Abstract This thesis contributes to the growing literature on public diplomacy by examining the role it plays in Chinese and Taiwanese relations with Central America. This is an innovative project given that most literature on the international affairs of Central America considers it either through the gaze of its colonial past or its relations with other parts of the Americas. As such, until now there has been no substantial published work, academic or otherwise, dedicated to Sino – Central American relations. Furthermore, by taking the public diplomacy approach, this research has expanded the boundaries of modern understanding of the term and the uses for which it can be deployed by a nation-state to help meet their domestic and international goals. The research takes three neighbouring Central American Republics – Costa Rica, El Salvador and Guatemala – and positions the public diplomacy practices being undertaken by the People’s Republic of China (PRC) and Taiwan within these nation-states amidst wider political communications debates on public diplomacy and the troubled relationship between the PRC and Taiwan. Beyond mapping the variety of forms public diplomacy can take, this research has been able to document the various motivations for performing that nation-states have, in particular, public diplomacy’s purpose beyond its engagement with foreign publics. The research is the result of observations and 33 interviews conducted in Central America with leading diplomats, civil servants, journalists and experts between 2010 and 2011.     Hugh Vondracek JCIR: Vol. 7, No. 1 (2019) China’s Stadium Diplomacy and its Determinants: A Typological Investigation of Soft Power Hugh Vondracek* Abstract Since 1958, China has constructed over 140 sports facilities around the world. Previous research into stadium diplomacy lacks definitional clarity, has not systematically investigated the phenomenon, and crucially, has failed to explain why China employs stadium diplomacy where it does. This article defines the phenomenon and locates all known cases without temporal or geographic restrictions. We create a classification system and typology, permitting a comparison of theoretically-like types to develop and test a multi-determinant theory. We find empirical evidence that China employs stadium diplomacy to secure natural resources and to secure diplomatic recognition in line with the One-China policy. These findings have important implications for scholarship into the use of soft power within interstate rivalry, and the methodology demonstrates that a clear typology of soft power which is mutually exclusive and logically exhaustive can be created and is informative. Gómez Introduction Brazil’s steady ascendance on the world stage over the past decade has been led, in large part, by the country’s growing economic might. A much lauded BRIC (Brazil, Russia, India and China) country blessed by vast resources, Brazil is predicted to emerge this century as a regional and global economic powerhouse. However, the country’s rising influence must also be understood as the product of an effective foreign policy and, in particular, the assumption of high-profile diplomatic roles in negotiating to address key global issues such as climate change, nuclear non-proliferation and trade liberalisation. Among emerging economies, Brazil has been particularly adept at leveraging what is de- scribed as “soft power”, defined as the capac- ity to persuade or attract others to do what one wants through the force of ideas, knowl- edge and values. FISCHER George Washington University; Stimson Global Health Security Program Context: Accelerated globalization has produced obvious changes in diplomatic purposes and practices. Health issues have become increasingly preeminent in the evolving global diplomacy agenda. More leaders in academia and policy are thinking about how to structure and utilize diplomacy in pursuit of global health goals. Methods: In this article, we describe the context, practice, and components of global health diplomacy, as applied operationally. We examine the foundations of various approaches to global health diplomacy, along with their implications for the policies shaping the international public health and foreign policy environments. Based on these observations, we propose a taxonomy for the subdiscipline. Findings: Expanding demands on global health diplomacy require a delicate combination of technical expertise, legal knowledge, and diplomatic skills that have not been systematically cultivated among either foreign service or global health professionals. Nonetheless, high expectations that global health initia- tives will achieve development and diplomatic goals beyond the immediate technical objectives may be thwarted by this gap. Conclusions: The deepening links between health and foreign policy require both the diplomatic and global health communities to reexamine the skills, comprehension, and resources necessary to achieve their mutual objectives. DOI: https://doi.org/10.5334/ajar.147 HUMANITIES ESSAY Architecture of Diplomacy: Chinese Construction Aid in Asia, 1950–1976 Wei Chang1, Charlie Xue2 and Guanghui Ding31 Construction aid was a physical tool – and indeed a key tactical manoeuvre – of international diplomacy that became especially obvious during the Cold War period. Among the outcomes of construction aid were cultural and technical exchanges between the donor and recipient countries. This essay examines the typical construction aid projects gifted by the Chinese Communist government and professionals to developing countries in Asia and African during the era of Chairman Mao Zedong, with a focus on key Asian examples. The remarkably high percentage of national income spent by Maoist China on construction aid might have increased the burden upon the lives of ordinary Chinese people, yet they gave Chinese architects rare opportunities to practice Modernism in overseas environments. The strength of the technical forces of the Chinese Communist state, and the wisdom of Chinese designers, were notably crystallized through a series of conference halls and stadiums built across Asia. These construction aid projects informed similar designs back in China, which led in turn to further innovations that could then again be exported abroad. Altogether it represents an important non-Western strand within Modernist architecture of the twentieth century. In a recent worldwide student mobility report, findings suggest that an increased flow of international students coming from the United States and European countries to the Asia Pacific Rim is at an all time high. However, if the number of inbound international students’ is subtracted with the number of outgoing Asian students, results are still not that promising. Hence, in order to increase the influx of international students in Taiwan, a deeper understanding of their perceptions and norms should be undertaken. This article details a quantitative study conducted during the 2009–2010 academic year in Taiwan. In scope it details an empirical study exploring the dispositions of international students in terms of their academic and social spheres. The use of quantitative method provided clarity and extended critical interpretations of the issues and dilemmas surrounding the international student experience in Taiwan.
