CITIZENS “MINUTEWITHCOUNCIL”
The following individuals spoke regarding the Animal Control Bylaw #1119
Jane Dresdan represents service dogs, no consideration was given to service dogs in training. She also represents the Great Dane and Gentle Giant Club which is 100 strong and indicated that a dog park is not safe for a large group of giant breed dogs, she is asking the golf course, the area next to golf course, Thompson Lake and Cache Percotte remain off leash. Ms. Dresdan spoke to hybrid breeds; there is no consideration given to wolf mix dogs as their vaccinations are not fullyeffective.
Debby Raabel asked Council if Cache Percotte and Jack’s Trail are they part of the Town of Hinton. She feels that Cache Percotte would be the only place she could run her dog; it is a wildlifearea. She

has not had a lot of issues with off-leash dogs and pointed out that the attacks which occurred have happened on the streets and not on the trail system. Ms. Raabel requested the on-leash areas as stated in the current bylaw remain the same and under effective and immediate control. She spoke to the online petition that has currently gathered 283 signatures and read out a number of the online posts.
Jodi Archibald addressed Council and read a letter from Dianne Watson who was the owner of the dog that was killed in an attack last fall. Ms. Watson would like to see the bylaw go through as proposed. Ms. Archibald is concerned with the potential loss of the off-leash areas.
Maria Mitchener spoke to Council and feels this bylaw has caused a divide in the town; owners would like to allow Bylaw to have the ability to enforce the bylaw but good owners should not be penalized.
Nicole Naef feels the proposed bylaw is punishing good dog owners and asked Council for their consideration to leave off-leash areas as they are. She also stated that every pet owner who trains their dog to run with them while on a bike should not have an issue.
Kris Raabel suggested that if all dogs are on-leash, wild animals willmove into town; he feels off-leash dogs keep animals at bay.
Alana Larson has a small dog that is well trained oil-leash. She feels dogs should be on-leash on sidewalks and likes off-leash in bush areas. When meeting other dogs, she put hers on a leash. Her dog is trained to stay close while she rides her bike. Ms. Larson feels the bylaw seems restrictive and would like to keep oft-leash areas as is.
Morris Archibald questioned how citizens can recognize when they are within Town boundaries. He also stated that it has not been mentioned that the dog attacks that have occurred were with three dogs.
Raylene Brown spoke to Council and stated that when they were looking for a home, they saw lots of bag receptacles for dog feces. She runs on the Thompson Lake trail regularly with her dog and asked Council not to blanket the on-leash requirement. In the last three years she has had one instance with another dog and spoke to the owner directly. Ms. Brown feels there are responsible dog owners out there, a lot of times it’s the human behaviour not the dog behaviour.

