C i s a d a n e N o . 8 , M e n t e n g – Jakarta Pusat Telp: (021) 31927996/98, Fax: (021) 3143867 Website: www.indikator.co.id PENDAHULUAN • Sebagai salah satu negara yang tidak luput dari wabah COVID-19, Indonesia hingga saat ini masih berjuang untuk mengatasinya. Melalui Keppres No 12 Tahun 2020, pemerintah Joko Widodo menetapkan status penyebaran COVID-19 sebagai Bencana Nasional. Gugus Tugas dibentuk untuk menanggulangi wabah ini, dengan susunan keanggotaan lintas Kementerian/Lembaga dan banyak melibatkan pakar. Tujuannya untuk mempercepat penanganan wabah COVID-19. • Penanganan yang dilakukan pemerintah terutama terkait dengan bidang kesehatan, baik kuratif maupun preventif, antara lain adalah program peningkatan kapasitas layanan kesehatan dan Pembatasan Sosial, mulai dari Pembatasan Sosial Berskala Besar (PSBB) di awal masa pandemi hingga Pemberlakukan Pembatasan Kegiatan Masyarakat (PPKM) sampai saat ini. • Kemudian program vaksin secara nasional. Untuk menjamin kesuksesan pelaksanaannya, beberapa payung hukum ditandatangani oleh Presiden Joko Widodo. Pemerintah menargetkan program vaksinasi ini bisa tuntas dalam waktu 15 bulan kepada sekitar 181.5 juta penduduk Indonesia. SURVEI NASIONAL: 30 JULI - 4 AGUSTUS 2021 2 PENDAHULUAN • Dalam upaya untuk mengetahui persepsi publik terkait kebijakan-kebijakan pemerintah dalam menanggulangi pandemi, Indikator Politik Indonesia mengadakan survei kepada warga nasional. Survei ini dilakukan untuk mengungkap respon publik terhadap pandemi hingga sejauh ini serta evaluasi umum terhadap langkah-langkah pemerintah dalam upaya penanggulangannya. • Hasil survei dapat memberi gambaran tentang situasi terkini penanggulangan pandemi, sehingga dapat digunakan oleh para pengambil kebijakan untuk meningkatkan peluang kesuksesan program-program untuk mengatasi wabah dan pemulihan perekonomian yang terdampak hebat akibat pandemi. SURVEI NASIONAL: 30 JULI - 4 AGUSTUS 2021 3 METODE • Populasi survei ini adalah seluruh warga negara Indonesia yang punya hak pilih dalam pemilihan umum, yakni mereka yang sudah berumur 17 tahun atau lebih, atau sudah menikah ketika survei dilakukan. • Penarikan sampel menggunakan metode multistage random sampling. Dalam survei ini jumlah sampel sebanyak 1.220 orang. Dengan asumsi metode simple random sampling, ukuran sampel 1.220 responden memiliki toleransi kesalahan (margin of error--MoE) sekitar ±2.9% pada tingkat kepercayaan 95%. Sampel berasal dari seluruh provinsi yang terdistribusi secara proporsional. • Responden terpilih diwawancarai lewat tatap muka oleh pewawancara yang telah dilatih. • Quality control terhadap hasil wawancara dilakukan secara random sebesar 20% dari total sampel oleh supervisor dengan kembali mendatangi responden terpilih (spot check). Dalam quality control tidak ditemukan kesalahan berarti. SURVEI NASIONAL: 30 JULI - 4 AGUSTUS 2021 4 FLOWCHART PENARIKAN SAMPEL Populasi desa/kelurahan (PSU). Strata 1 Strata k Desa/kelurahan (PSU) di tiap Strata dipilih secara random dengan jumlah proporsional. Strata …. PSU-1, PSU-2 … PSU-n PSU-1, PSU-2 … PSU-n PSU-X Di setiap PSU terpilih, dipilih sebanyak 5 RT (satuan lingkungan terkecil di atas KK) dengan cara RT1 RT2 RT3 RT4 RT5 random. Di masing-masing RT/Lingkungan terpilih, dipilih KK-1 KK-2 secara random dua KK. Di tiap KK terpilih, dipilih secara random satu orang LAKI-LAKI PEREMPUAN yang punya hak pilih, laki-laki/perempuan. A significant factor for this achievement has been his strategy to accommodate the military’s interests to keep them on his side. Five years into his presidency, Jokowi has shown little interest in reforming the military. As reelection time draws near, Jokowi is tightening his relationship with the military, by giving key appointments to commanders within his personal network. The recent TNI reshuffles saw the ascendancy of officers who have had personal relations with the president since early in his political career. Because of the reformasi law abolishing the military’s dual-function (dwifungsi) practice of placing military officers in civilian posts, the TNI has a surplus of many generals and colonels