Burlington Admission to the MWRA Waterworks System
THE COMMONWEALTH OF MASSACHUSETTS WATER RESOURCES COMMISSION 100 CAMBRIDGE STREET, BOSTON MA 02114 REPORT OF THE FINDINGS, JUSTIFICATIONS, AND DECISION OF THE WATER RESOURCES COMMISSION Relating to the Approval of the Town of Burlington’s Request for an Interbasin Transfer Pursuant to M.G.L. Chapter 21 § 8C DECISION On November 12, 2020, by a ten to one (10-1) vote, the Massachusetts Water Resources Commission (WRC) approved the Town of Burlington’s request for an Interbasin Transfer to join the Massachusetts Water Resources Authority (MWRA) Water Works System. This vote was taken after review of the facts provided by the Town of Burlington, analysis of the associated data, and consideration of comments received concerning this request. INTRODUCTION On November 26, 2019, the WRC received a request from the Town of Burlington for approval of an action to increase the present rate of interbasin transfer under the Interbasin Transfer Act (ITA) (M.G.L. Chapter 21 §§ 8B-8D) as part of a Draft Environmental Impact Report (DEIR) submitted to the Massachusetts Environmental Policy Act (MEPA) office. The DEIR proposed a water supply transfer through an interconnection to MWRA. Additional information was requested by the WRC and received in the Final EIR, submitted in February 2020. The Secretary’s Certificate on the FEIR was issued on April 17, 2020. The WRC accepted Burlington’s application as complete at its May 14, 2020 meeting. Burlington is proposing to purchase a maximum of 6.5 million gallons per day (MGD) of water from MWRA to supplement its existing water supply source, the Mill Pond Reservoir (Figure 1). -

ROUTE 122 ~ LOST VILLAGES SCENIC BYWAY Welcome to Oakham Home of the Lost Village of Coldbrook Springs A History of Oakham Pre-1675 The present town of Oakham was virgin forest occupied by Nipmuck Indians who made seasonal camps in the area for hunting, About Historic Coldbrook Springs Village fishing, and farming. 1675 During the King Philip War (167 5–1676) a 150 square mile area known as Naquag became the stronghold for Indian activity. This MAP INDEX included what is now Barre, Rutland, Hubbardston, parts of Princeton 27 Evander Parker and Paxton. Menamesit, just west of Naquag and Mount Wachusett, 28 Thomas Kennedy in present day Princeton, served as gathering places for the Nipmuck, Narragansett, and Wampanoag tribes. Water Quality Report: 2014 Quabbin Reservoir Watershed Ware River Watershed Quabbin Reservoir from Rattlesnake Hill (Peter Deslauriers, May 21, 2014) June 2015 Massachusetts Department of Conservation and Recreation Office of Watershed Management Division of Water Supply Protection ABSTRACT This report is a summary of water quality monitoring methods and results from 24 surface water stations established throughout the Quabbin Reservoir and Ware River watersheds and other special investigative samples. The Department of Conservation and Recreation (DCR), Division of Water Supply Protection (DWSP), is the state agency charged with the responsibility of managing Quabbin Reservoir and its surrounding natural resources in order to protect, preserve, and enhance the environment of the Commonwealth and to assure the availability of pure water to future generations. The Environmental Quality Section manages a comprehensive water quality monitoring program to ensure that Quabbin Reservoir and its tributaries meet state water quality standards. As part of this task, the Environmental Quality Section performs the necessary field work, interprets water quality data, prepares reports of findings, and makes changes as necessary. This annual summary is intended to meet the needs of watershed managers, the concerned public, and others whose decisions must reflect water quality considerations. Quabbin Reservoir water quality in 2014 satisfied the requirements of the Filtration Avoidance Criteria established under the Environmental Protection Agency Surface Water Treatment Rule. Monitoring of tributaries is a proactive measure aimed at identifying general trends and problem areas that may require additional investigation or corrective action. Compliance with state surface water quality standards among the tributaries varied with minor exceedances attributed to higher pollutant loads measured during storm events, wildlife impacts on water quality, and natural attributes of the landscape. -

3 Water Resources 3.1 Historical Perspective on Water Resources at Ware River The community of Boston commenced its search for clean water in 1652, when the General Court of the Massachusetts Bay Colony incorporated the Water Works Company. Under the Company’s direction, water was delivered to Boston from wells through wooden pipes to a wooden storage reservoir from which water was distributed throughout the community. By the late 18th Century, this system was no longer adequate to supply the needs of the expanding population. Consequently, the supply system was extended to Jamaica Pond in Roxbury. Water supply problems continued to plague the city throughout the 19th Century. Expansion of the supply system was initiated only after the supply needs became critical. By the 1830s the system was inadequate, and the decision was made to expand. In 1849, an aqueduct was completed to deliver water to the city from Lake Cochituate in Natick. The system was expanded again in 1873, with the completion of an aqueduct to bring water from the Sudbury River into the supply system. 1870 - 1890 was a period of rapid growth for the City of Boston and the surrounding municipalities. The demand for high quality drinking water grew beyond the system’s capacity. In 1893, the legislature directed the State Board of Health to develop plans to expand the supply system. Three alternatives were investigated: Lake Winnipesauke in New Hampshire, the Merrimac River, and the Nashua River above Clinton. After careful consideration, Winnipesauke was eliminated because of the potential difficulties of dealing with another state. -

2010 Ware River Watershed Access Plan
Public Access Management Plan Update – 2010 Ware River Watershed December 2009 Massachusetts Department of Conservation and Recreation Division of Water Supply Protection Office of Watershed Management Abstract The Public Access Management Plan Update 2010 - Ware River Watershed explains DCR- Watershed’s obligation to manage public access on its drinking water supply lands, the process used in developing the management plan, and its policies. The update process included an intensive public input component which collected survey data from 274 stakeholders from a period of May 2009-September 2009. This management plan contains six sections 1) an introduction to DCR-Watershed, with a revised Master Policy statement ; 2) a brief history of the Ware River Watershed and existing conditions; 3) the methodology used in the update and development of the policies in the plan; 4) Fact Sheets, with maps where appropriate, for 29 individual public access policies; 5) the description of related operational activities; and 6) an Implementation Schedule, including a new annual policy review process. The revisions and updates made to the 2010 plan have clarified existing policies. Eight policies were modified and one policy was added. DCR will begin implementation of the Public Access Management Plan Update starting January 2010. DCR will conduct an annual report to evaluate the Plan in general, as well as any policy concerns or conflicts that arose during the year beginning with its first report in 2011. Regulated Point Source Discharges This Tetra Tech technical study was commissioned by the United States Environmental Protection Agency (EPA) to synthesize and analyze water quality data to assess nitrogen-related water quality conditions in Long Island Sound and its embayments, based on the best scientific information reasonably available. This study is neither a proposed TMDL, nor proposed water quality criteria, nor recommended criteria. The study is not a regulation, and is not guidance, and cannot impose legally binding requirements on EPA, States, Tribes, or the regulated community, and might not apply to a particular situation or circumstance. Rather, it is intended as a source of relevant information to be used by water quality managers, at their discretion, in developing nitrogen reduction strategies.
