Folketalsutviklinga er resultatet av fødselsoverskot pluss nettoflytting. Desse komponentane kan vi bryte ned for å forstå utviklinga enda betre. Fødselsoverskotet er talet på fødde eit år minus talet dødde same år. I 2018 blei det fødd 51 barn samstundes som det dødde 45 personar i befolkninga. Det gav eit fødselsoverskot på 6. I 2017 var talet på fødde 37, døde 48 og fødselsoverskotet -11. Fødselstala er låge både regionalt og nasjonalt, og det er svært få kommunar kor fødselstala er høge nok til å oppretthalde befolkningsstorleiken utan tilflytting eller innvandring. Forutan fødselsoverskotet er det innanlandskflytting og innvandring som vil avgjere om ein kommune opplev vekst eller nedgang. For fylket samla er den innanlandske nettoflyttinga negativ, med eit flyttetap på kring 1000 personar årleg i tidsperioden sida 2012. Av det flyttetapet utgjer om lag 60 prosent personar som tidligare har innvandra til fylket. Den innanlandske nettoflyttinga for kommunen var i 2018 på -56 personar. Det er lågare enn året før, med ei endring på -33 personar. Nettoinnvandringa har vore årsaken til den gode folketalsutviklinga fylket har vore gjennom det siste tiåret. Her har særleg arbeidsinnvandringa vore avgjerande.

Welcome to the Tre Lag Stevne in South Saint Paul, Minnesota. We were last in the Twin Cities area in 2009 in this same location. In a metropolitan area of this size it is not as easy to see the results of the Norwegian immigration as in smaller towns and rural communities. But the evidence is there if you look for it. This year’s speakers will tell the story of the Norwegians who contributed to the richness of American culture through literature, art, architecture, politics, medicine and science. You may recognize a few of their names, but many are unsung heroes who quietly added strands to the fabric of America and the world. We hope to astonish you with the diversity of their talents. Our tour will take us to the first Norwegian church in America, which was moved from Muskego, Wisconsin to the grounds of Luther Seminary,. We’ll stop at Mindekirken, established in 1922 with the mission of retaining Norwegian heritage. It continues that mission today. We will also visit Norway House, the newest organization to promote Norwegian connectedness. Formannskapet stiller spørsmål om det er rom for å løyse oppgåvene innanfor føretaket sine rammer utan å forsere oppgåveoverføring til kommunane før dette er forankra i Stortinget, og kommunane er gjort i stand både økonomisk og kompetansemessig til å overta desse oppgåvene. Vanylven formannskap ser utviklingsplanen som ei «reform» som har konsekvensar av ein slik karakter at dei bør utgreiast og handsamast på nasjonalt nivå av departement og Storting. 2. Vanylven formannskap viser til saksutgreiinga og denne går som heilheit til uttale til Utviklingsplanen for Helse Møre og Romsdal 2019 - 2022. 3. Vanylven formannskap vil trekkje fram nokre heilt vesentlege forhold: a) Dei store utfordringane med Samhandlingsreforma har enno ikkje sett seg godt nok. Utviklingsplanen gir ei oppleving av at HF Møre og Romsdal planlegg å forsere oppgåveoverføring som ikkje er konsekvensutgreidd eller tilstrekkeleg nasjonalt forankra, og som kan få alvorlege konsekvensar for kommunane og pasientane. b) Når slike meiroppgåver ikkje er finansiert får dette konsekvensar for dei kommunale helse og omsorgstenestene av ein slik karakter at kommunane ikkje kan garantere å kunne innfri lovkravet om å levere gode og forsvarlege tenester. Oppgåveoverføring som treng vesentlig planlegging, omlegging av tenester og utløyser meirkostnadar må vere avtalt på førehand.

Av i alt 48 avgrensede naturtypelokaliteter er 4 vurdert som svært viktige for det biologiske mangfoldet (A), 22 som viktige (B) og 22 som lokalt viktige (C). Disse er fordelte på 15 ulike naturtyper. De største naturverdiene er knyttet til hovednaturtypene havstrand, kystlynghei, fuktige nordberg og skog. Av rødlistearter ble det i 2008 funnet enkelte sopper. For øyeblikket er det kjent 11 rødlistede karplanter, 11 sopper og 4 lavarter i kommunen. I tillegg kommer en del viltarter som ikke er med i denne rapporten.     A manifest partner Research and Innovation Strategy for Møre og Romsdal 2016-2020 Research and innovation strategy 2016-2020 2 FOREWORD Foreword The region of Møre og Romsdal is currently in a period of change. The regional authority has therefore developed a research and innovation strategy to meet the challenges faced by businesses in the region. This strategy has been compiled by applying the "Smart Specialisation" method, in which the interaction between businesses, research groups and the public support system is a central aspect. The region of Møre og Romsdal has been awarded a place on a European Commission study together with sev- eral other regions in Europe, and the study involving Møre og Romsdal comprises part of the knowledge platform on which the new strategy has been based. The fact that our region has been studied and assessed by external parties eliminates any reservations that our new strategy has been based on myths and theories that cannot be documented. The analyses that were part of the study provided us with excellent guidelines in terms of both content and process for the strategy, and these have broadly been followed in the strategy process. The strategy document shows us what our target areas must be if we are to ensure competitive businesses for the future. These are in principle as follows: • A general need for change and a higher rate of inno- vation within businesses. • A reduction in petroleum-related activities with con- sequences for large parts of the maritime industry. • The green shift and its requirements on sustainability and reduced environmental impact.

Dette for at det til ei kvar tid skal være medisinsk hjelp å få, nærast mogeleg, for døgndrivne bedrifter og for folk flest når ulykker skjer. Dette er nødvendig: 365 dagar i året 24 timar i døgnet, og med 3-4 skianlegg i området er helgeberedskapen for småskadar ekstra verdifull. Legevaktordninga for Søre Sunnmøre ved Volda sjukehus er ei optimal løysing for pasientane ved at fagkompetansen ved sjukehuset blir nytta, og det gir god økonomi ved at tilgjengelege resursar på vakt blir utnytta. Det blir hevda at ein ikkje kan bygge opp ei vaktordning rundt den eksisterande fagkompetansen i helgane, det blir for dyrt og eit befolkningsgrunnlag på 45000 menneske er for lite. Men når legane er fysisk tilstades på vakt, for sjukehuset sine pasientar, er det underlig at eit ”styrevedtak” skal hindre vakthavande kirurgar Ved Volda Sjukehus i å gi akutt hjelp i helgane dersom det skulle være naudsynt. Her burde styret lytte til sin helseminister Bent Høie, der han uttalar i D.N. 18.03.2014 at: “det er pasienten og ikkje systemet som er det viktigaste.” Det er nyleg dokumentert at Volda Sjukehus er det mest effektive sjukehuset i helse Møre og Romsdal,og ein fersk rapport frå helsedirektoratet viser at Volda Sjukehus er best i fylket og over landsgjennomsnittet utifrå korleis pasientane opplever å bli behandla ved sjukehuset. Volda Sjukehus har for tida betre utstyr og meir kompetent personale enn nokon gong.

Introduction The Mainland Scandinavian languages (MSc) are all Verb Second (V2) languages, typically displaying movement of the finite verb to the second position of the clause in main clauses, (1a-b). In contrast, embedded clauses are generally assumed to not show this kind of verb movement, (1c) (cf. among many others Holmberg and Platzack 1995, Vikner 1995): (1) a. Han leste ikke avisen idag.
