2037 Foreword 1.1 Consultation about a Neighbourhood Plan for Sturton Ward was first undertaken in May 2013 by Rural Community Action Nottinghamshire (RCAN). Feedback at the time was unequivocal: Ward residents felt development was necessary to meet local housing need and supported small-scale commercial development to bolster the local economy. Maximising the tourism potential of Roman sites in the Ward was also strongly supported. 1.2 A Neighbourhood Plan was subsequently prepared for Sturton Ward. This Plan was consulted upon widely with residents and businesses within the Ward, as well as with key agencies that operated within it. The first Sturton Ward Neighbourhood Plan was finalised and approved by referendum in February 2016. 1.3 This version of the Plan did not contain any site allocations. Site allocations can be used for a range of purposes including directing where local communities believe future development should be focused and prioritised. 1.4 Since 2016, UK Government housing targets have grown significantly. These targets have been passed down to Local Authorities to deliver. Without site allocations, as a local community, we have had – and will have – relatively little say over where new houses are built. 1.5 By 2037, Sturton Ward is expected to deliver up to 20% growth (on baseline figures from August 2018). This is an approximate figure for housing growth which was part of Bassetlaw District Council’s Draft Local Plan, published in January 2020. 1.6 We do not believe that 20% is achievable in every parish based on land availability and suitability, and are proposing growth in the three main settlements that reflects identified constraints due to flood risk, heritage and landscape. 1.7 Elsewhere, there have been significant changes in UK energy policy resulting in the closure of the coal-fired power station at Cottam in September 2019. It is highly likely that the coal-fired power station at West Burton will close in 2021 and that both sites will be redeveloped by 2030. This will have a significant impact on the Ward with a large rural settlement of 1,600 dwellings currently planned for Cottam (450 of which would be built by 2037). 1.8 Given all these changes, it was felt timely to take more control over where future growth within Sturton Ward takes place, by updating the Neighbourhood Plan to include site allocations. 1.9 The Sturton Ward Neighbourhood Plan Review (SWNPR) identifies sites for housing but also updates other policies including landscape policies to provide more policy protection for parts of the Ward most valued by the local community. 1.10 A team of c.20 residents has worked together for over two years to update this Plan. Their contribution towards the future protection of the Ward has been significant and I would like to thank them all for their time, dedication and hard work. We commend this Plan Review to you. Welcome to the Spring edition of Stepout. A subject that keeps cropping up at meetings is the question of what the Ramblers does for us. It’s a bit like the Life of Brian sketch ‘what did the Romans do for us?’ In this edition I will attempt to give an answer to that question. I know that many of us do realise the importance of the Ramblers so I apologise to those in advance. Sadly last year our past Chairman, Graham Rothery passed away. He became Area Countryside Secretary in January 2007 but later in 2008 he became Area Chairman, a position he held until November 2011. He was the MD of Pace Print, who produce Stepout for us. Walking was a great part of his life and in addition to his involvement with the Ramblers he was Chairman of the Heart of England Way Association.

Any additional investment will need to be targeted with gullies in areas prone to flooding having an increased cleaning frequency and other gullies being emptied once a year. The identification of the areas requiring more regular cleaning will be done in partnership with other drainage agencies such as the Environment Agency. Many reports of blocked gullies are due to other problems in the drainage system, and it is important that we address the wider issue including maintenance, breakages and improvements.

These are areas that share similar landscape characteristics, and which follow natural lines in the landscape rather than administrative boundaries, making them a good decision-making framework for the natural environment.
