To subdivide Lot 1, 932 Glenelg Highway, Smythes Creek into five allotments with a common property access way.

PLANNING REQUIREMENTS

DESIGN AND DEVELOPMENT OVERLAY (DDO7)

This overlay applies to the construction of a shed or outbuilding. The proposal does not include plans for sheds or outbuildings.

RURAL LIVING ZONE

The aim of this zone is to provide for residential use in a rural environment, encourage agricultural land uses which do not adversely affect the amenity of surrounding land uses, encourage use and development of land based on comprehensive and sustainable land management practices and infrastructure provision and protect and enhance the natural resources, biodiversity and landscape and heritage values of the area.

The development and proposed use of this property responds to the Golden Plains Shire planning policy framework by providing moderate housing growth in locations offering good access to services and transport.

The proposed subdivision is sympathetic to the surrounding neighbourhood characteristics. The allotment is neighboured by similar residential allotments. The pattern of subdivision surrounding 932 Glenelg Highway is varied as seen in figure 2 below.

The proposed development meets all guidelines associated with Schedule 35.03-2: each allotment is at least 2 hectares in area.

CLAUSE 56 - SUBDIVISION SITE AND CONTEXT DESCRIPTION AND DESIGN RESPONSE

Standard C1 – Strategic implementation objective

The development and proposed use of this property responds to the Golden Plains Shire planning policy framework by providing moderate housing growth in locations offering good access to services and transport. The proposed subdivision is sympathetic to the surrounding neighbourhood characteristics as it is surrounded by similar residential allotments which are 2ha in size.

Standard C2 - Compact and walkable neighbourhoods objectives

This subdivision meets the objective to create compact neighbourhoods that are oriented around easy walking distances to activity centres, schools and community facilities, public open space and public transport. While the allotments are not currently situated in easy walking distance to schools, activity centres, community facilities, etc, the new Pinnacle development includes over 22 hectares of parkland, a major shopping complex, school, library, sporting facilities and a creekside walking trail.

The proposed development is approximately: 2km from the Pinnacle development 3.2km from Haddon Common Bushland Reserve 4.5km from Haddon Primary School 4.9km from Woady Yaloak Primary School 4.8km from Ross Creek shopping area

The subdivision design has been developed to be sympathetic to the characteristics of Smythes Creek. Neighbouring subdivisions are of similar size. The allotments have been subdivided taking into consideration site features such as slope.

This subdivision is in keeping with the objective to achieve increased housing densities in designated growth areas. The lots have been designed to suit a variety of dwellings and household types.

The planned subdivision provides new allotments with dimensions that enable the appropriate siting and construction of a dwelling, solar access, private open space, vehicle access and parking, water management and easements.

All lots will enable suitable solar orientation of a dwelling.

Each lot will have street frontage to the common property access way.

Reticulated services for water, electricity and telecommunications will be provided in shared trenching to minimise construction costs and land allocation for underground services.
