Briefly Assessment report from incidents

On date of 13-7-2018 AOG Attacked to police check points at Gul Khanna and Tazab villages ’in zebak district which caused displacement of families to Zebak and Ishakshim district of Badakhshan. At the same time AOG also warn to the residents of Shughnia villages in Sheghnan district to leave the area and escaped to some other location, then the people displaced from insecure locations to center of Sheghnan district. Most of the people who were displaced to Zebak district upon situation got normal they returned back to their original places and only some of the families were remained in Zebak district which has been assessed by JAT.

As a result the residing of Zebak and Shewa shughnia districts’ displaced in different place or different districts’ from Shewa shughnia 6 families came to Faizabad and 33 families moved to Shughnan district. the total displaced families in Shewa shughnia villages are 39 families which was displaced by Taliban warnin, and 49 families displacement from zebak but 42 families retuned and 7 families was still displaced in Center zebak in ishkashim district, ACTED received notification regarding this displacement on 16-7-2018 which after that UN-OCHA called the agencies for an OCT meeting regarding this caseload on 18.7.2018 and established three joint assessment teams to quickly assess these families, the teams were consisting of DoRR ,DCAAR,IDS,/WFP, ACTED. One team was assigned to assess the displaced families in Faizabad which the team identified 6 families real IDPs, The second team was for assessing of displaced HHs assessment in Zebak district, the team verified 7 real displaced families in Zebak and the third team in shughnan district assessed 82 HHs assessment but identified only 33 real households as real IDPs. All three locations assessment finished on 24.7.2018.

The average household in this caseload has 5.2 members. 39% of households have less than 5 members. 35% of households have between five and six members 26% of households have seven to nine members. The average number of families in this caseload is 1.0 this caseload has more men than women between the ages of 6-18 and also has more women than men between the ages of 19-59 years old. And also this caseload has 13% (6) female headed household, (3) elderly-headed households and one household with disabled members. 3% boys and even not a single girl is attending school in this caseload and 47% of households reported the lack of documentation as the reason for their children’s non-attendance and 53% others reported none as reason the reason for not attending in the school. Generally the average income before the shock was reported 3,250 AFN and current income after the shock reported to be 87 AFN.

Recommendations:

ACTED will cover the remaining needs by providing a payment of (12,000 AFN) per household for 45-HH who has been identified as category- A and 6,000,AFN for remaining one household who has been placed in category-B with the following allocations for IDP needs as per SMEB thresholds:

1. SECTORIAL ISSUES:

A) FOOD SECURITY, NUTRITION AND LIVELIHOOD

In this caseload most number of households reported insecure livelihoods as their primary source of income, such as 76% (35) households are daily unskilled workers while15% (7) households afford their living by farming, 4 %( 2) household reported daily skilled labor & 4% (2) reported jobless no source of income. Assessment teams confirmed that households expressed the lack of stable work as their serious concern. Food security is the number one priority for this caseload that 78% assessed households indicated it in first While households generally reported more preferable coping strategies with the percentage of 89% women, 17% children and 35% men who are fully affected from coping strategy in this caseload. 87% households reported no food stock while 13% households reported having food stock less than a week. 91% households reported having full access to Market while 9% reported no access to the market, but as the team rechecked with these households there were a miss-understanding on market access and all of them confirm the that they have access to district market in Zebak and Sheghnan district of Faizabad. Distance to market reported an average of 2.2/KM which will take 40-minutes to reach.

Recommendation: WFP to provide 2 months food assistance to (46 households) of this caseload.

B) NFIs

Assessment teams reported that households expressed a strong need for NFIs as they had been displaced months ago and most of them could not deliver basic supplies during displacement from their places of original. Some households also told teams that their supplies and non-food assets had been lost or damaged. All households in this caseload reported NFIs as their third most important priority.

Recommendation: Mission east will provide NFI in kind to meet the requirement of this caseload.

C) SHELTER

(22) Displaced households in this caseload are paying some amount of rent for their accommodation while (13) households are accommodated as hosted and 11- households are living with their relatives as free of charge. According to assessment teams IDPs in this caseload are also anxious about potential home damage that may have been incurred during the fighting in their home villages as they do not possess the funds to appropriately repair their accommodation when they return home. The average crowding index for this caseload is 5.2 on average families reported paying 1650 AFN per month. The cost of rent for Female Households was 1500 AFN per month.

Recommendation: ACTED to provide 3, 000, AFN for those household who are in category-A and 2, 000, AFN for those households who are in category-B to cover their shelter and rent need.

D) WASH Although no information collected in heat form about having access to enough, bathing, drinking and cooking water but their main source of water reported as most households 96% (44) households rely on pipe water, 2% (1) are relying on hand pump and 2% (1) households rely on stream or river. The Average distance to closest water source 0.2/KM with an average time to go to water source is 3.4 minutes.

Sanitation;

100% (46) households have full access to Latrine, 72% households are using community latrines while 28% other are using the family pit latrine. But based on team observation during the assessment most of these households need for hygiene awareness campaign and some other wash supplies services.

Recommendation: DACAAR is committed to cover the wash need for this caseload ACTED is responsible to circulate the database along with assessment report to DACAAR and other partners to meet the other need of this caseload.

E) PROTECTION

Based on the heat database the team reported 3-elderly headed household, 6- female headed households & one household with disabled members. We advised to the team to re-contact these families and collect more information, if they see that they are in need of further assistance the team is responsible to refer them to other organization who are working this protection field for further assistance and caution.

Recommendation: ACTED ERM team especially the protection officer need to closely monitor the mentioned concerns and address their need for additional support.

F) HEALTH

However there is no part in HEAT form regarding health to collect the information according to that, but as the team noted during the assessment these displaced families are in very bad condition and do not have enough access to basic life services and maybe their children and adults might face to health problem. There are one clinic in district center but that is not well equipped to cover all the need of the resident. Therefore there is still need to provide some cash to meet their health requirement for procurement of required medicine and other issues.

Recommendation: ACTED to provide 4,000, AFN for full package and 2,000, AFN for half package to meet the health need for 46-household of this caseload.

G) MARKET ASSESSMENT

The market assessment is done in market of Shughnan district, which is a really operational and functional market with having more vendors. The Vendors stated, they are transporting the goods from Takhar and Kunduz to shughnan district of Badakhshan. Nevertheless, along the roads from to Shughnan Kunduz high ways, there are the presence of AOGs, but the vendors didn’t face to any security challenges along the road till now. According to the vendors the Re-stocking of goods are taking at least 3 days’ time in the Market. All the vendors have access to the Shughnan and Zebak district center markets.
