Tiivistelmä – Referat – Abstract Tutkielma keskittyy metaforien käyttöön Ison-Britannian parlamentissa maan EU-jäsenyydestä järjestetyn kansanäänestyksen kampanjoinnin aikana keväällä 2016. Tarkempana tutkimuskohteena on kampanjan molempien osapuolten, sekä EU-jäsenyyttä tukevan että eroa puoltavan, metaforinen kielenkäyttö. Sitä tarkastelemalla tutkimus pyrkii esittämään kampanjaryhmien mahdollisesti käyttämiä narratiiveja, jotka tukevat näiden ryhmien näkemyksiä Euroopan unionista sekä Ison-Britannian mahdollisesta erosta. Tavoitteena on myös pohtia yleisemmällä tasolla tämän tapauskohtaisen esimerkin kautta, kuinka vastakkaisia tavoitteita ajavat kampanjaryhmät hyödyntävät metaforia diskurssissaan. Tutkimus pohjaa Lakoffin ja Johnsonin vuonna 1980 esittelemään kognitiivisen metaforan määritelmään, jonka mukaan metaforat ovat paitsi lingvistinen myös kognitiivinen ilmiö, ja metaforat toimivat osana ihmisen ajattelua auttaen ympäröivän maailman käsitteellistämisessä. Kognitiivisiin metaforiin sisältyvät niin yksinkertaiset kuin kompleksisemmat metaforat, joista jälkimmäisiä käytetään usein tiedostetusti korostamaan tai sävyttämään puheenaiheita. Tämä tutkimus keskittyy etenkin kompleksisiin metaforiin, joita hyödynnetään usein tietoisesti, kun halutaan vaikuttaa viestin vastaanottajiin. Tutkimus perustuu myös aiempaan poliittisen diskurssin tutkimukseen sekä yksittäisten poliitikkojen että laajempien ryhmien kielen metaforisuudesta. Tutkimuksen aineisto koostuu Ison-Britannian parlamentin ylä- ja alahuoneiden debateista kerätyistä puheenvuoroista, jotka on jaettu neljään osaan kampanjaryhmän ja huoneen mukaan. Metaforien erottelussa hyödynnettiin Pragglejaz-ryhmän metaforien tunnistusmetodia (Metaphor Identification Procedure t. MIP), joka pohjaa metaforisten sanojen monimerkityksellisyyteen ja nojaa sanakirjojen käyttöön mahdollisten metaforien manuaalisessa tunnistuksessa. Löydetyt metaforat luokiteltiin sanojen pohjamerkitysten avulla ryhmiin, joista yleisimmiksi nousivat matkustus-, rakennus-, terveys-, voima-, sota- ja ihmismetaforaryhmät. Nämä ryhmät esiintyivät suhteellisen usein kaikissa neljässä aineiston osiossa, ja käyttöeroista ilmeisimmät näkyivät sekä harvinaisempien termien jakaumissa että metaforaryhmäkohtaisissa käyttötyyleissä tiettyjen aiheiden yhteydessä. Esimerkiksi terveysmetaforien käyttötapa riippui siitä, hyödynnettiinkö Euroopasta puhuttaessa positiivisia vai negatiivisia termejä. Pienempiä metaforaryhmiä esiintyi aineistossa lukuisia, mikä yleisesti viittaa tekstin metaforarikkauteen. Näistä ryhmistä merkittävimmäksi nousi ihmissuhdemetaforien ryhmä, jota käytettiin laajemmin vain ylähuoneen EU-jäsenyyttä tukevalla puolella, missä se oli yksi suurimmista ryhmistä. Ns. laajennetut (engl. extended) tai muut kerrostetut kompleksit metaforat olivat aineistossa harvinaisia, mutta erityisesti yksi ylähuoneen puheenvuoro herätti huomiota rakentumalla kokonaan metaforarungon varaan. Vaikka aineiston osioiden välillä esiintyi eroavaisuuksia metaforien käytössä, tutkimuksen tuloksista voidaan päätellä, ettei kumpikaan kampanjan osapuolista käyttänyt metaforien luomaa narratiivia osana diskurssiaan – metaforia käytettiin yleisesti paljon, mutta puhujat eivät toistaneet toistensa käyttämiä kielikuvia. Tämä johti siihen, että vaikka metaforien käytössä näkyi yleisiä suuntauksia (esim. taipumusta käyttää laajaa valikoimaa erilaisia sairauksiin ym. liittyviä termejä negatiivisen mielipiteen tukemiseen), valtaosa metaforakäytöstä koostui yksittäisistä maininnoista. Suurempia eroja aineistossa esiintyi kampanjaryhmien sijaan ylä- ja alahuoneen välillä. Jatkotutkimus olisi tarpeellista, jotta metaforapohjaisista narratiiveista poliittisessa kampanjoinnissa saataisiin kattavampi kuva. Based on an analysis of UKIP’s election campaigns, policies and performance, the article examines the roots of UKIP and its, potential, consequences for the British political system. The article argues that UKIP provides an example of Euroskepticism as the “politics of oppo- sition.” The party remains at the fringes of the political system and its leadership is prepared to use misrepresentation and populist rhetoric in an attempt to secure sup- port.

