435/05 Angus Council Report No R435/05 ANGUS COUNCIL DEVELOPMENT CONTROL COMMITTEE 14 APRIL 2005 DELEGATED APPROVALS REPORT BY THE DIRECTOR OF PLANNING & TRANSPORT Abstract: This report recommends that the Committee notes the applications detailed in Appendix 1 of the report granted by the Director of Planning & Transport in accordance with the Scheme of Delegation detailed in Standing Orders. 1.0 RECOMMENDATION 1.1 The Committee is asked to note the applications, detailed in the Appendix, granted approval under delegated powers. 2.0 INTRODUCTION 2.1 In terms of the Scheme of Delegation to officers, the Director of Planning & Transport is authorised to approve planning applications in accordance with the Development Plan, the Local Plans or established policies and where there are no objections, except those which raise a general issue affecting a large area, or are of major land or economic development significance. 3.0 APPROVALS 3.1 Attached as an Appendix is a list of applications granted under delegated authority during the period to 9 March 2005 to 6 April 2005. 4.0 FINANCIAL IMPLICATIONS 4.1 There are no financial implications. 5.0 HUMAN RIGHTS IMPLICATIONS 5.1 There are no Human Rights issues arising directly as a result of this report. 6.0 CONSULTATION 6.1 The Chief Executive, Director of Law & Administration and Director of Roads have been consulted in the preparation of this report. Only one application for approval of reserved matters (under (b) or (c) above) may be made after the expiration of a three year period mentioned in sub-section (a). Views should be taken of all elevations and should also include shots of an unusual internal or external features. Billings The University of Wisconsin-Milwaukee, 2016 Under the Supervision of Professor Bettina Arnold, PhD. The interpretation of prehistoric iconography is complicated by the tendency to project contemporary male/female gender dichotomies into the past. Pictish monumental stone sculpture in Scotland has been studied over the last 100 years. Traditionally, mirror and comb symbols found on some stones produced in Scotland between AD 400 and AD 900 have been interpreted as being associated exclusively with women and/or the female gender. This thesis re-examines this assumption in light of more recent work to offer a new interpretation of Pictish mirror and comb symbols and to suggest a larger context for their possible meaning.

BACKGROUND In terms of the Scheme of Delegation to Officers detailed in Appendix 1, paragraph 3.3 of Angus Licensing Board Statement of Licensing Policy, the Clerk to the Licensing Board is authorised to grant certain applications in connection with certain licences received under the Licensing (Scotland) Act 2005. Paragraph 3.3(i) of Appendix 1 to said Policy states that the Clerk can decide:- “any application for a Personal Licence or renewal of a Personal Licence where the applicant has not been convicted of a relevant or foreign offence“. Attached as an Appendix to this Report is a list of Personal Licences granted under Delegated Authority during the period 2 September 2009 to 13 October 2009. 3. CONSULTATION In accordance with Standing Order 48(4), this Report falls within an approved category that has been confirmed as exempt from the consultation process. SUMMER RECESS MEETING The Committee agreed to hold an additional meeting during the summer recess in the Town and County Hall, Forfar on Tuesday 11 July 2006 at 10 am and 6 pm. 3. BUILDING WARRANTS The Committee noted that during the period 15 May - 2 June 2006, a total of one Staged Warrant, one Demolition Warrant, six Amendments to Warrants and 78 Building Warrants had been approved with an estimated cost of £8,572,402. PLANNING APPLICATIONS 4. DELEGATED APPROVALS There was submitted Report No 794/06 by the Director of Planning and Transport detailing the applications granted by him in accordance with the Scheme of Delegation appended to Standing Orders. The Committee agreed to note the 86 applications detailed in the Appendix to the Report granted under delegated powers during the period 17 May - 7 June 2006. 5.
