We are pleased to host the 3rd Summer School of the AACC in Turkey. We believe that the presentations of the participants throughout the Summer School reflect legal experiences and practices of the AACC members and make significant contribution to the field of comparative constitutional justice. Summer School Programs of the AACC gather the participants in a sincere atmosphere to share their knowledge and experiences that would contribute to the development of the constitutional justice and the rule of law in the Asian continent. This event also serves for the enhancing the relationship and strengthening the cooperation among our institutions. I would like to express my contentment in presenting this publication, which collects the papers and presentations of the participants to the Summer School program for the benefit and use of all the members of the AACC. Taking this opportunity, on behalf the Turkish Constitutional Court and on my own behalf, I would like to extend my sincere thanks to all jurists and legal experts who contributed to this publication. I hope this book will serve as a useful resource for all.
