An Action from the previous Transport Steering Group minutes remained in place to be raised in th TRG the Transport Review Group on the 17 October.

The Action referred to agreeing the proposed wording in relation to the obligation in the DCO for NNB Genco HPC Ltd to undertake works at Huntworth Roundabout. The proposed wording is below and it had been agreed that a decision should be made at the next Transport Review Group.

“Section 10.1 of Schedule 11 of the HPC Section 106 legal agreement (dated 30 August 2012) identifies that NNB Genco HPC Ltd shall not be required to carry out Work No 22 (Huntworth Roundabout) if the Transport Review Group (TRG) decides such works are no longer necessary as a result of there being alternative highway improvements committed to be carried out by a person other than NNB Genco HPC Ltd.

The Transport Steering Group (TSG) confirms that SCC has commenced works on the Huntworth Roundabout and in the absence of a formal TRG recommends that the obligation for NNB Genc o HPC Ltd to undertake any works on the Huntworth

2.00 Transport Quarterly Report The Transport Quarterly Report contains the Construction Workforce Travel Plan Report and the Construction Traffic Management Plan Report. The Quarterly Report covers July to September 2016.

The Transport Quarterly Report was summarised and the Group was supportive that HPC are

continuing to work towards meeting the targets set, some of which will not be applicable until 6

months after all the Park and Ride sites are operational.

Construction Workforce Travel Plan Report It was noted that the Induction Centre is opening in October 2016 and mode share information will be included in the next report.

The annual staff travel survey has been included in the HPC Workforce Survey which was undertaken in September 2016. The result are expected to be available in December 2016 and a summary will be included in the next report.

The existing bus routes and workforce accommodation locations are monitored and reviewed.

Consideration will be made to extend bus routes to reduce journeys to Park and Ride sites by car

and enable passengers to walk to a nearby bus stop. AC was especially supportive of this.

Construction Traffic Management Plan Report In the TRG in July 2016, the terminology used for deliveries and movements was discussed and it was agreed that the Construction Traffic Management Plan Section 6.2.3 refers to “deliveries” and that “movements” should also be reported as this is the basis upon which the caps and controls are based in the Construction Traffic Management Plan.

JB to review movement recording. At the moment movements are shown as a multiplication of deliveries in each time slot. This is unlikely to be the case with HGV’s arriving in one time slot and departing in another.

A note was required to explain how driver non-compliance is dealt with and will be included in the next TRG report.

ACTION 1 : Table 13 DMS Bookings to be reviewed so it is clearer on the number of movements.

For example, the number of movements to be split to show “To HPC” and “From HPC”. This also

includes a review of VMS system to see if records are available for lorries arriving and departing. RL / JB

ACTION 2: To check the number of actual movements provided in Table 14. JB

3.0 0 Proposed Mitigation Measures The targets set out in the Transport Quarterly Report are being achieved and / or reasonably likely to be achieved. Therefore there are no proposed mitigation measures to contribute towards achieving the targets / objectives set out in Construction Workforce Travel Plan and Construction Traffic Management Plan.

4.00 SEAG Update AJ provided an update on SEAG. • The SEAG meeting is now chaired by David Eccles. • The SEAG discussions had included accommodation issues in particular the HPC Workforce Survey. • A dashboard is being created to cover the SEAG areas. • A separate accommodation meeting has been set up and the Transport Review Group will be updated when appropriate.

5.00 Change Monitoring A Change Log is now included within the Transport Quarterly Report appendices and is split between the Construction Workforce Travel Plan and the Construction Traffic Management Plan.

Amendment to the Construction Workforce Travel Plan Section 5.5 Motorcycle Measures:

A proposed change to the Construction Workforce Travel Plan Section 5.5 Motorcycle Measures

was discussed and a note had been pre circulated with the TRG agenda.

