The Influence of Dutch and Venetian Political Thought on Seventeenth-Century English Republicanism The Influence of Dutch and Venetian Political Thought on Seventeenth-Century English Republicanism Amy Shields Doctor of Philosophy School of History, Classics and Archaeology Newcastle University June 2017 Abstract This thesis explores the engagement of seventeenth-century English republican thinkers, namely John Milton, James Harrington, Marchamont Nedham, Henry Neville and Algernon Sidney, with Dutch and Venetian models, theories, and experiences of republicanism. It challenges J.G.A. Pocock and Quentin Skinner's approach of tracing the origins of political ideas back to the ancient world and instead develops Franco Venturi’s emphasis on the significance of contemporary models to the development of early-modern republicanism. Chronologically the focus is c. 1640-1683 when republican ideas were at their height in England. In spatial terms, however, the approach is broader than traditional accounts of English republicanism, which tend to tell a purely national story. By adopting a transnational perspective this thesis promises to highlight the continuities and points of conflict between different republican thinkers, and in doing so challenges the idea of a coherent republican tradition. It suggests that narrowly defined and distinct definitions of republicanism do not capture the nuances in English republican thought, and that these thinkers engaged with various understandings of republicanism depending upon contextual political circumstances. The thesis looks at three significant themes. The first is the role of single person rule, an issue which has come to dominate discussions of English republicanism. By examining the ways in which English republicans understood the Dutch and Venetian models, both of which included an individual figurehead within a republican constitution, this thesis suggests that existing historiography places too much emphasis on 1649 as a turning point in English republican thought. Building on this discussion of non-monarchical government, the thesis then explores the constitutional proposals advocated by English republicans. It demonstrates that Venice was actually much less broadly admired and utilised for its constitutional model than has previously been assumed, and that in fact it was the Dutch Republic with which comparisons were more readily drawn. Finally, the thesis delineates a shift towards the end of this period. Post-Restoration, constitutional modelling was largely rejected in favour the practical experiences of the Dutch and Venetian Republics; the strengths, wealth and successes of which demonstrated, to these writers at least, the superiority of republican government over the existing form of monarchy in England. i ii Acknowledgements I am extremely grateful to Newcastle University and the Arts and Humanities Research Council for offering the opportunity to pursue a PhD and for granting the funding for this project. The difference between liberty and slavery, Molesworth argued, ‘may be seen written in the very Faces of the several People…and when we find nothing but Misery in the fruitfullest Countries subject to Arbitrary Power, but always a face of plenty and Chearfulness in Countries naturally unfruitful, which have preserv’d their Liberties, there is no further Argument’. In short, ‘all our Gentry should go abroad…to make him in Love with the happiness of his own Country’.1 Molesworth evidently considered travel essential to coming to a full understanding of the difference between liberty and slavery, and particularly in order to teach men the importance of maintaining liberty within England. But Molesworth’s political approach was also more nuanced than a simple dichotomy between good and bad governments, for he also believed that ‘few governments are so ill constituted, as not to have some good Customs’. There were, he believed, ‘admirable Regulations in Denmark’, a country miserable under its recent enslavement; even ‘among the Savage Americans’ customs could be found ‘to serve for Models to the most civilized Europeans’.2 He used the metaphor of trade to illustrate his point, arguing that our ‘Merchants bring every day from barren Countries many useful things, which our own good one does not produce’. Why then, asked Molesworth, should we not learn of ‘the Constitutions, Manners, and Condition of other Nations, as we might without doubt find out many things to our purpose, which now out of mere Ignorance keeps us from being sensible that we want’.3 Although writing after the key constitutional crises of the seventeenth century, Molesworth’s tract highlights some important themes that have been overlooked in the scholarship of early modern republicanism. In emphasising the educational value of travel, Molesworth indicated that valuable political lessons could be learned from contemporary nations, and not just as was more conventionally advocated, from the ancient world. Nor did he just look to those countries that could be idealised as representing the ‘best’ form of government. Finally, Molesworth emphasised how travel was the best way to teach Englishmen the value of liberty, and for them to learn about foreign forms of government. Again this emphasised the value of modern examples of government, and it reminds us that Englishmen were not living in a vacuum in the seventeenth century. Travel to and around the continent was entirely possible, and was in fact undertaken by many of the English republicans who feature in this thesis. Each of these aspects has remained somewhat overlooked in the wealth of scholarship on seventeenth-century English republican thought. Traditionally, that scholarship has placed considerable emphasis on the influence of ancient and classical models, with a particular focus on the texts of Plato, Aristotle, Polybius, Cicero and Livy. However, in the mid-sixteenth century the Papacy adopted a far more lenient policy out of considerations of commercial raison d' état and invited New Christian merchants to assume Judaism in Ancona with assurance of complete freedom from any persecution. At the same time, Venice expelled all Marranos from the city and forbade them to return. The papal attitude changed with the Counter- Reformation and former New Christians who had reverted to Judaism in Ancona were burned at the stake. However, slightly later in a step that was followed by the Medici for Pisa-Livorno, the Venetian government invited New Christians to settle in Venice freely on the condition that they assumed Judaism and resided in the ghetto as Jews and assured them that their past conduct would not be investigated. In justification, among other arguments the Venetians pointed out that since Popes had once granted such permissions, it could not be claimed that they were forbidden by canon law. An examination of select passages from the documents preserved regarding the issuing of the first charter of the Levantine and Ponentine merchants in Venice in 1589, the two opening passages of the second charter in 1598, and a consulto of the Venetian consultore in iure Paolo Sarpi will illustrate the ideological background and practical manifestations of the new attitude toward New Christians assuming Judaism and their resulting legal status, which can be seen as one of the harbingers of a new attitude of European states toward Jews determined by economic considerations of raison d’état rather than by religious concerns.

