452/07 Angus Council Report No 452/07 ANGUS COUNCIL DEVELOPMENT CONTROL COMMITTEE 31 MAY 2007 DELEGATED APPROVALS REPORT BY THE DIRECTOR OF INFRASTRUCTURE SERVICES Abstract: This report recommends that the Committee notes the applications detailed in Appendix 1 of the report granted by the Head of Planning and Transport in accordance with the Scheme of Delegation detailed in Standing Orders. 1 RECOMMENDATION 1.1 The Committee is asked to note the applications, detailed in the Appendix, granted approval under delegated powers. 2 INTRODUCTION 2.1 In terms of the Scheme of Delegation to officers, the Head of Planning and Transport is authorised to approve planning applications in accordance with the Development Plan, the Local Plans or established policies and where there are no objections, except those which raise a general issue affecting a large area, or are of major land or economic development significance. 3 APPROVALS 3.1 Attached as an Appendix is a list of 164 applications granted under delegated authority during the period 11 April 2007 to 23 May 2007. 4 FINANCIAL IMPLICATIONS 4.1 There are no financial implications. 5 HUMAN RIGHTS IMPLICATIONS 5.1 There are no Human Rights issues arising directly as a result of this report. NOTE No background papers, as defined by Section 50D of the Local Government (Scotland) Act 1973, (other than any containing confidential or exempt information) were relied on to any material extent in preparing the above Report. Lowson Director of Infrastructure Services Uniform\DCDELGAT Report No 452/07 ANGUS COUNCIL DEVELOPMENT CONTROL COMMITTEE LIST ‘A’ - DELEGATED APPROVALS Application No. Promoter Location 06/00410/FUL Strathearn Homes Ltd Conversion of Building to Form 20 Flatted Dwellings and Associated Parking at:- Arbroath Herald Building Burnside Drive Arbroath Angus DD11 1NN Conditions 1 That the development hereby permitted shall be begun before the expiration of five years from the date of this permission. 2 That no alterations or amendments be made to the details contained in the approved and docqueted plans unless so indicated by conditions attached to this consent or agreed in writing with the Planning Authority. 3 That a Sustainable Urban Drainage System (SUDS) shall be employed at the site for the treatment and attenuation of surface water flows in accordance with full details which shall be submitted to and approved in writing by the Director of Planning and Transport prior to the commencement of development. 4 That the existing boundary wall(s) be retained. 5 That the roof(s) be finished with natural slate. 6 That notwithstanding the docquetted plans, precise details and positioning of the Velux roof window(s) on the south-west and north-east elevations be submitted to and approved by the Planning Authority, prior to installation. 7 That notwithstanding the docquetted plans, precise details of all proposed window types and configuration to match the existing shall be provided for the written approval of the Planning Authority. 8 Prior to the commencement of development, the developer shall submit a specification for additional ventilation, suitably acoustically attenuated or located, and capable of providing a minimum 0.5 air changes per hour in any living room or bedroom with a window facing Burnside Drive and Millgate Loan, for the approval of the Planning Authority. 9 That notwithstanding the docquetted plans, the windows on the north-east and north-west elevations facing onto Millgate and Burnside Drive be vertically sliding sash windows, incorporating an inward opening mechanism for cleaning and escape purposes, full details of which shall be agreed in writing with the Planning Authority. Uniform\DCDELGAT Report No 452/07 10 That prior to the commencement of development precise details of the following shall be submitted for the further written approval of the Planning Authority. 1. Full details of the proposed means of roof ventilation indicating the location numbers and design of ventilators. 2. Full details of any flues and extractors that would be required including numbers location and design. 3. The precise details and location of any soil pipes and external plumbing works required including rainwater goods. 4. The precise details and the location of connections to telecommunications networks including any proposed television aerials. 5. The development shall be carried out in complete accordance with the approved details. 11 That stone from the proposed downtakings at the rear of the building be utilised for rebuilding and repair works, using a traditional lime based mortar all to the satisfaction of the Planning Authority. 12 That notwithstanding the docquetted plans, the proposed alterations to the 3 no. existing openings at ground floor (Flat D) at the corner of Burnside Drive and Millgate are not approved and shall be agreed in writing with the Planning Authority, prior to completion of the development. 13 Prior to the occupation of the residential premises, the approved glazing and ventilation systems shall be installed. 14 That no development shall take place within the application site until the applicant has carried out a photographic survey of the interior and exterior of the building and supplied a copy to the Planning Authority. 15 That information in respect of any contaminated land within and outwith the existing buildings and any asbestos material on site, be provided in the form of a report and submitted to and approved by the Planning Authority, prior to the commencement of any development on site. 06/00854/FUL Direct Homes Ltd Erection of 12 Dwellinghouses at:- Land at Newhame Road North Esk Road Montrose Angus Conditions 1 That the development hereby permitted shall be begun before the expiration of five years from the date of this permission. 2 That no alterations or amendments be made to the details contained in the approved and docqueted plans unless so indicated by conditions attached to this consent or agreed in writing with the Planning Authority. 3 That the proposed ground levels and finished floor levels of the dwellighouses are hereby not approved. Revised details of existing and proposed ground levels including finished floor levels of the houses in relation to a fixed ordnance datum shall be submitted to and approved in writing prior to the commencement of development on site and implemented thereafter in accordance with approved details. Uniform\DCDELGAT Report No 452/07 4 That detailed plans shall be submitted to and approved in writing by the Planning Authority showing visibility splays of 4.5 metres x 70 metres in each direction at the junction of the proposed access with the North Esk Road (A92) prior to commencement of development on site. The submitted plans shall provide that the area of land encompassed by the visibility spays does not form part of any building plot. Thereafter the visibility splays shall be formed in accordance with approved details prior to occupation of any of the dwellinghouses hereby approved and maintained thereafter. 5 That no structure, wall, etc. or planting in excess of 1050 mm in height be introduced into the sightline areas. 6 That detailed plans shall be submitted to and approved in writing by the Planning Authority showing an area of land at the corner of Newhame Road and North Esk Road set aside to provide for future improvement to the public road. The submitted plans shall provide for the realignment of the existing boundary wall so that the area of land required does not form part of any building plot. 7 That all garages be set back a minimum of 8 metres from the nearside edge of the carriageway of the adjacent road. 8 That, prior to the commencement of development any signage or other items of street furniture which requires to be relocated shall also be so relocated to amended positions agreed in writing by the Planning Authority prior to commencement of development. All such works shall thereafter be carried out at the applicant’s expense in accordance with agreed details prior to occupation of any of the dwellinghouses hereby approved. 9 That all matters relating to access, road layout design and specification including the provision of street lighting and surface water drainage be in accordance with the standards required by the Head of Roads, to the satisfaction of Planning Authority. 10 That the existing walls along the frontages of the site to North Esk Road and Newhame Road shall be retained. Detailed plans showing the boundary walling extended to form a continuous wall from the North Esk Road frontage around the south boundary of plot 3 and the north boundary of plot 4 either side of the access to North Esk Road shall be submitted to and approved in writing by the Planning Authority prior to commencement of development. The walls shall be fully completed in accordance with agreed plans prior to occupation of any of the houses hereby approved. 11 That the roof and external wall finishes be agreed in consultation with and be to the satisfaction of the Planning Authority prior to commencement of work. 12 That provision be made within the site for the parking of two private cars per dwelling. 13 That precise details of the style of window to be utilised be submitted to and approved by the Planning Authority prior to installation. 14 That no development takes place until there has been submitted to and approved by the Planning Authority, a scheme of landscaping. 15 That all planting comprised in the approved details of landscaping be carried out in the first planting season following the completion of the development or at earlier stages and any plants or trees which within a period of five years from the commencement of the use die; are removed or become seriously damaged or diseased, shall be replaced in the next planting season with others of a similar size and species.

