However, concerns have been raised by stakeholders about the viability of PPP to deliver Value for Money (VfM), especially for the client. These discussions have generated debates and arguments in policy and advisory documents within the last decade mainly in the renegotiation of PPP water and transport projects and their VfM implications. Poor or non-achievement of VfM in PPP contracts renegotiation has led to this study in PPP road projects with the overall aim of integrating VfM considerations into the renegotiation process of PPP road projects. Mixed methodology research approach is used to achieve the objectives set for the study. Interviews and questionnaires of professionals involved in Design-Build-Finance-Operate (DBFO) road projects in the UK are used in the study. -

COUNCIL QUESTIONS - PUBLIC GREATER MANCHESTER SPATIAL FRAMEWORK 25 NOVEMBER 2020 Responses 1 - H LEES Question: The traffic of Heywood Old Road at the moment at peak times is dreadful. My concern is that more houses and the proposed school (Edgar Wood Academy) will increase the amount of traffic and it will become gridlocked. There is no way of widening the road - it is crazy to think that you are considering making more traffic. Also the speed that people drive on the road is an accident waiting to happen. We have already got more houses in our area on Langley Lane - we have lost so much green area. You are ruining the landscape!!!! Response: Detailed transport evidence has been carried out as part of the proposed allocation (this is known as a Locality Assessment). This looks at the site’s potential impacts on both the local and strategic road network, as well as identifying possible forms of mitigation. The proposed policy wording for the proposed allocation at Simister and Bowlee has been informed by the Locality Assessment and requires mitigation measures to be implemented to enable the proposed level of development to be accommodated. This will include junction improvements to provide additional capacity and more free flowing traffic. The proposed policy wording supporting the allocation at Simister and Bowlee states that development must be in accordance with a comprehensive masterplan that has been previously approved by the Council and must facilitate the required supporting transport services and infrastructure including traffic restrictions on Simister Lane to prevent this route from being a form of access/egress to and from the allocation. -

This report is the latest report produced by the Council to fulfil this part of the continuing commitment to the Local Air Quality Management (LAQM) process. This Report provides an annual update of recent air quality issues in Redbridge, based on the results of air quality monitoring in the Borough to the end of 2013, as well as a focus on the Council’s progress on reducing air pollution through its Air Quality Action Plan, which was adopted in March 2008. The Council’s previous Updating and Screening Assessment 2012 of air quality confirmed that there were locations across the Borough with relevant public exposure where the Government’s air quality objectives might be exceeded. Previous assessments have shown the Council’s monitoring results for carbon monoxide, benzene and sulphur dioxide indicate that the objectives for these pollutants are not being exceeded. However monitoring of nitrogen dioxide in this report confirms that the Government’s air quality objectives are still being exceeded widely at locations with relevant public exposure. -

Safe roads, reliable journeys, informed travellers M4 junctions 3 to 12 smart motorway TR010019 7.3 Engineering and design report 5(2) (q) Revision 0 March 2015 Planning Act 2008 Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009 Volume 7.0 Volume An executive agency of the Department for Transport HIGHWAYS AGENCY – M4 JUNCTIONS 3 TO 12 SMART MOTORWAY EXECUTIVE SUMMARY The Highways Agency (the "Agency") is making an application (the "Application") for development consent to improve the M4 motorway ("M4") to a smart motorway between junction 3 (Hayes) in west London and junction 12 (Theale), which is near Reading, (the "Scheme"). This Engineering and Design Report ("EDR") accompanies the Application and its purpose is to explain the design principles and design rationale for the Scheme. It describes how the design has been influenced by the technical and operational requirements of creating all-lane running and smart motorway infrastructure. It is similar to a Design and Access Statement ("DAS"), but provides additional Scheme-specific information beyond that usually provided for within a DAS. It also supports the environmental impact assessment of the Scheme. The Strategic Road Network ("SRN") in England comprises motorways and all-purpose trunk roads. The SRN is operated, maintained and improved in England by the Agency on behalf of the Secretary of State. The Agency is an executive agency of the Department for Transport (“DfT”). The M4 is the main strategic route between London and the west of England, and on to South Wales. The M4 currently suffers from heavy congestion between junctions 3 (Hayes) and 12 (Theale), which leads to unpredictable journey times. -
