ABSTRACT This thesis examines how the German print news media negotiate notions of Germanness by narrating the acts of violent crime committed by the right-wing extremist group National Socialist Underground (NSU) between 2000 and 2011. Combining Paul Ricœur’s textual hermeneutics with insights from narrative criminology as well as violence and narrative media studies, I approach the NSU as a narrative puzzle. I thereby investigate how the media narrate a murder series of nine men with a migration background, a nail bomb attack in a Turkish-dominated street and an (attempted) murder of two police officers. I compare the narratives constructed both before and after the identification of the perpetrators in November 2011. Through an extensive narrative analysis of news media discourse, I examine how notions of Germanness are negotiated through the construction of relationships between perpetrators, victims, society and the state. The key argument is that the NSU has not affected dominant perceptions of Germanness, but reinforced existing ones through the creation of a hierarchy of “‘Others’ within”: immigrants, East Germans, and (right-wing) extremists. The findings show that the interpretation of acts of violent crime, especially over extended periods of time, is rooted in everyday practices of story-telling and identity construction. The study analyses how Member States define suspects of terrorism- related crimes, what measures are available to state authorities to prevent and investigate such crimes and how information on suspects of terrorism-related crimes is exchanged between Member States. The comparative analysis between the 10 Member States subject to this study, in combination with the examination of relevant EU policy and legislation, leads to the development of key conclusions and recommendations. Project leader: Dr. Eric K Stern Case researchers: Fredrik Fors Lindy M Newlove Edward Deverell 1 This research has been made possible by the support of the Swedish National Defence College, the Swedish Emergency Management Agency and the Critical Incident Analysis Group. 1 Executive summary - The bombings of July 2005 On July 7 th , the morning rush hours in London formed the backdrop for the first suicide bombings in Western Europe in modern times. Three different parts of the London subway system were attacked around 08.50: Aldgate, Edgware Road, and Russell Square. 2 The three Tube trains were all hit within 50 seconds time. A bomb on the upper floor of a double-decker bus at Tavistock Square was detonated at 09.47. In the terrorist attacks, four suicide bombers detonated one charge each, killing 52 people. Seven people were killed by the blasts at Aldgate, six at Edgware Road, 13 at Tavistock Square, and 26 at Russel Square – in addition to the suicide bombers themselves. More than 700 people were injured. Hundreds of rescue workers were engaged in coping with the aftermath. Over 200 staff from the London Fire Brigade, 450 staff and 186 vehicles from the London Ambulance Service, several hundred police officers from the Metropolitan Police and from the City of London Police, as well as over 130 staff from the British Transport Police were involved. Problem Mit dem Gesetz zum Einstieg in die ökologische Steuerreform vom 24. März 1999 (BGBl. I S. 378) und dem Gesetz zur Fortführung der ökologischen Steu- erreform vom 16. Dezember 1999 (BGBl. I S. 2432) wurde die Mineralölsteuer erhöht und eine Stromsteuer eingeführt sowie erhöht. Diese Steuererhöhungen wurden mit dem Titel einer sog. Ökosteuer versehen. Die Entwicklung des Rohölpreises, das Wechselkursverhältnis des Euro zum Dollar sowie die durch die vorgenannten Gesetze vorgenommenen und für die Jahre 2001 bis 2003 vorgesehenen Steuererhöhungen stellen eine Gefahr für das Wirtschaftswachs- tum in Deutschland dar und belasten Bürger und Betriebe in unverantwortlicher Weise. Die bisherigen Erhöhungen der Mineralölsteuer und der Stromsteuer müssen daher rückgängig gemacht werden und die noch vorgesehenen Erhö- hungen müssen unterbleiben. B. Lösung Die bereits zum 1. 4. 1999 und am 1. 1. 2000 vorgenommenen Erhöhungen der Mineralölsteuer bzw. der Stromsteuer werden zum 1. 1. 2001 rückgängig ge- macht. Ebenso werden die für den 1. 1. 2001, 1. 1. 2002 und 1. 1. 2003 be- schlossenen Steuererhöhungen wieder aufgehoben. Die Steuersätze entspre- chen danach ab 1. 1. 2001 wieder der Gesetzeslage zum 31.

The Study of Corruption in Germany Some 30 years ago in Germany corruption was an almost unknown term in politics and political science referring only to the fall of old regimes in ancient times or to the rise of bizarre puppet governments in the postcolonial developing countries. “The Germans spoiled by an extremely honest public administration for more than a century and a half, are sensitive to charges of corruption even today”, Theodor Eschenburg, one of the leading senior scholars of German postwar political science declared in Heidenheimer’s first edition of his famous handbook on corruption (Eschenburg, 1970: 259). In the mid-eighties one of the first German political scientists publishing on corruption, Paul Noack, still maintained: “The Germans have always nurtured a faith that theirs is one of those nations that has proved to be most resistant to corruption” (Noack, 1985: 113). Those times are gone forever. During the eighties the Flick-scandal shocked German politics, but also a number of local and regional affairs exposed the myth of a civil service clear of corruption. Sociology, political science, history, law and economics started to discover the issue of corruption. A first big volume was by the Austrian researcher Christian Brünner (1981). The monograph of Paul Noack was followed by a reader of Christian Fleck and Helmut Kuzmics titled “Korruption. Zur Soziologie nicht immer abweichenden Verhaltens” (1985). At the end of the eighties I myself published my first short piece of corruption research in the second edition of Heidenheimer’s handbook on political corruption (von Alemann, 1989).
