PREFACE hen the more than 18,000 residents of Los Alamos, New Mexico awoke W on May 6, 2000, they were unaware that within the next ninety-six hours their sleepy, relaxed mount ainside community would be forever changed. A small wildland fire approximately five miles southwest of town was rapidly growing. The fire was named for the peak of it s origin, Cerro Grande. As resident s uneasily watched the column of smoke rising from the thickly forested backdrop to town, over the next days firefighters battled the blaze with mixed success. GREATER FLAGSTAFF AREA COMMUNITY WILDFIRE PROTECTION PLAN REVIEW & REVISION May 2012 1 PURPOSE In the summer of 2011, the Greater Flagstaff Forests Partnership (GFFP) and Ponderosa Fire Advisory Council (PFAC) initiated a project to “review” the “Community Wildfire Protection Plan for Flagstaff and Surrounding Communities in tHe Coconino and Kaibab National Forests of Coconino County, Arizona” (CWPP). First approved in 2005, the CWPP review is designed to assess the status of implementation activities and evaluate progress towards desired goals. Although not required per the authorizing legislation (Healthy Forest Restoration Act of 2003 - HFRA), nor by the CWPP itself, this was intended to analyze activity within the CWPP area that addressed goals or was influenced by the plan, and to develop a report for local government and land management agencies on findings - it was not designed to revise the text or intent of the CWPP. Primary emphasis was placed on summarizing treatment activity to date and reviewing the “Improved Protection Capabilities” section included on pages 40-43 of the Plan. INTRODUCTION The Greater Flagstaff Area Community Wildfire Protection Plan was approved by the Arizona State Forester, Coconino County, City of Flagstaff, and Ponderosa Fire Advisory Council (representing local fire departments and fire districts) in January of 2005. Jointly developed by the GFFP and PFAC, the plan covered a 939,736-acre area centered on Flagstaff. Working closely with US Forest Service staff and the NAU Forest Ecosystem Restoration Analysis (Forest ERA) program, the CWPP was designed to address the following Goal, Objectives and Principles (quoted form the CWPP): GOAL To protect Flagstaff and surrounding communities, and associated values and infrastructure, from catastrophic wildfire by means of: a) An educated and involved public, b) Implementation of forest treatment projects designed to reduce wildfire threat and improve long term forest health, in a progressive and prioritized manner, and c) Utilization of FireWise building techniques and principles. -

Fire Ecology of Ponderosa Pine and the Rebuilding of Fire-Resilient Ponderosa Pine Ecosystems 1 Stephen A. Fitzgerald2 Abstract The ponderosa pine ecosystems of the West have change dramatically since Euro-American settlement 140 years ago due to past land uses and the curtailment of natural fire. Today, ponderosa pine forests contain over abundance of fuel, and stand densities have increased from a range of 49-124 trees ha-1 (20-50 trees acre-1) to a range of 1235-2470 trees ha-1 (500 to 1000 stems acre-1). As a result, long-term tree, stand, and landscape health has been compromised and stand and landscape conditions now promote large, uncharacteristic wildfires. Reversing this trend is paramount. Improving the fire-resiliency of ponderosa pine forests requires understanding the connection between fire behavior and severity and forest structure and fuels. Restoration treatments (thinning, prescribed fire, mowing and other mechanical treatments) that reduce surface, ladder, and crown fuels can reduce fire severity and the potential for high-intensity crown fires. Understanding the historical role of fire in shaping ponderosa pine ecosystems is important for designing restoration treatments. Without intelligent, ecosystem-based restoration treatments in the near term, forest health and wildfire conditions will continue to deteriorate in the long term and the situation is not likely to rectify itself. Introduction Historically, ponderosa pine ecosystems have had an intimate and inseparable relationship with fire. No other disturbance has had such a re-occurring influence on the development and maintenance of ponderosa pine ecosystems. Historically this relationship with fire varied somewhat across the range of ponderosa pine, and it varied temporally in concert with changes in climate. -

With more than 34 percent of precincts reporting, Measure A has received overwhelming approval, amassing 10,364 votes, which translates to 77 percent of the vote, according to the San Bernardino County Elections Office. Measure A needed a two-thirds majority to pass. Doug Qualls — former Apple Valley Fire Protection District Chief and Measure A’s principal officer — told the Daily Press things are “going well” in the district as a result of the voting. “The threshold of reaching two-thirds of the voters is an extraordinary effort,” Qualls said. “To get two-thirds of the people to agree on something, and we far exceeded that expectation, that’s by commitment to the community.” Qualls called Tuesday’s outcome the result of a reality wherein fire stations need to be reopened; currently just three of the district’s seven fire stations are opened, and emergency-response times are below the national averages. “In 1997,” Qualls said, “the fire district promised the voters that they would deliver the best service they can deliver with the resources provided. -

Valley air about to get worse as wildfire smoke has nowhere to go By Corin Hoggard and Dale Yurong Tuesday, September 29, 2020 FRESNO, Calif. (KFSN) -- Air quality is about to take a turn for the worse as a changing weather pattern will combine with wildfires to fill the Central Valley with smoke again. The last few months have produced a stretch of the worst air quality on record, according to the Air Pollution Control District. Satellite images show smoke gently blowing from several California fires out to the Pacific Ocean, a weather pattern keeping the Valley's air relatively clean for several days now. "Right now we're seeing the smoke aloft," said Maricela Velasquez of the San Joaquin Valley Air Pollution Control District. "It's above us. But as the week goes through, we'll continue to see that smoke come onto the Valley floor." Here's how: When you have a fire in the Central Valley -- which is essentially just a bowl -- the smoke can usually get out and air quality won't be bad everywhere. But when a high pressure system comes in, it essentially puts a lid on the bowl and the smoke has nowhere to go so it just collects on the Valley floor. "The blocking high, basically, once it sits over a certain spot it likes to stay there for quite a while," said meteorologist Carlos Molina of the National Weather Service in Hanford. Forecasters at the NWS say the lid will sit on our bowl for at least a week. Air Quality Science Director Jon Klassen of the Valley Air District said, "We're expecting that to continue in the coming days." By that time, our air will have collected smoke from the Creek Fire, the SQF Complex Fire, and even more recent fires to our west, like the Glass Fire in the Bay Area. -

The scientific basis for ecological restoration and fuel treatment activities is growing, but remains largely unsubstantiated, with isolated exceptions. We are grateful to our families, peers, and teachers who encouraged us throughout this process. We thank Ms. Laura Mitchell, our actuary mentor, for her wisdom and guidance. From cheering us on at every symposium session to offering feedback on all of our drafts, Ms. Mitchell’s support was vital to our success. Finally, we would like to extend our gratitude to our team coach and statistics teacher, Mr. Kyle Barriger, without whom this project would not have been possible. Mr. Barriger’s unwavering support and commitment to this team were truly invaluable, and we are endlessly grateful to him for teaching us all that we know about statistics. We are honored to have learned from and worked with him over the last few months. 1 Executive Summary Over the past few years, California’s fire seasons have grown in both frequency and severity: 15 of the state’s 20 most destructive wildfires1 have occurred within the last five years, destroying 19,000 structures (Top 20 Most, 2020, p. 1). This damage has taken a notable toll on our identified stakeholders: homeowners, government agencies, and insurance companies will be affected the most by wildfire damages. Homeowners sustain significant losses: they are not only hurt financially but also emotionally, as they lose all of the memories attached to their homes.