The proposed change was to allow motorcycles to formally use the main HPC carpark. However, in order to understand the potential requirement for motorcycle parking and any unforeseen issues with the use of the C182, NNB Genco HPC Ltd would seek to identify individuals wishing to motorcycle to the HPC car park and then monitor and manage the number of motorcycles allowed to park at the HPC site. Following a 6 month period of monitoring NNB Genco HPC Ltd would then propose to Transport Review Group a cap on the number of motorcycles allowed to site. Numbers against the cap would then be monitored and reported in the Transport Review Group Quarterly Report.

AG raised concerns about the potential noise from motorcyclists and SH will forward comments

on following the TRG.

AR asked about the safety of motorcycles and the C182 and RL advised that she had spoken to the Hinkley Policing Team to request Personal Injury Collision (PIC) data over the last 5 years and only 1 PIC had been recorded involving a motorcycle. The Hinkley Policing Team had no concerns

at this stage on motorcycle use and those observed had been travelling appropriately. RL referred to the Hinkley Road Safety Forum and noted that any incidents / observations are discussed between the Hinkley Point site reps at this Forum.

In addition to the points raised about road safety, AC was keen to see that motorcycling was not

used instead of the HPC bus service and asked how many spaces would be available for

motorcyclists – it was important that a focus on achieving mode share targets was maintained. He

was also keen that motorcyclists used appropriate routes to the site to avoid noise impacts on local communities. RL confirmed that motorcycling to HPC will not be encouraged or promoted and that the HPC parking area at HPC is being revised and will include a small area for motorcyclists to use during this review.

It was suggested that a risk assessment is prepared for the C182 and motorcyclists.

ACTION 3: Send comments on the Amendment to the Construction Workforce Travel Plan SH Section 5.5 Motorcycle Measures Note

ACTION 4: Review number of motorcyclists at HPC over the last year and compare to the number RL of people on site to ensure that the ratio of motorcyclist to workforce numbers is consistent with

the SPW phase of the project.

ACTION 5: Review if a risk assessment should be prepared for the C182 and motorcycles and RL consideration should be given to measures to encourage appropriate routes are taken for motorcyclists.

Huntworth Roundabout: The TRG agreed that EDF should provide the response to the obligation in the DCO for NNB Genco HPC Ltd to undertaken works at Huntworth Roundabout in writing to the Transport Review Group.

On receipt of the EDF letter, SDC to formally write as the local planning authority to confirm

obligation discharged and the obligation updated on the planning record accordingly. AJ ACTION 6: Provide note on Huntworth Roundabout for consideration at the next meeting.

6.00 Progress with Technical Approvals and Associated Development Scheme Delivery An update was provided on progress with technical approvals and the associated development scheme delivery.

7.00 Transport Forum Update It was agreed that AC will present a summary of the Transport Review Group Quarterly Report to the Transport Forum taking place on the 20 th October.

8.00 Hinkley Point C Project Update Construction Programme: RL provided an update on the HPC project.

Full government approval granted for Hinkley Point C on 15 th September following a 3 month

review by the new Prime Minister Theresa May. On the back of the approval, the full contracts for

the construction of HPC were signed on 29th September.

The government approval and finalisation of contracts means that the site will begin to mobilise in greater numbers and the scope of work across site will increase. Current activity is summarised below.

• Initial jetty work at the end of 2016 • De-coupling wall and water management • Development of additional site infrastructure and welfare facilities including East Office Annex. • Covering of Holford stream culvert • Initial work on Southern landscaping

• Development of concrete production, storage and testing facilities.

• Main earthworks and stockpile management.

HPC AD Update: • J24 P&R Substantially complete and to be handed over to Site Operations team for use. • J23 P&R – Pre-commencement activities (Fencing, environmental works etc.) ongoing main works to commence early November 2016. • Campuses – Design continuing with commencement at both sites in February 2017. • Cannington & Williton P&R – Detailed Design / tendering ongoing aiming to start at Cannington Q1 2017. • Highway Schemes – aiming to start Bristol Rd / The Drove 21st November 2016.

