38 39 he new road and railway to Krasnaya Polyana, the mountain resort that will host the ski and snowboard events of the Sochi 2014 Winter Olympics, start in Adler, a beachfront town that has become a boisterous tangle of highway inter- changes and construction sites. A newly opened, glass-fronted train station—the largest in Russia—sits like a sparkling T prism between the green and brown peaks of the Caucasus Mountains and the lapping waves of the Black Sea. The state agency that oversaw the infrastructure project is Russian Railways, or RZhD. The agency’s head is Vla dimir Yakunin, a close associate of Vladimir Putin. It oversees 52,000 miles of rail track, the third-largest network in the world, and employs nearly a million people. The 31-mile Adler- to- Krasnaya Polyana project is among its most ambitious, rem- iniscent in its man-against-nature quality of the Baikal-Amur Mainline railway built by the Soviet Union in the 1970s and ’80s across the remote taiga forests of the Russian Far East. Now, as then, grandeur and showmanship are as important as the finished project. Putin sees the Sochi Games as a capstone to the economic and geopolitical revival of Russia, which he has effectively ruled for 14 years. The route connects the arenas and Olympic Village along the Black Sea with the mountains above. Andrey Dudnik, the deputy head of Sochi construction for RZhD, is proud of his company’s accomplishment, given the region’s difficult terrain and the rushed time frame for finishing construction.

  • Sanctions and Russia Order in Ukraine, by Resuming Fighting and Taking Over New Towns and Villages, and Russia the West Will Have to Scale-Up Sanctions Significantly
Sanctions have so far been the most effective instrument of Western influ- ence on Russia’s policy towards Ukraine, stopping the Kremlin from making a greater military incursion in the country. Restrictions were imposed against more than one hundred members of the Russian political and business elite, as sanctions well as dozens of Russian enterprises and banks. The annexation of Crimea and war in eastern Ukraine transformed assumptions about Russia, from a strategic partner, especially in energy, into a strategic challenge, mainly for regional secu- rity. Should Russia persist in challenging the principles of European cooperative sanctions And Russia order in Ukraine, by resuming fighting and taking over new towns and villages, And Russia the West will have to scale-up sanctions significantly. At the same time, the West should elaborate precise benchmarks against which to measure any potential Russian cooperative behaviour in Ukraine, before deciding to suspend or cancel sanctions. • Gazprom's Investment Program Can Best Be Understood As a Way to Employ the Company's Entrenched Contractors at the Expense of Shareholders
Received by NSD/FARA Registration Unit 06/24/2021 6:14:07 PM INVESTMENT RESEARCH ^ SBERBANK CIB RUSSIA | OIL AND GAS MAY 2018 Russian Oil and Gas Tickling Giants ■ Lukoil has finally outlined its capital allocation policy simply and clearly. The company will share the majority of its free cash flows with shareholders, either through dividends or buybacks. It will reinvest 80% of its capex in the Russian business, where it enjoys greater competencies. We believe that if the management follows through on its promises, the market will have no cause to demand the current double-digit free cash flow yield from the shares. We reiterate our BUY recommendation. Our $85 target price implies a circa 9.5% free cash flow yield at $65/bbl oil. Lukoil shares present an especially good bargain whenever the market offers them at or below the oil price. ■ Gazprom's investment program can best be understood as a way to employ the company's entrenched contractors at the expense of shareholders. The three major projects that will eat up half of the capex in the next five years - Power of Siberia, Nord Stream-2 and Turkish Stream - are deeply value-destructive. Moreover, we expect them to be followed by a large-scale revamp of the company's trunk pipeline infrastructure, which is aging fast. Such a project could keep capex elevated indefinitely. We retain our opportunistic BUY recommendation on the hope that a political reshuffle could bring about a reform effort, though we concede the chances are slim. ■ Rosneft has announced it will aim to lower capex and reduce net debt by $8 bln this year, or about 10%.
