IN the first part of this paper we observed that the two counties, as they are now combined by the Registrar General, to form what is termed the " North Western division" of England and Wales, have an area of 1,874,000 acres. This is about 2928 square miles. And as England and Wales contain about 57,800 square miles, our own district comprises about |j| one-twentieth part of that area. The population of the N.W. division, we <,' also observed, was in 1851 about two millions and a half; and that of J | England and Wales having been, at the same date, very nearly eighteen V; millions, it follows that upon one-twentieth of the area, we had then about *Kli * one-seventh of the population of this, the most densely peopled part of the United Kingdom. The proportion is probably now different.     Lancashire Behaviour Support Tool Introduction Lancashire is committed to achieving excellent outcomes for its children and young people. Our aim for all our young people is for them to have the best possible start in life so that all have the opportunity to fulfill their learning potential. Schools and other settings should be safe and orderly places where all children and young people can learn and develop. The consequences of behaviour which challenges others can, if not addressed effectively, impact negatively on individual pupils and groups of pupils. The need for the Local Authority, schools and other partners to work together to address behavioural issues is essential if we are to promote high standards of achievement and attainment for all. The purpose of the Behaviour Support tool is to produce accessible, and accurate information for schools and settings in one place, on sources of training, support and advice led by Lancashire services and clear pathways in relation to meeting pupil's social, emotional and behavioural needs. Aims 1. To develop safe, calm and ordered school environments within which pupils are able to learn and develop and thrive. 2. To develop skills for emotional literacy, positive social relationships and emotional health and well-being among pupils to take into their adult lives beyond school. 3. To Improve capacity within our schools and other settings to include all our pupils including those children and young people who, at times, may present very challenging behaviour, as a result of a variety of factors originating both within the child or young person or resulting from their social environment.

We are proud of Ormskirk’s unique historic character, long established Town Centre Strategy and Action Plan alongside West Lancashire Borough Council. market and of the increasingly successful Edge Hill University. Ormskirk has continued to remain vibrant despite the economic downturn demonstrating the strength and importance of the town centre to the local area and beyond. Through the development and implementation of this strategy, I hope that Ormskirk town centre will continue to thrive, serving both the people of West Lancashire as well as visitors to the town. This strategy seeks to build upon some of the good work which has been done previously, whilst adding fresh impetus and vigour as we look to the future. We all know that town centres are changing and now is the time to act to ensure that the town changes with the times. It is my hope that this strategy can help Ormskirk adapt to meet the requirements of these changing times. Although Ormskirk is doing well, through the implementation of actions contained within this strategy and with the support of the public and stakeholders, the town centre will go from strength to strength attracting new businesses and both local residents and visitors from further afield.
