2019/1013 Applicant: National Grid Description: Planning application for National Grid's Visual Impact Provision (VIP) project involving the following works:1) Construction of a new sealing end compound, including permanent access; 2) Construction of a temporary haul road from Brook Hill Lane including widened bellmouth; 3) Construction of a temporary Trans Pennine Trail Diversion to be used for approximately 12 - 18 months; following construction approximately 410m of said diversion surface would be retained permanently; and 4) Erection of two bridges (one temporary and one permanent) along the Trans Pennine Trail diversion Site Address: Land off Brook Hill Lane, Dunford Bridge, Barnsley, Sheffield Site Description The site stretches from Dunford Bridge in the Peak District National Park to Wogden Foot LWS approximately 1.8km to the east. With the exception of the sealing end compounds at either end, the site is linear and broadly follows the route of the Trans Pennine Trail (TPT). At Dunford Bridge the site extends to the former rail tunnel entrance and includes the existing sealing end compound located behind properties on Don View. Beyond this is the TPT car park and the TPT itself which is a former rail line running from Dunford Bridge to Penistone; now utilised as a bridleway. The site takes in land adjacent the TPT along which a temporary diverted bridleway route is proposed. In addition, Wogden Foot, a Local Wildlife Site (LWS) located 1.8km to the east is included (in part) as the proposed location of a new sealing end compound; construction access to this from Windle Edge also forms part for the application. -

High Speed Two: Full Speed Ahead? The UK government has given the “green light” to the High Speed Two (HS2) rail project in its entirety, following the outcome of the Oakervee Review, ending months of speculation over the future of the scheme. Phase 2b of the project, linking Crewe to Manchester and Birmingham to Leeds via Sheffield, is subject to further review. It now forms part of an ambitious “High Speed North” integrated masterplan, including Northern Powerhouse Rail and other local rail improvements. What will this mean for landowners, occupiers and others who are directly affected by the HS2 scheme? Time will tell. However, the announcement is likely to be welcomed, as it provides certainty that the project will now proceed, although concerns over the long-term plans for delivery of Phase 2b will persist. Clokie Purpose of the report To update the Joint Transport Board on Ashford Borough Council’s draft response to Network Rail’s consultation on the South East Route: Kent Area Route Study. Background Network Rail have published their consultation document for the long term planning for the “South East Route: Kent Area Route Study”, which includes proposed track, signalling and station improvements on this network, and sets out the strategic vision for the next 30 years. The purpose of the study is to provide the evidence base to inform funder’s consideration of the medium and long-term options. The consultation was opened in March 2017 and closes on the 30th June 2017. The Department for Transport has also published their “South Eastern Rail Franchise Public Consultation” document in March 2017, originally requesting responses by 23rd May 2017, although this has now been extended to the 30th June 2017 due to the calling of the General Election. The results of this consultation will then inform a tender document that will start the process in the autumn 2017 of procuring a new franchise operator. The new franchise operator will commence operations at the expiry of the current franchise in December 2018. Ashford Borough Council’s draft response to these consultations was reported to Cabinet in May 2017, and the key priorities within the Council’s response is set out below. South East Route: Kent Area Route Study – Draft for Consultation Network Rail have published their consultation document on proposed improvements to the rail network by 2024 and projects to be developed for delivery between 2024 and 2044. -

Network Rail Completes Major Work on £1.5Billion Midland Main Line Upgrade
Network Rail completes major work on £1.5billion Midland Main Line Upgrade May 18, 2021 Network Rail has completed the biggest improvements to the Midland Main Line since it was built, meaning more seats, faster journeys and more reliable services for passengers travelling between the East Midlands and London. In the latest stage of the upgrade, teams have carried out vital work to install new overhead line equipment between Bedford and Corby, as well as improvements to station platforms and major work to upgrade bridges on the route – to make way for electrification between London St Pancras International and Corby. All of this work means there will be 50% more seats for passengers travelling at peak times between Corby and London. The new train timetable was introduced last Sunday (16 May), and East Midlands Railway launched its new all-electric service between Corby and London St Pancras International, providing a sixth train per hour. The upgrade, along with the new timetable, also boosts the number of seats on services across the East Midlands and cuts travel time between London and Derby, Leicester, Sheffield and Nottingham. It’s hoped the improvements will take more cars off the roads, as COVID restrictions ease and passengers return to the railway. Electric trains are quieter and much better for the environment that diesel trains. They produce almost 80% less carbon, benefitting people who live and work near the railway. Gary Walsh, Route Director for Network Rail’s East Midlands route, said: “As passengers return to the railway, it’s great to be welcoming them back with the biggest improvements in a generation on the Midland Main Line. -

Crossrail 2 factsheet: Services between Berrylands and Hampton Court New Crossrail 2 services are proposed to serve all stations between Berrylands and Hampton Court, with 4 trains per hour in each direction operating directly to, and across central London. What is Crossrail 2? Crossrail 2 in this area Crossrail 2 is a proposed new railway serving London and the wider South East that could be open by 2030. It would connect the existing National Rail networks in Surrey and Hertfordshire with trains running through a new tunnel from Wimbledon to Tottenham Hale and New Southgate. Crossrail 2 will connect directly with National Rail, London Underground, London Overground, Crossrail 1, High Speed 1 international and domestic and High Speed 2 services, meaning passengers will be one change away from over 800 destinations nationwide. Why do we need Crossrail 2? The South West Main Line is one of the busiest and most congested routes in the country. It already faces capacity constraints and demand for National Rail services into Waterloo is forecast to increase by at least 40% by 2043. This means the severe crowding on the network will nearly double, and would likely lead to passengers being unable to board trains at some stations. Crossrail 2 provides a solution. It would free up space on the railway helping to reduce congestion, and would enable us to run more local services to central London that bypass the most congested stations. Transport improvements already underway will help offset the pressure in the short term. But we need Crossrail 2 to cope with longer term growth. -

The Cinque Ports are a unique association of maritime towns in Kent and Sussex dating back 1000 years. It was probably during the 11th Century when Saxon kings first formalised the arrangement under which key coastal towns in Kent and Sussex were offered inducements for them to provide ships and men to meet the military and transportation needs of their royal masters. The earliest known charter to the Cinque Ports collectively was granted by King Henry III in 1260 but it is clear from other charters and the Domesday Book the ports had enjoyed common privileges in return for their service to the Crown since the 11th century and were already known collectively as the Cinque Ports. There was a more formal confederation with common institutions in place by 1150 when the Court of Shepway had been established. Having their own court was one on the privileges granted along with freedom from taxation and it was presided over by the King’s representative known as the Lord Warden. Their heyday was in the 12th and 13th centuries but waned over the next 300 years, as changing patterns of warfare at sea and natural changes to the coastline of south-east England left ship service a heavy burden for relatively small fishing communities. So the five head ports of Hastings, Romney, Hythe, Dover and Sandwich turned to their neighbouring towns and villages which became known as limbs, for help in providing ships and men and in return shared in the privileges. Rye and Winchelsea began as limbs of Hastings and in the 14 th century were formally recognised as ‘antient towns’ and henceforth enjoyed equal status to the five original head ports. -
