Prof. Dr. Nur Bilge Criss July 2003, 222 pages With the collapse of the Soviet Union, the South Caucasus presented several opportunities and challenges in the political, economic and military domains to the US as the unique superpower of the world, and to Turkey as a regional power. Though there occurred several crises in the Turkish-American alliance from its outset, both states whose interests converged; encouraging the development of democratic pro-Western regimes and free-market economy, hindering ethnic conflicts, expanding NATO’s membership, blocking monopolization of oil export routes in the Caucasus, securing oil reserves in the Caspian, preventing the rebuilding of the Russian Empire and falling the newly independent states of the South Caucasus from falling into the hegemony of Russia and Iran, keeping Iran’s fundamentalist regime in check, and pursuing active politics in the South Caucasus as a duty for the sake of their own global and regional interests. But, there had been also differences in the allies’ politics as in the Nagorno- Karabakh conflict. However, the South Caucasian states, including Azerbaijan, Armenia and Georgia faced enormous difficulties in enhancing their national security, implementing the process of state building and improving their economic situation after the dissolution of the Soviet Union and therefore, independence for these states did not initially provide political stability. Internal conflicts, and Russia’s imperialist policies undermined these states’ efforts in order to be strong and independent states, and they could not cope with the challenges of the new geopolitical and economic environment due to the lack of their own military power, and strong economy. Thereupon, these states’ first years of independence have been fraught with economic, political, and social difficulties. But the vigorous efforts of the US and Turkey prevented the South Caucasian states from falling into Russian hegemony and accelerated state-building process of these countries as examined in this study. Türkiye-Amerika ittifakında başlangıcından itibaren bazı krizler yaşanmış olsa da, Güney Kafkasya’da demokratik batı yanlısı rejimleri ve serbest pazar ekonomisini teşvik etmek, etnik kargaşaları önlemek, NATO’nun genişleme sürecini desteklemek, Hazar bölgesindeki petrol rezervlerini korumak, petrol ihraç hatlarının tekelleştirilmesini, tekrar Rusya İmparatorluğunun ortaya çıkmasını ve Güney Kafkasya’nın yeni bağımsız olan devletlerinin Rusya ve İran’ın hegemonyasına girmesini önlemek, İran’ın aşırı tutucu rejimini kontrol altında tutmak gibi ortak paydaları olan müttefikler, bölgesel ve küresel çıkarları için aktif bir politika izlemeyi öngördüler. Fakat, Dağlık Karabağ çatışması gibi bazı konularda müttefiklerin politikalarında farklılıklar da oldu. Bununla birlikte, Sovyetler Birliğinin dağılmasının ertesinde Azerbaycan, Ermenistan ve Gürcistan’dan oluşan Güney Kafkasya ülkeleri, ulusal güvenliklerini sağlamak, ekonomilerini sağlamlaştırmak ve devlet olabilmek için gereken adımları atmada çok büyük güçlüklerle karşılaştılar ve bu yüzden, başlangıçta özgürlük bu ülkeler için siyasi istikrar sağlamadı. Etnik kargaşalar, Rusya’nın emperyalist politikaları bu ülkelerin güçlü ve özgür birer devlet olma yolundaki çabalarını baltaladı ve bu ülkeler askeri güç ve ekonomilerinin yetersizliklerinden dolayı yeni jeopolitik ve ekonomik çevrenin zorluklarıyla baş edemediler. Dolayısıyla, bu devletlerin ilk özgürlük yılları siyasi, ekonomik ve askeri zorluklarla geçti. Fakat, bu çalışmada anlatıldığı gibi Türkiye ve Amerika Birleşik Devletlerinin gayretli çabaları, Güney Kafkasya devletlerinin Rusya’nın hegemonyasına girmesini önledi ve bu ülkelerin devlet olabilme süreçlerini hızlandırdı. Sava ş boyunca tarafsızlık politikası izleyen Türkiye, bu politikayı uygularken kimi zaman İngiltere ve Fransa’ya yakın olmasına kar şın Almanya’ya kar şı da net bir tavır almaktan kaçınmı ştır. Bu yüzden dı ş politika yapıcıları Türkiye’nin bu tavrını “ aktif tarafsızlık ” olarak nitelendirmektedirler. This policy of Turkey changed according to the state of war. Following an objective policy during the war, Turkey avoided from developing a determined attitude towards Germany while it remained close to England and France. Therefore, foreign policy makers define this attitude of Turkey as active neutrality. Although England, France and Russia conducted negotiations and conferences to convince Turkey to take part in war, each time Turkey achieved to stand outside of the war.