    Brexit: initial reflections ANAND MENON AND JOHN-PAUL SALTER* At around four-thirty on the morning of 24 June 2016, the media began to announce that the British people had voted to leave the European Union. As the final results came in, it emerged that the pro-Brexit campaign had garnered 51.9 per cent of the votes cast and prevailed by a margin of 1,269,501 votes. For the first time in its history, a member state had voted to quit the EU. The outcome of the referendum reflected the confluence of several long- term and more contingent factors. In part, it represented the culmination of a longstanding tension in British politics between, on the one hand, London’s relative effectiveness in shaping European integration to match its own prefer- ences and, on the other, political diffidence when it came to trumpeting such success. This paradox, in turn, resulted from longstanding intraparty divisions over Britain’s relationship with the EU, which have hamstrung such attempts as there have been to make a positive case for British EU membership. The media found it more worthwhile to pour a stream of anti-EU invective into the resulting vacuum rather than critically engage with the issue, let alone highlight the benefits of membership. Consequently, public opinion remained lukewarm at best, treated to a diet of more or less combative and Eurosceptic political rhetoric, much of which disguised a far different reality. The result was also a consequence of the referendum campaign itself. The strategy pursued by Prime Minister David Cameron—of adopting a critical stance towards the EU, promising a referendum, and ultimately campaigning for continued membership—failed.

First, it documents the dramatic rise in membership of the Scottish National Party (SNP) and Scottish Green Party (SGP) following the 2014 referendum on Scottish independence. The pace and scale of these developments is exceptional in the context of international trends in party membership. Secondly, the paper examines possible explanations for these events, including the movement dynamics of pre and post referendum politics. In doing so, the paper outlines the objectives of a new ESRC- funded study of the SNP and Scottish Greens, exploring the changing nature of membership in these parties following the referendum.1 A key part of the study will be a survey of SNP and SGP members in the spring of 2016 and we are keen to hear views of academic colleagues on questionnaire design, especially those working on studies of other parties’ members. Large turnout variations in a short period of time are therefore usually attributed to negligible contextual factors. This work establishes that such variations are more frequent than commonly thought and creates a novel theoretical framework and methodological approach for systematically studying rapid changes in voter turnout across Western Europe and Latin America. I attribute dramatic changes in voters’ participation, labeled electoral revolutions, to transformations in the party system competition and institutional credibility happening inside the national political context.

    Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party.     8 Philip Lynch The Conservatives and Europe, 1997–2001 The Conservatives and Europe, 1997–2001 Philip Lynch As Conservatives reflected on the 1997 general election, they could agree that the issue of Britain’s relationship with the European Union (EU) was a significant factor in their defeat. But they disagreed over how and why ‘Europe’ had contributed to the party’s demise. Euro-sceptics blamed John Major’s European policy. For Euro-sceptics, Major had accepted develop- ments in the European Union that ran counter to the Thatcherite defence of the nation state and promotion of the free market by signing the Maastricht Treaty. This opened a schism in the Conservative Party that Major exacer- bated by paying insufficient attention to the growth of Euro-sceptic sentiment. Membership of the Exchange Rate Mechanism (ERM) prolonged recession and undermined the party’s reputation for economic competence. Finally, Euro-sceptics argued that Major’s unwillingness to rule out British entry into the single currency for at least the next Parliament left the party unable to capitalise on the Euro-scepticism that prevailed in the electorate. Pro-Europeans and Major loyalists saw things differently. They believed that Major had acted in the national interest at Maastricht by signing a Treaty that allowed Britain to influence the development of Economic and Monetary Union (EMU) without being bound to join it. Pro-Europeans noted that Thatcher had agreed to an equivalent, if not greater, loss of sovereignty by signing the Single European Act. They believed that much of the party could and should have united around Major’s ‘wait and see’ policy on EMU entry.

However, the main British party conferences present a different context, where one party’s activities form the (almost exclusive) focus of the news media's attention for a week, and that party’s leadership ‘negotiates* coverage in a direct one-to-one relationship. Conference weeks are the key points in the organizational year for each party (irrespective of their internal arrangements), and a critical period for communicating information about the party to voters at large, especially via television news coverage, which forms the focus of this study.

    OUP CORRECTED PROOF – FINAL, 19/11/19, SPi 5 EU Accession Immigration and the Rise of UKIP Britain’s relationship with the EU was at the root of two shocks that shaped the 2010, 2015, and 2017 British elections. The Brexit vote itself was the major shock in 2017, which we address in Chapter 9. This chapter examines the earlier shock of EU immigration, which rose dramatically following the accession of ten new EU member states in 2004. This shock had three key outcomes: first, the EU and immigration became inexorably linked as political issues; second, this fusion of these two issues led to the rise of UKIP by increasing the salience of immigration and destroying the perceived competence of first Labour, and then the Conservatives, on that issue; and third, the Conservative response to the UKIP threat led to the calling of the EU referendum. The rise of UKIP is one of the most significant shifts in party support in Britain’s recent history. UKIP was founded in 1991 (as the Anti-Federalist League), but was initially eclipsed by its better-resourced Eurosceptic rival the Referendum Party. Following the collapse of the Referendum Party, UKIP’s fortunes slowly began to turn. In the 1999 European Parliament Elections (the first held using a system of proportional representation), UKIP won 6.5 per cent of the vote and three MEPs (including Nigel Farage), giving them an important bridgehead into the political arena.     MARMARA JOURNAL OF EUROPEAN STUDIES Volume 26 No: 1 2018 1 INTRODUCTION BREXIT: WE’LL CROSS THAT BRIDGE WHEN WE COME TO IT Rana İZCİ CONNELLY James CONNELLY BBC Radio 4 recently broadcast a three-part series called ‘Brexit: A Guide for the perplexed’. The result of the Referendum was indeed perplexing. Many Leave supporters could not believe what had happened: both sides had expected Remain to win, and many voters did not go to the polls, because they thought that a victory for Remain was assured. When the dust settled, explanations of why and how it happened followed each other with bewildering and overlapping speed. It was, however, not only the British public and politicians who seemed to have been caught off guard by the result. The entire world seemed to be puzzled. From ‘Brexiteers’ to ‘backstop’ plans, various new words and phrases have been coined to help in understanding the situation, the attitude of different parties, and the technicalities of the official negotiation process. What is more perplexing however, with less than a year before the United Kingdom (UK) officially leaves the European Union, is the uncertainty and confusion that reign in parliamentary discussions and everyday politics about the withdrawal negotiations and the route for the UK outside the EU. This situation especially baffles some zealous Brexiteers who somehow thought that the UK and EU would and could immediately sever all their ties the morning after the result was announced, as though it were a matter of saying goodbye to a brief encounter rather than divorcing a spouse of some forty-three years.