Construction Workforce Travel:

People on Site

• th Last month (Max) – 944 people on site a day plus 115 visitor passes a day (28 September). • Estimated to be around 1000 at the end of 2016 and around 3000 end of 2017. Bus Movement • October - 32 buses on the HPC bus service. This includes Yutong, Volvo buses and mini buses. • 56 bus services in the AM (to HPC) and 50 in the PM (from HPC) (Monday to Thursday)- around 537 services a week (Monday to Friday) • 24,993 bus passenger journeys in September 2016.

• 85% travelled to HPC by bus (Mode Share survey July) • 46% walked to board the bus, 4% car shared , 49% drove on their own and 1% used a bicycle or motorcycle (HPC Travel Survey July 2016) • Interim bus provider Crosville Motor Services and full bus contract was awarded to Somerset Passenger Solutions in September 2016.

Parking

• 6% car shared to HPC (Mode Share survey)

• P&R sites are 50-70% utilised and this is monitored.

Marine • First construction vessel due off shore late November

Construction Traffic: HGVs • Average 80 – 100 deliveries per day during July to September 2016. • Due to be 85 HGV deliveries a day in October 2016

• 72 Abnormal Indivisible Load (AIL) movements between July to September 2016.

• Expecting 6 AIL movements in October to December 2016 – subject to change.

Interim Parking Strategy Paper The Interim Parking Strategy Paper was pre circulated with the TRG agenda. AC circulated a proposed response. In general terms he was supportive of the principle of the interim parking arrangements in advance of the Park and Ride sites included within the Development Consent Order being delivered and operational. However, he considered that the limit of 1,300 parking spaces for use by workers at J23 Park and Ride should remain until the Transport Review Group agreed that their use is necessary to the Construction Workforce Travel Plan. It was understood that it was NNB Genco HPC Ltd’s intention to submit changes to landscaping at J23 that would involve changes to the site layout. It was AC’s view that any additional spaces should be considered as contingency in the event that additional need arises. AJ

will be submitting the J23 P&R application in the next week.

CP and AG noted that they would encourage Williton P&R to be available sooner rather than introduce temporary park and ride sites. CP referenced the need to plan, monitor and manage approach and asked for a discussion on the use of Cannington Park and Ride and visitors.

ACTION 7: Provide AJ with comments on Interim Parking Strategy via email. ALL

Bridgwater Transport Schemes LH introduced the Bridgwater Highways Schemes and provided a presentation on the proposals. The TRG had a discussion on this and provided LH with a number of suggestions. This will also be

presented to the Transport Forum on Thursday 20 th October.

The schemes would involve a temporary change to the DCO Bus Routes and HGV Route noting that the traffic management plan involved a one-way system around Bristol Road and Wylds Road (and some of the HGVs will be re routed via the J24 FMF). These will be included in the next

Change Log and a meeting set up in December.

ACTION 8: Set up meeting in December to discuss the DCO bus route and HGV route as part of RL / AJ the Bridgwater Transport Schemes and Interim Parking Strategy.

Somerset County Council (SCC) No update relevant to the Transport Review Group.

Sedgemoor District Council (SDC) No SDC additional update provided as updated conveyed to the Bridgwater Transport Delivery Team earlier in the day.

West Somerset Council (WSC) No updates relevant to the Transport Review Group.

Highways England (HE) No updates relevant to the Transport Review Group.

9.00 AoB and Future Meeting

NNB Genco HPC Ltd sought feedback on whether they could use a small bus instead of a mini bus through Stogursey, Shurton and Burton to try and minimise bus movements. It was noted that during the Examination, the residents were very concerned about larger buses going through and to the village given the narrow lanes / roads, the use of mini buses was specifically required, and any request was likely therefore to be contentious especially given recent correspondence with local representatives about bus movements through the parish. NNB Genco HPC Ltd were advised to further consider whether it wished to make a formal request.

The next meeting will be on Monday 23 rd January at 13:00. This will take place at County Hall, Taunton.
