Teaching Notes Wildfires from Space Invitation Wildfire is a global reality, and with the onset of climate change, the number of yearly wildfires is increasing. The impacts range from the immediate and tangible to the delayed and less obvious. In this activity, students assess wildfires using remote sensing imagery. -

Stuart Chapin III, University of Alaska, Fairbanks, AK, and approved February 24, 2017 (received for review October 25, 2016) Wildfires across western North America have increased in number and size over the past three decades, and this trend will continue in response to further warming. As a consequence, the wildland–urban in- terface is projected to experience substantially higher risk of climate-driven fires in the coming decades. Although many plants, animals, and ecosystem services benefit from fire, it is unknown how ecosystems will respond to increased burning and warming. Policy and management have focused primarily on spec- ified resilience approaches aimed at resistance to wildfire and restoration of areas burned by wildfire through fire suppression and fuels management. These strategies are inadequate to address a new era of western wildfires. In contrast, policies that promote adaptive resilience to wildfire, by which people and ecosystems adjust and reorganize in response to changing fire regimes to reduce future vulnerability, are needed. Key aspects of an adaptive resilience approach are (i) recognizing that fuels reduction cannot alter regional wildfire trends; (ii) targeting fuels reduction to increase adaptation by some ecosystems and residential communities to more frequent fire; (iii) actively managing more wild and prescribed fires with a range of severities; and (iv) incentivizing and planning residential development to withstand inevitable wildfire. -

Scientists and land managers have been advocating these activities for years, and the recent fires have provided incentives for federal, state, and local entities to move ahead with ambitious hazard reduction and restoration projects. Recent fires also have increased public awareness about the risks and hazards of living in wild areas. The scientific basis for ecological restoration and fuel treatment activities is growing, but remains largely unsubstantiated, with isolated exceptions. Over 300 participants from all over the United States convened in Ft. Collins, Colorado, to learn from 90 oral and poster presentations. According to Victorville Sheriff’s Station spokeswoman Mara Rodriguez, deputies arrested Miguel Angel Zeteno, 36, just before 4:45 p.m. Friday near Mineral and Stoddard Wells roads on suspicion of arson to forest land. Rodriguez said deputies found Zeteno at a “make-shift camp at the location when he lit several areas of brush on fire” in the Mojave Riverbed, near Highway 18 and Stoddard Wells Road. He was arrested and booked on suspicion of arson to forest land. Zeteno is scheduled to be arraigned in a Victorville courtroom Tuesday afternoon. We are grateful to our families, peers, and teachers who encouraged us throughout this process. We thank Ms. Laura Mitchell, our actuary mentor, for her wisdom and guidance. From cheering us on at every symposium session to offering feedback on all of our drafts, Ms. Mitchell’s support was vital to our success. Finally, we would like to extend our gratitude to our team coach and statistics teacher, Mr. Kyle Barriger, without whom this project would not have been possible. Mr. Barriger’s unwavering support and commitment to this team were truly invaluable, and we are endlessly grateful to him for teaching us all that we know about statistics. We are honored to have learned from and worked with him over the last few months. 1 Executive Summary Over the past few years, California’s fire seasons have grown in both frequency and severity: 15 of the state’s 20 most destructive wildfires1 have occurred within the last five years, destroying 19,000 structures (Top 20 Most, 2020, p. 1). This damage has taken a notable toll on our identified stakeholders: homeowners, government agencies, and insurance companies will be affected the most by wildfire damages. Homeowners sustain significant losses: they are not only hurt financially but also emotionally, as they lose all of the memories attached to their homes. -

Email: [email protected] Abstract. Following wildfire, mountainous areas of the western United States are susceptible to debris flow during intense rainfall. Convective storms that can generate debris flows in recently burned areas may occur during or immediately after the wildfire, leaving insufficient time for development and implementation of risk mitigation strategies. We present a method for estimating post-fire debris-flow hazards before wildfire using historical data to define the range of potential fire severities for a given location based on the statistical distribution of severity metrics obtained from remote sensing. Estimates of debris-flow likelihood, magnitude and triggering rainfall threshold based on the statistically simulated fire severity data provide hazard predictions consistent with those calculated from fire severity data collected after wildfire. Simulated fire severity data also produce hazard estimates that replicate observed debris-flow occurrence, rainfall conditions and magnitude at a monitored site in the San Gabriel Mountains of southern California. Future applications of this method should rely on a range of potential fire severity scenarios for improved pre-fire estimates of debris-flow hazard. -

Problem Statement In the past 20 years there have been 400,000 acres burned and 20,000 structures destroyed due to wildfire in Butte County (Appendix 1). If you calculate an average of 4 people per structure that equals 80,000 people impacted with structure loss alone, not to mention the loss of community resources, air quality, family impacts and forest loss.