BUILDING WARRANTS The Committee noted that during the period 15 May - 2 June 2006, a total of one Staged Warrant, one Demolition Warrant, six Amendments to Warrants and 78 Building Warrants had been approved with an estimated cost of £8,572,402. PLANNING APPLICATIONS 4. DELEGATED APPROVALS There was submitted Report No 794/06 by the Director of Planning and Transport detailing the applications granted by him in accordance with the Scheme of Delegation appended to Standing Orders. The Committee agreed to note the 86 applications detailed in the Appendix to the Report granted under delegated powers during the period 17 May - 7 June 2006. 5. LAND AT COLLISTON INN, ARBROATH There was submitted Report No 795/06 by the Director of Planning and Transport detailing application No 06/00359/FUL by G & W Scott for the erection of four holiday lodges at Colliston Inn, by Arbroath.

Pre-basic seed crops are eligible for inspection if they are planted with potatoes that were classified or had an inspection report issued the previous year as Pre-basic 1, 2 or 3 or Pre-basic TC (Mini Tubers) that were obtained from propagation units that have been approved by SASA. All initial planting material in these units must have been derived from nuclear stock (pathogen tested microplants) produced by SASA. Pre-basic crops must be grown on land on which potatoes have not been grown in the preceding 7 years and is free from wart disease and potato cyst nematode.

Consultation on the draft audit took place between 26 June 2020 and 24 July 2020. Details about the consultation and changes made to the audit as a result of responses received is available in Section 5. The audit is an important source of information for the monitoring of the Angus Local Development Plan (2016) and TAYplan Strategic Development Plan. Only sites with a capacity of 5 or more units are included, although the yield on the capacity of smaller sites is also included. Housing sites are included in detailed schedules under the Housing Market Area in which they are located (see map below). This Angus Housing Land Audit 2020 has been prepared in line with the Scottish Government’s Planning Advice Note (PAN) 2/2010 which is the current source of guidance on the preparation of housing land audits.