AN OVERVIEW OF HISTORY AND MYTH Venetian efforts at domination of the eastern Adriatic can be said to have begun in the year 1000, with the naval expedition commanded personally by doge Pietro II Orseolo, which put an end to the activity of pirates installed at the mouth of the Narenta River and first avowed control over the Adriatic as the “Gulf of Venice.” Lordship over the Adriatic was central to Venetian historiography and mythology over the centuries: from the supposed papal grant of lordship at the peace of 1177 with Barbarossa and the ceremony each Ascension day of the doge wedding the sea, to invocations of Jove and Neptune - all depicted as part of a political program in the redecoration of the Ducal Palace after the fire of 1577 As late as the eighteenth century, Tiepolo still represented Neptune and the sea as the source of Venice’s wealth, when that was already history.

The operation of the federative is marked by the interplay between strategy (prudence) and law (norm). While Locke acknowledges the strategic element, he downplays the juridical dimension. This move is unconvincing. It does not fit well with Locke’s designation of treaty-making as the power’s central feature, nor with the comparatively thick account of natural law that otherwise characterises his political thought. The federative should be seen as the part of the domestic constitution through which the state’s external agency is exercised and the location of the state’s duties in respect of the jurisgenerative activities in the international sphere.

By analyzing this modality of a passage and comparing it to the integration formulae Venice employed in the rest of the Patriarchate of Aquileia, the author uncovers similarities and contrasts between the two models of incorporation. It is argued that Aquileian communities in Istria underwent a remodeling of communal institutions in order to mirror the salient administrative aspects of other Venetian subject centers on the Peninsula. This process, dubbed regional homogenization, did not take place throughout Aquileian Friuli. We examine this proposition in the context of medieval Venice circa 800–1600. Early on, the growth of longdistance trade enriched a broad group of merchants who used their new-found economic muscle to push for constraints on the executive i.e., for the end of a de facto hereditary Doge in 1032 and for the establishment of a parliament in 1172. The merchants also pushed for remarkably modern innovations in contracting institutions that facilitated longdistance trade e.g., the colleganza. However, starting in 1297, a small group of particularly wealthy merchants blocked political and economic competition: they made parliamentary participation hereditary and erected barriers to participation in the most lucrative aspects of long-distance trade. Over the next two centuries this led to a fundamental societal shift away from political openness, economic competition and social mobility and towards political closure, extreme inequality and social stratification. We document this ‘oligarchization’ using a unique database on the names of 8,178 parliamentarians and their families’ use of the colleganza in the periods immediately before and after 1297. We then link these families to 6,959 marriages during 1400–1599 in order to document the use of marriage alliances to monopolize the galley trade.

This thesis discusses the decline of the Venetian nobility, the collapse of the Venetian economy, and the political results of the surrender of the Venetian Republic to Napoleon Bonaparte in 1797. Topics include the formation of Venice, Venetian domination of trade, the class system in Venice prior to 1797, the collapse of the aristocracy, feudalism in Venice, Venice’s presence in the Adriatic and Aegean seas, and the rise of the middle class within the provisional democratic government. Very few historians have attempted to research the provisional democracy of Venice and how the political and class structure of Venice changed as a result of the collapse of the Republic in 1797. Using primary sources, including government documents and contemporary histories, one can see how the once dominant noble class slowly fell victim to economic ruin and finally lost their role in the political leadership of Venice all together. During this same period, the middle class went from only holding secretarial jobs within the government, to leaders of a modern democratic movement.