who are unable to hold substantive positions. The Jokowi administration has tried to address this problem by expanding military structures, and raising the level of ranks for various posts. These policies are basically efforts at appeasing the officer corps. Indonesian Presidential Election 2019 Prabowo Subianto: Reluctant Yet Strong Contender By Alexander R Arifianto SYNOPSIS Prabowo Subianto enters the 2019 Indonesian presidential election with less elite support and financial resources compared to incumbent president Joko Widodo. However, he has gained strong backing at the grassroots level by tapping the mobilising power of the conservative Islamic figures and organisations. COMMENTARY PRABOWO SUBIANTO enters the 2019 Indonesian presidential election with lukewarm elite support as well as lack of financial resources to fund his campaign. This is in contrast to his opponent – incumbent president Joko Widodo (Jokowi) – who has gathered endorsements from the majority of political parties, national and regional politicians, retired military officers, and other notables. Fierce banking competition amid consolidation Since 2014, the OJK has been implementing a banking consolidation policy by encouraging foreign investors from East Asian countries to acquire and merge Indonesia’s small banks (BUKU I) to trim the total number of banks, as suggested by BI’s API guideline. The mergers intensify competition among BUKU II and BUKU III banks. This competition benefits BUKU IV banks but has so far failed to improve BUKU II and BUKU III banks’ profitability.

    INDONESIA 2017 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Indonesia is a multiparty democracy. In 2014 voters elected Joko Widodo (commonly known as Jokowi) as president. Domestic and international observers judged the 2014 legislative and presidential elections free and fair. Domestic and international observers judged local elections during 2017 for regional executives to be free and fair. Civilian authorities generally maintained control over security forces. The most significant human rights issues included: claims of arbitrary or unlawful killings by government security forces; torture and other cruel, inhuman, or degrading treatment or punishment by police; harsh and life threatening conditions in prisons and detention centers; arbitrary detention by the government; detention of political prisoners; limits on the freedom of expression due to laws addressing treason, blasphemy, defamation, and decency; limits on freedom of association; official corruption and attempts by government elements to undermine efforts to prosecute corrupt officials; criminalization of same-sex sexual activities at the local level and violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and forced or compulsory labor. Impunity for serious human rights violations remained a concern. In certain cases, the courts meted out disparate and more severe punishment against civilians than government officials found guilty of the same crimes. Section 1. Diluar fungsi kandidasi, fungsi-fungsi partai politik sudah banyak pudar dan digantikan oleh institusi-institusi demokrasi lainnya seperti NGO, Ormas, dan Media. Parahnya, tendensi ini terjadi di banyak negara (Norris, 2008), termasuk Indonesia. Tetapi, pencalonan kandidat presiden di Indonesia mempunyai konsekuensi serius pada tiga isu elektoral sekaligus: partai politik, incumbency (pemerintahan/partai yang berkuasa) dan pemilih itu sendiri. Konsekuensi pertama, pencalonan presiden berimplikasi serius pada relasi antarpartai (interparty politics). Hak kandidasi presiden tetap berada dan dipegang oleh partai politik sebagai satu-satunya lembaga yang diakui konstitusi (UUD pasal 6A), namun partai ‘terpaksa’ harus saling merapat/menjauh karena prasyarat ambang batas pencalonan 20% yang baru saja diputus Mahkamah Konstitusi. Apalagi sistem kepartaian multipartai ekstrem di Indonesia—dimana tidak ada partai dominan bahkan partai yang melebihi 20% kursi—menyebabkan pencalonan presiden di Indonesia menggiring partai-partai untuk saling berkompromi baik secara ideologis maupun pragmatis.
