Together, we can help you deliver a sustainable and resilient local government solution in this area that delivers priority services and empowers communities. In line with your invitation, and statutory guidance, we are submitting a Type C proposal for the Bay area which comprises the geographies of Barrow, Lancaster Cllr Ann Thomson Sam Plum and South Lakeland councils and the respective areas of the county councils of Leader of the Council Chief Executive Cumbria and Lancashire. This is a credible geography, home to nearly 320,000 Barrow Borough Council Barrow Borough Council people, most of whom live and work in the area we represent. Having taken into account the impact of our proposal on other local boundaries and geographies, we believe creating The Bay Council makes a unitary local settlement for the remainder of Cumbria more viable and supports consideration of future options in Lancashire. Partners, particularly the health service would welcome alignment with their footprint and even stronger partnership working. The site is located on the northbound side of the A591 at Prizet Roadside Services located to the south of Kendal. The site is located in open countryside. 3. The application has been referred to committee as the application has been ‘called in’ by Councillor Cornah. RECOMMENDATION 4. The recommendation is to refuse the application for the reasons set out at the foot of the report. DESCRIPTION AND PROPOSAL Site description 5. The application site relates to the northbound section of Prizet Roadside Services, which sits approximately 3.5km south of Kendal on the A591 and 6.5 miles north-west of Junction 36 of the M6 motorway. The roadside services currently include a garage with a canopy, an existing workshop to the rear and a Travelodge located to the south. The site is surrounded by open countryside to the north, west and south with the A591 forming the eastern boundary. 6. On the opposite side of the road the southbound services consist of a garage with a canopy, three office units and a retail unit.
