Artak Zeynalyan and Siranush Sahakyan, who represent the captives at the European Court of Human Rights (ECHR), said that they had filed a case there calling for Azerbaijan to be held accountable. The Armenian soldiers were taken as prisoners last year during the six-week war over the disputed Nagorno-Karabakh region, a landlocked majority-Armenian territory inside Azerbaijan. The bitter conflict saw accusations of war crimes, such as the beheading of civilians by Azeri troops. Amnesty International condemned the use of banned cluster bombs used on civilian targets, including in the regional capital Stepanakert. A Russian-brokered peace deal led to anger in Armenia and mass protests demanding the resignation of Prime Minister Nikol Pashinyan, who they felt ceded too much Armenian territory. He stood down last month and called snap elections which analysts expect him to win, but with a reduced majority, possibly requiring a coalition to form a cabinet. “During the Second Artsakh War, which was started on September 27, 2020, as well as after the signing of the tripartite agreement on November 9, 2020, Armenian civilians and servicemen continued to be taken prisoner by Azerbaijan,” a statement from the lawyers said. “Nineteen of those prisoners of war, who have appeared in captivity, have been tortured and killed by the Azerbaijani servicemen, which is a war crime.” Meanwhile two Syrian nationals, Muhrab al-Shkheri and Yusef al-Haji, have been sentenced to life imprisonment in Armenia on international terrorism charges for their role in the conflict. The mercenaries were part of a number from the Free Syrian Army that were shipped in by Turkey to fight alongside Azeri troops. They were accused of actions aimed at killing or seriously injuring civilians who were not involved in the hostilities. Ankara recruited the jihadists from the battlefield of Syria, where they had been fighting alongside Turkish troops in the illegal invasion and occupation of Afrin, part of the Kurdish enclave known as Rojava. Turkey has been accused of deploying jihadists in a number of arenas including Libya, where the militia helped swing its civil war in favour of the Government of National Accord. The government of Azerbaijan was contacted for comment. [back to contents] CENTRAL AFRICA Central African Republic Official Website of the International Criminal Court ICC Public Documents - Cases: Central African Republic CAR To Form Commission Of Inquiry To Probe War Crimes – (UN Spokesman) By Faizan Hashmi May 5, 2021 Central African Republic (CAR) will set up a Special Commission of Inquiry to probe serious human rights crimes allegedly committed by national security forces during the operations against the country's largest armed group, UN spokesperson Stephane Dujarric said in a press briefing on Wednesday. "The minister of justice and human rights in the country had issued an order establishing a Special Commission of Inquiry to investigate serious crimes, violations of human rights and international humanitarian law, allegedly committed by national security forces and their allies," Dujarric said. "They will investigate alleged violations that occurred during the operations against the CPC [ Coalition of Patriots for Change] armed group that took place between December of last year and the end of April of this year. Dujarric said the order to form such a commission was issued following the UN mission's (MINUSCA) submission to the country's authorities of a list of human rights violations allegedly committed by the national forces and its allies. The conflict between the CAR's government and the forces backing former President Francois Bozize, including the CPC, erupted after the December 27 presidential elections that allowed

    Negative trends associated with the media sphere in previous years persist, such as the media’s low level of professionalism, poor protection and conditions for journalists, a weak and oversaturated media market, an unsustainable public media service, a fragmented media scene, and political influence. BOSNIA & HERZEGOVINA 16 EUROPE & EURASIA MEDIA SUSTAINABILITY INDEX 2014 introduction OVERALL SCORE: 2.04 BOSNIA & HERZEGOVINA Bosnia and Herzegovina (B&H) did not show signs of political or economic stabilization in 2013. The governing political parties avoided focusing on substantive reforms and implementing international standards. In April, Ba new political party launched—the Democratic Front, led by Željko Komšić, the Croat member of the B&H tripartite presidency. In the same month, the president of the Federation of B&H, Živko Budimir, was arrested on the accusation of taking bribes to approve amnesties but was released in May due to lack of evidence. In June 2013, public protests in front of Sarajevo’s parliament building and in other cities in B&H highlighted the lack of regulation of citizen IDs for newborns. The citizen initiative across B&H, although holding a promise of revolutionary change, ended as an unsuccessful bid to change politicians’ corruption, inequality, and incompetence. Finally, at the beginning of November, the B&H House of Peoples, in an emergency session and without debate, adopted the proposed amendments and changes to the law on ID numbers. The fact that the protests were organized through online platforms and social media illustrated new media’s growing influence in socially mobilizing the country. However, Serb and Croat parliamentarians framed the protests as an ethnically driven threat to their security and refused to attend parliamentary sessions for several weeks.

    BOKO HARAM NOTE n° 246 - Fondation Jean-Jaurès - 10 février 2015 REGIONAL ISSUES AROUND THE UPRISING Marc-Antoine Pérouse de Montclos* *Associate Fellow, Africa hile the African Union plans to mobilise more than 8,000 men from Nigeria, Programme, Chatham Chad, Cameroon and Benin to fight Boko Haram, the following analysis House, London W focuses on the regional issues surrounding the crisis. The aim is not to concentrate on the origins or the social dimension of the sect; these have already been dealt with in field studies and secondary sources1. In a first part, the analysis shows that Boko Haram has been present in Niger, Chad and Cameroon ever since its birth in Maiduguri, in the Borno region, around 2002. Regarding territory, it also shows that we are not looking at an expansion of its area of control, but of its field of military actions since the armies of countries neighbouring Nigeria got involved in operations to erase the sect. In fact, the growing involvement of Niger, Chad and Cameroon in the fight against Jihadist terrorism has broken the mutual non-aggression pact that was in place. In an audio report dated the 6th of June 2014, Boko Haram threatened President Idriss Déby with reprisals if he was to join forces with Nigeria in their attacks on the sect. In addition to this, in an interview filmed and broadcast on the 28th of January 2015, a spokesman for the rebels stated that the group would stop attacking Niger and Chad if they stopped their offensive against the group. It appears that the international reaction to the threat of terrorism from Boko Haram could be a contributing factor in the future international expansion of a sect whose ire, until now, had been contained to Nigeria: they had not established links with a wider diaspora or coordinated efforts with other jihadist groups in the Sahel.