    AMERİKAN BELGELERİNDE 27 MAYİS OLAYİ Prof. Dr. FAHİR ARMAOĞLU 27 Mayıs askeri darbesinin, Cumhuriyet tarihimizde önemli ve ilginç bir yeri vardır. Olay, 1950'de gerçek anlamı ile işlemeye başlayan genç demok- rasimizin ilk "kesintisi" olduğu kadar, Büyük Atatürk'ün, Ordu ile Politika'yı birbirinden ayırdığı 1924 sonundan beri, Türk Silahlı Kuvvetleri'nin ilk defa olarak, bir siyasal olayın aktifunsuru haline gelmesidir. Ordunun, siyasal bir süreç içinde yer alması, 1961 Ekim seçimleriyle sona ermemiş, 1980 Eylülüne kadar devam eden dönemde, "Ordu faktörü", Türk iç politikasında bazan "silik", bazan da ön plâna çıkan bir nitelikte, yaklaşık 20 yıl kadar devam et- miştir. Bu belirttiğimiz noktalar, doğrudan doğruya Türkiye'nin kendi iç geliş- meleriyle ilgilidir. Fakat, 27 Mayıs Olayı' nın bir de dış politika yanı vardır. Başka bir deyişle, 27 Mayıs olayı, Türkiye'nin dış politikasına da yansıyacak nitelikte olmuştur. Şu anlamda ki, 27 Mayıs olayı meydana geldiğinde, Türk dış politikasında en etkin ve hatta dış politikamıza yön veren tek faktör, De- mokrat Parti hükümetlerinin izlediği dış politikanın doğal sonucu olarak, Amerika Birle şik Devletleri'dir. Aşağıda göreceğimiz gibi, 1960 Nisanından itibaren Türkiye'nin içi karıştığında, Demokrat Parti iktidarı, Cumhuriyet Halk Partisi'nin etkin muhalefeti ve kamuoyunun tepkileri karşısında, Ame- rika'da bir dayanak arama yoluna gitmiştir. Bu durum, Amerika'yı, bir hayli s ıkıntılı duruma itmiş görünüyor. Zira, Amerika'nın o zamanki Ankara Bü- yükelçisinin, 28 May ıs 1960 sabahı, darbenin liderliğini üzerine almış olan Orgeneral Cemal Gürsel'e söylediği gibi, Amerika, Lâtin Amerika ülkele- rinde yıllardır, pek çok askeri darbe görmüştü. Bu ülkelerin askeri darbele- rine Amerika adeta alışmıştı. Fakat, NATO'nun bir üyesi, 1950'den beri libe- ral demokrasiyi benimsemiş ve Batı siyasal sisteminin bir parçası haline gel- mi ş olan Türkiye'de bir "askeri darbe"nin oluşumu, Amerika'yı bir hayli şa- şırtmıştır.

İkinci Dünya Savaşı sonrasında Türkiye, Sovyetler Birliği ile yürüttüğü diplomatik ilişkiler çerçevesinde dış politikasına yön vermiştir. Türkiye’nin, Amerika Birleşik Devletleri’ne yakınlaşmasında Sovyetler Birliği’nin büyük etkisi olmuştur. Boğazlar ve sınırlar konusunda tavizler koparmaya çalışan Sovyet yönetimi, Türkiye’yi doğrudan ABD’nin yanına itmiştir. Bu yöneliş, Türkiye’nin dış politikada daha özgür ve seçici davranması önünde engel teşkil etmiştir. Cumhuriyetin kuruluşundan beri devam eden batıya yakınlaşma hız kazanmış ve tek seçenek haline gelmiştir. Türk devletinin İkinci Dünya Savaşı’na kadar devam ettirmeye çalıştığı Sovyetler Birliği ile ılımlı ilişkileri sürdürme politikası da kesintiye uğramıştır. Yeni durum, dönem iktidarları için sıkıntılı olmuş ve dış tehdit barındıran bir sürecin başladığı anlamını taşımıştır. The study was based on the local tomography method using data from earthquakes that occurred in the study area provided by the Turkiye Cumhuriyeti Ministry of Interior Disaster and Emergency Management Directorate Earthquake Department Directorate of Turkey. The dataset used for tomography included the travel times of 54,713 P-waves and 38,863 S-waves from 6355 seismic events. The distributions of the resulting seismic velocities (Vp, Vs) down to a depth of 60 km demonstrate significant anomalies associated with the major geologic and tectonic features of the region. The Arabian plate was revealed as a high-velocity anomaly, and the low-velocity patterns north of the Bitlis suture are mostly associated with eastern Anatolia. The upper crust of eastern Anatolia was associated with a ~10 km thick high-velocity anomaly; the lower crust is revealed as a wedge-shaped low-velocity anomaly. With this purpose, 303 students were included from the Black Sea Region, where mainly monolingual students studied and 247 students were included from the Eastern and South-eastern Regions, where bilingual students studied. Furthermore, in order to expand the scope of the research, it was intended to find out the views of class teachers about the reading comprehension skills of bilingual students. So in the research, the mixed method and the parallel pattern converging from the patterns of the mixed method were used. The research result presented a significant difference between the reading comprehension skills of the monolingual 4th grade students from the Black Sea Region and the students from the Eastern and South- eastern Regions. This difference was in favour of the monolingual students. On the other hand, reading comprehension skills of the 4th graders in the Eastern and South- eastern Regions did not significantly differ within itself depending on bilingualism. The book festival got together the world's writers, publishers, librarians, book traders and, in general, booklovers everywhere. The year saw a great diversity of events which were held in cooperation with other countries.
