Update: Cross Border Travel No 8 - COVID-19 Directions 2020 The Emergency Management (Cross Border Travel No 7) (COVID-19) Direction 2020 has been revoked and replaced by the Emergency Management (Cross Border Travel No 8) (COVID-19) Direction 2020. View the updated frequently asked questions here. Victorian Residents Victorian residents, other than Essential Travellers, are not permitted to travel to South Australia. Checkpoints and road blocks will be set up at all border crossings between SA and VIC. Essential Travellers travelling from Victoria into South Australia are prohibited from entering South Australia except on the following roads: • Sturt Highway, Yamba • Wentworth Road, Renmark • Mallee Highway, Pinnaroo • Dukes Highway, Wolseley • High Street, Frances (which terminates at Minimay—Frances Road, Frances) • Wimmera Highway, Laurie Park • Edenhope Road, Wrattonbully • Casterton Road, Penola • Glenelg Highway, Myora • Princes Highway, Glenburnie • Glenelg River Road, Donovans/Nelson • Lindsay Point Road—Lacey Avenue, Murtho • Summerton Road—Mulcra Road (becomes Panitya North Road), Pinnaroo • Wolseley Road—Serviceton North Road, Wolseley • Binnum—Benayeo Road, Binnum • Shepherds Road—Kybybolite Road, Kybyolite • Langkoop Road—Casterton-Naracoorte Road, Koppamurra • Derghom Road—Dorodong Road, Penola • Mingbool Road, Pleasant Park • Caroline Road, Caroline • Dry Creek Road, Caroline Travellers may only use a road not listed above if it is an emergency or if the road cuts a person’s property and it is required to use that road to enter their property. SA Residents in Victoria South Australians who are currently in Victoria will be able to return home but will need to self-quarantine for 14 days and will also be required to wear personal protective equipment (a face mask). You should wear a face mask at the border when interacting with the border checkpoint team and must take the most direct route to your nominated self-quarantine residence. All Other States – Entering South Australia • Travellers from low community transmission zones - NT, QLD, TAS and WA are able to enter South Australia directly without restriction after applying for pre-approval online. • Travellers from ACT and NSW, other than essential travellers, will be required to self-quarantine for 14 days after entering SA. Essential Traveller Application Evidence Guide Anyone travelling into South Australia, by road or via the Adelaide airport needs to complete the online cross border pre-approval form at least 72 hours prior to your arrival. This includes Essential Travellers. SAPOL has published a guide here outlining examples of evidence Essential Travellers should submit as part of their online application. Each person applying for an Essential Traveller status will also need to provide details in the short description of why they are travelling. Applicants need to include the business they work for, reasons for visiting, a summary of why they need to enter the state as an essential traveller and if necessary how often they will be travelling to the state. If someone has applied online but not yet received a response before travelling they need to take the evidence outlined in the guide in addition to a ID/Driver’s licence with them to the border checkpoint. Police will access their online application at the border using their name and ID/Driver’s licence. If someone arrives at the border and has not submitted an application online, they will be asked to do so before SAPOL assess their evidence and application at the checkpoint. Essential Travellers (Schedule 1) Essential Travellers under Schedule 1 are not required to quarantine upon entering South Australia, and are not required to wear PPE. Schedule 1 Essential Travellers include: • National and State security and governance—general (other than someone ordinarily resident in Victoria) • Emergency services workers • Commercial transport and freight services—general (other than someone ordinarily resident in Victoria) • Remote or isolated workers—general (work not conducted in Victoria) • Cross border community members Changes to Commercial Transport and Freight Services: • Those ordinarily resident in Victoria are now classed as Essential Travellers Schedule 2 – See below • Are required to keep close contact records for the duration they remain in SA, up to 14 days. • Must not enter a disability care, correctional or residential aged care facility or a health care facility. Changes to Cross-Border Community Members: • Cannot travel further than 50 kilometres over the border into South Australia. Please see link to maps here. Essential Travellers (Schedule 2) Essential Travellers under Schedule 2 MUST: • self-quarantine in SA when they are not performing their essential duties, functions or activities • Self-quarantine when not travelling to or from the place at which they perform those duties, functions, or activities. • wear PPE when in contact with members of the public, • keep close-contact records for 14 days after arrival (except National and State security and governance—Victorian residents). Schedule 2 Essential Travellers now include: • National and State security and governance—Victorian residents • Health services • Essential skills (industries and businesses) • Commercial transport and freight services—Victorian residents • Remote or isolated workers—work in Victorian locations • Urgent medical, dental or health treatment • Passing through • Compassionate grounds • Consular services Changes to Commercial Transport and Freight Services: • Those ordinarily resident in Victoria now classified as Schedule 2 Essential Traveller Note - a person who arrives in South Australia is taken not to be an essential traveller under Schedule 1 or Schedule 2 if the person's departure from South Australia was for a purpose unrelated to their work or duties (such as a departure for personal or recreational purposes), regardless of whether on their return the person falls within the ambit of a provision of Schedule 1 or Schedule 2. Requirement to wear PPE All Essential Travellers under Schedule 2 must wear a surgical face mask (covering mouth and nose) in South Australia when coming into contact with the public. Self-Quarantine Requirements A person who is required to self-quarantine must 1. Identify a suitable place to reside and remain for the 14 days commencing on the date of arrival; 2. Must travel the most direct route to that place 3. Remain at that place segregated from other persons 4. Remain at that place, except for obtaining medical care or supplies; any other emergency situation or for a reason approved by the State coordinator or his delegate 5. Takes reasonable steps to ensure no other person enters that place unless they usually live there, or the other person is self-quarantining or for medical or emergency purposes.
