebra. Last but not least, I would like to acknowledge two more professors who influenced my choice of major areas of research: Benedetta Brevini and Livia Bornigia. On a more personal note, I would like to thank my parents, Marta and Xavier, and my grandparents, Mercè and Joan, for always believing in me and helping me out in ways too numerous to list. My gratitude also extends to all my relatives. Although I cannot mention them all by name, they have had to put up with cancelled meetings, late appointments and the inability to see me for a long, long time. I guess the same applies to my friends as well, who have seen me disappear from the surface of the earth for protracted periods of time, only to resurface now and then to say, ‘I’m almost finished’, even when I was actually not even close to finishing. I have combined the writing of this dissertation with my regular career in the business sector. The excellent work environments that I have encountered, together with the understanding of my workmates and bosses, helped me a lot in finding the time and energy to balance my personal, professional and academic life. I shall thank them too, while hoping that they all have finally learned the full name of this thesis – and, since we are hoping for things, I am also hoping that they will read it too. 3 Marc Perelló i Sobrepere Universitat Ramon Llull (2018) 4 The Use of New Media and ICT by Social Movements in Contemporary Processes of Political Activism Abstract The beginning of the 21st century witnessed the birth of social networks, which took personal and social communications to new heights. These new means of communication, supported by ever-changing information and communication technologies, allowed for the creation of new, multidisciplinary and multicultural spheres of discussion. In this context, new media usage by political activist movements has attracted the attention of the academic community over recent years. Recently, a new actor has appeared in this field: Catalonia. This autonomous region in Spain has witnessed the biggest demonstrations in Europe in recent times, with hundreds of thousands clogging the streets calling for Catalan independence. Our study focuses on the various theories of social movements and political activism, how do these relate to new media and new technologies, and how these apply to the Catalan case, while comparing the characteristics of the Catalan protests to others such as the Arab Spring, the Egyptian Revolution, the 15-M Indignados movement, or the Occupy Wall Street marches. Keywords New media, ICT, social movements, political activism, Catalonia, Spain, social networks, demonstrations, protests. Paraules clau Nous mitjans, TIC, moviments socials, activisme polític, Catalunya, Espanya, xarxes socials, manifestacions, protestes. 6 The Use of New Media and ICT by Social Movements in Contemporary Processes of Political Activism Resumen El comienzo del siglo XXI fue testigo del nacimiento de las redes sociales, que llevaron las comunicaciones personales y sociales a nuevas metas. • Catalan Independence 2018
Catalan Independence 2018 On October 1, 2017, the Catalan Government headed by Carles Puigdemont of the Junts per Catalunya parliamentary alliance held a referendum on the future independence of Catalonia. A semi-autonomous region within Spain, Catalonia enjoyed comparatively larger self-governance than many of Spain’s other regions after Francisco Franco’s rule ended in 1975. While independence has had relatively strong support in recent years, a final decision has remained elusive due to inconclusive elections, referenda, and political opposition from Madrid. The 2017 referendum recorded 92% of respondents favoring Catalan independence. However, only 43% of registered voters voted in the election marred by domestic and national opposition. The government nonetheless pushed through, declaring itself independent on October 27th. Declaring the referendum and declaration illegal, Spanish Prime Minister Mariano Rajoy dismissed the Catalan Generalitat and renewed elections. Puigdemont and his cabinet subsequently fled to Brussels, the headquarters of the European Union. This committee takes place in Catalonia, but Puigdemont remains in exile and his former vice president, Oriol Junqueras, remains in prison. This cabinet consists of fifteen members of Junts pel Sí (Together for Yes) who had not been prosecuted by the Spanish Government after the referendum, and five Spanish representatives sent from Madrid to ensure compliance. Each Catalan member will have access to powers retained after the dissolution of parliament and powers temporarily withheld by Madrid in response to the crisis. Each Spanish member starts with greater powers given by the Spanish government, but will lose some power if and when Madrid deems the situation more under control.

  • “Behind-The-Table” Conflicts in the Failed Negotiation for a Referendum for the Independence of Catalonia
“Behind-the-Table” Conflicts in the Failed Negotiation for a Referendum for the Independence of Catalonia Oriol Valentí i Vidal*∗ Spain is facing its most profound constitutional crisis since democracy was restored in 1978. After years of escalating political conflict, the Catalan government announced it would organize an independence referendum on October 1, 2017, an outcome that the Spanish government vowed to block. This article represents, to the best of the author’s knowledge, the first scholarly examination to date from a negotiation theory perspective of the events that hindered political dialogue between both governments regarding the organization of the secession vote. It applies Robert H. Mnookin’s insights on internal conflicts to identify the apparent paradox that characterized this conflict: while it was arguably in the best interest of most Catalans and Spaniards to know the nature and extent of the political relationship that Catalonia desired with Spain, their governments were nevertheless unable to negotiate the terms and conditions of a legal, mutually agreed upon referendum to achieve this result. This article will argue that one possible explanation for this paradox lies in the “behind-the-table” *Attorney; Lecturer in Law, Barcelona School of Management (Universitat Pompeu Fabra) as of February 2018. ABSTRACT During this last decade, it has been expanding in the Autonomous Community of Catalonia, a pro-independence movement that has been breaking with increasing force both in the streets and in political institutions. At the same pace, the Catalonia’s Parliament has been approving, with the support of the most nationalist political forces, a series of acts, fitted in a "road map", with which they have tried to build "State structures" whose last purpose was the independence of Catalonia from the Spanish State.

This dissertation aims to fill this gap in the literature by exploring how migration politics are being fought over not only across society but also across territory in two well-researched cases of protracted nationalist mobilisation, Catalonia and Scotland. It meets three objectives: First, it introduces a theoretical framework accounting for sub-state elites’ and administrations’ boundary-making strategies in relation to immigrants and emigrants.
