Its central figure is the theologian and print entrepreneur Mehmed Džemaludin Čaušević (1870-1938), who returned to his Austro-Hungarian-occupied home province from extended studies in the Ottoman lands at the start of this period with an ambitious agenda of communal reform. Čaušević’s project centered on tying his native land and its Muslim inhabitants to the wider “Islamic World”—a novel geo-cultural construct he portrayed as a viable model for communal modernization. Over the subsequent decade, he and his followers founded a printing press, standardized the writing of Bosnian in a modified Arabic script, organized the country’s Ulema, and linked these initiatives together in a string of successful Arabic-script, Ulema-led, and theologically modernist print publications. By 1914, Čaušević’s supporters even brought him to a position of institutional power as Bosnia-Herzegovina’s Reis-ul-Ulema (A: raʾīs al-ʿulamāʾ), the country’s highest Islamic religious authority and a figure of regional influence between two empires. -

Gelvin, Chair This dissertation traces the establishment of a binary between work and laziness from 1839 to 1920, the last century of the Ottoman Empire. Over this period, Ottoman society experienced an epochal shift in the discourses and practices of work. This study examines this shift, first, by exploring how concepts of work and productivity were moralized, socially practiced, militarized and politicized in a non-European modernity project, and second, by demonstrating how this emergent discourse, formulated as an issue of ‘national’ importance, became a constitutive element of the general nation-formation process within the last Ottoman century. I examine the configuration and development of the moralistic discourse of an ‘Islamic work ethic’ as an integral part of creating productive citizens. To do this, I consult an underutilized source, morality books, which display the connection between the mobilization for productivity, modern ii conceptualizations of body and time, and nation formation. Emphasizing the role of social practice in emergent discourses, I investigate how the bureaucratic reforms of the state in the last Ottoman century played a pivotal role in the transformation of concepts and practices of work. -

Notes Introduction 1. There is, of course, no consensus on the precise meaning of democracy, much less dem- ocratic values. 2. Also sometimes known as the Constitution of Medina. The original document has not survived, but a number of different versions can be found in early Muslim sources. 3. The word caliph is derived from the Arabic khalifa, which means both “successor” and “deputy.” 4. In Arabic, Shari’a literally means the “path leading to the watering place.” 5. The word “Shia” is derived from the Arabic Shiat Ali, meaning “party of Ali.” While “Sunni” means those who follow the Sunnah, the exemplary words and practices of the Prophet Muhammad. The names are misleading, as Ali is revered by the Sunni—albeit not to the same extent as by the Shia—and the Shia also attach great importance to the Sunnah. 6. Starting with Ali through to Muhammad al-Mahdi, who received the imamate in 874 at the age of five. Muhammad was taken into hiding to protect him from his Sunni enemies. However, in around 940 he is regarded as having left the world materially but to have retained a spiritual presence through which he guides Shia divines in their interpretations of law and doctrine. Twelvers believe that he will eventually return to the world as the Mahdi, or “Messiah,” and usher in a brief golden age before the end of time. There have also been divisions within the Shia community. In the eighth century, during a dispute over the rightful heir to the sixth imam, Jafar al-Sadiq, the Twelvers backed the candidacy of a younger son, Musa al-Kazim. -

Yusuf Diya' Al-Khalidi
An Ottoman Alexander Scholch was a leading light among the new geographic historians of Palestine and Egypt Bismarck when he died prematurely in the 1983 at the young age of 43. We are from Jerusalem: reprinting here his profile of Yusuf al Khalidi, from his path-breaking book, Yusuf Diya’ Radical Transformation of Palestine, long out of print, because it sheds significant light on the interaction al-Khalidi of biography and collective national identity at a crucial time in the (1842-1906) transformation of the Arab East. Alexander Scholch Yusuf Effendi al Khalidi (1842-1906) was a significant figure, though relatively unknown, in the early Arab Renaissance - although as we shall see he was not a precursor for the Arabization movement. He was an Ottoman patriot and an active participant in the reform of the system following Egyptian withdrawal from Syria. His rise to prominence accompanied the emergence of Yusuf al-Khalidi Diya’. Sena Hatip Dincy¸ urek€ Department of History, Bilkent University, Ankara, Turkey In the final days of November 1902, as a result of the ongoing European pressure for the implementation of reforms in Ottoman Macedonia, Sultan Abdulhamid€ II issued a decree called ‘the Ordinance on the Rumelian Provinces’ (Rumeli Vilay^ at^ ı Hakkında Talimatn^ ame^ ). This document was a milestone for the Macedonian Question and brought with it a num- ber of institutions, the most important of which was the General Inspectorate of Rumelia (Vilay^ at-^ ı Selase^ Umum^ Mufetti€ ¸sligi ). Huseyin€ Hilmi Pasha was appointed as the inspector general (mufetti€ ¸s-i umumi^ ), and all the administrative units of the Three Provinces (Vilay^ at-^ ı Selase^ ) – Salonica, Manastır (Bitola) and Kosovo – were entrusted to his supervision.1 There was indeed something peculiar in the appointment of Huseyin€ Hilmi Pasha to this post. -

Ottoman Policy during the Bulgarian Independence Crisis, 1908-9: Ottoman Empire and Bulgaria at the Outset of the Young Turk Revolution HASAN UNAL There have been some studies about the dealings of the Young Turks, while in power 1908-18, with the Europeans Great Powers, but very little has been written about their policies towards the Balkan states during the period in question. A possible explanation for this dearth of scholarly research on the Young Turks' Balkan policies is that many experts appear to think that the Balkan states, small in size and dependent on Great Power Patrons were of negligible importance in Ottoman strategic planning and, therefore, played second fiddle, at best, in the Porte's policy formulation to the Great Powers which had the determining influence on the Empire's external policies. However, archival documents suggest that the Balkan states did have an important, if not decisive, impact on the Ottoman Empire's foreign policy-making process. An attempt will be made in this essay to prove that the Balkan states were in a position to deal a serious, if not mortal, blow to the Ottoman Empire in the early twentieth century. This will be done by analysing the strategic thinking of the Ottoman military and the civilian administration, and by pointing to Ottoman concerns vis-d-vis Bulgaria during the Bulgarian independence crisis. However, before embarking upon an analysis of Ottoman policy formulation during that crisis, it is best to glance at the Empire's policies towards the Balkans during the last decades of the nineteenth and early years of the twentieth centuries.