Mayor and Members of Town Council:
Some people do not adapt well to change. Remember the controversy when motorized vehicles were no longer allowed on town trails or when smoking was no longer allowed in restaurants and bars? Eventually people do adapt with change.
The majority of owners of large dogs that I have talked to, that are against the leash bylaw, appear to be uneducated about where to take their dogs off leash. They have stated that if this bylaw passes, they will have no where to take their dog or willhave to drive 6 km out of town to do so.
x 3 on I am asking that Town Councilpass a bylaw to change the wide gravelled multipurpose trails to
leash. Ihave attached two copies of the town trail map. One is with the wide gravelled multi-purpose trails highlighted in orange, this is only a small portion of trails. There are numerous other trails, like Earth and the Regional Trails, 2d map, trails highlighted in pink. There are numerous cut lines and the bush, that these owners can go.
With all of the publicity that this topic has generated, there are still many large loose dogs running around town. It has been 6 years since council decided on off ieash/ on leash areas. Nothing has a a changed since then. I still get chased by dogs when running or when walking my dog on leash, loose
dog runs up to me, of which the dog is not under immediate control or I hear, “its ok, my dog is
friendly.” Maybe my dog is not, maybe I am allergic to dogs, maybe I am afraid of larger dogs. Whatever the scenario is, it does not change the fact that these dogs not on a leash are not under “effective
immediate control.” Just recently, Iwas running on the beaver boardwalk and a large dog came running
at me, teeth bared. The owner called after it, but the dog did not listen. I had to stop my run and retreat. a I was scared that Iwould get bit. The owner apologized but that dog should have been on leash. Acasual stroll to enjoy the scenery around Maxwell Lakeis met with caution and uneasiness. Just this evening, on an hour walk, two different large dogs ran up to us from behind, their owners hundreds of feet behind. These are public areas and not private property. Does a tragic circumstance have to occur such as a child having to get bit or mauled before an on-leash law comes into effect for the multipurpose trails?
People in 2012 were complaining there should be no leash law as Hinton needed an off-leash dog park. Well, now there are two tone for small and one for large dogs) and these same people are stating that they do not use the dog park as there may be aggressive dogs there; there Is poop everywhere; they are not maintained. The Town of Hinton Trails Master Plan fjI Report of March 2011, states in 8. Regulatory Legislation-to Assess merit of enforcing on leash bylaw for dogs in Hinton bylaws. Designate on leash areas along paved! boardwalk trails and designate off leash areas as required in the future in areas such as Mary Reimer Regional Park and Hub Park. (old landfillof Robb Road). G. Public Interface with Wildlifestates Domestic pets should be cashed in known wildlife corridor areas and promote bylaw for on leash dog use trails, esp. beaver boardwalk. In Areas of Interest-Off-Leash DogAreas, please note that it states-It was requested the Town investigate off-leash dog legislation and that the Master Plan include possibihties for designated off-leash dog areas, as doj conflicts have been noted on the community trails. Also, in 10.8 Public Interface with Wildlife-it states Encounters between wildlife and domestic pets can be extremely hazardous. Further in the para;raph itstatesDomPshcptsthat are unleashed can sometimes be agre ssive or 1rghten other users. My mother is a breeder of champion Tibetan Terrier dogs and also teaches obedience and agility for the past 40 years. She agrees that all dogs should be on a leash while walking, as you cannot guarantee 100% how your dog will react in different situations and was quite surprised to find out that Hinton has an off leash! on leash bylaw.
Hinton is surrounded by the great outdoors, every residence in Hinton is a 5-10-minute walk to the bush, whether you live in the valley, on the hillor in Thompson Lake.These bylaws need to be enforced. A bylaw officer should be walking and biking around these town trails to see for themselves and giving out tickets. Do this for a few months, people willstart to comply. Monies generated from these tickets could be used towards the purchase of dog poop bags for the bag containers or trash receptacles around the trails or donate to our local SPCA.
I have no comment on proposed 20.1 Cyclingwith Animals. I do bike, but not with my dog so not sure if
cyclingwith a dog on or off leash is better or safer. Iwillsay, that when I have been chased by dogs, it is with people who are WALKINGtheir dogs, not with people on bikes who are running their dogs.
Do you have young grand children? Elderly patents? Smalldogs? What if they were hurt or maimed by a loose dog? How would you feel, as a person of authority, that you could have put a stop to it?
There are already so many dangers in this world, Ido not want my little girl or boy getting bitten or mauled by a loose dog, which would have been prevented by the passing of this bylaw.
The Town had big log signs made directing tourists, etc to different parts of town. So while drawing in tourists to Hinton’s beautiful trails, one happens to get attacked by a large loose dog, great for tourism. Might as well take those signs down.
Lookingforward to hearing you taking action on this subject. Please protect not only our children’5 safety but everyone’s safety and ensure safe use of the town trails and public areas in general.

Re: Need for off-leash walklnQ trails within Town Limits
Members of Town Council,
We are writing to express our strong opposition to the concept of designating all in-town trails as on-leash areas.
We recognize and support the need for designating on-leash areas. We support the designation of all sidewalks, parks, and school yards as on-leash. We understand the desire and motivation to designate some graveiled and boardwalk trails as on-leash, and we can support this.
We cannot overstate how much we OPPOSE a blanket designation of ALL town trails as on-leash.
Well-mannered dogs benefit hugely from the exercise and stimulation of an off-leash run. Their owners benefit hugely from the opportunity to get exercise and fresh air while walking or running with their dogs (who are off-leash). Residents of our town benefit hugely from having easy access to the trails that surround Hinton. Itis ridiculous to think that we might have to DRIVE out of town to access a location where we can walk with our dog off-leash.
We propose that (at a minimum) the following trails and areas remain off-leash: • Trails south of the main Robb Road to Maxwell Lake trail, e.g. Happy Creek trail • Trail between Robb Road and Thompson Lake • Athabasca Riverfront Park • Trail behind Aistar along the rivet
• Golf course fin the off-season)
PLEASE do not take what is a HUGELY important part of out quality of life away. It willbe a HUGE disappointment.
Deal with the (few) people (and dogs) who are causing problems. Don’t penalize the MANYwho are not causing problems and whose quality of life will be drastically impacted by a decision to blanket the town on-leash.

Thank you for your time,
I am writing you this letter in regards to the new Draft Animal Control Bylaw. It has been brought to my attention that there ate some changes in the making to our current oft leash bylaws, and I would like to voice my opinion on how these are going to negatively effect my life here in Hinton. I was born and raised in this beautiful town, and have been using the trail systems my entire life alongside my family. I will be 29 this year.
Hove you ever heard the saying; the grass is greener on the other side? My belief is that, in fact, the grass is greener where you water it! Where I am going with this is, that I think what should be looked at is simply just enforcing the current oft leash bylaws that are already in place. We live in a beautiful community with a lot of existing trail sy5tems. These trail systems for the most part are oft leash trails. The off leash signage currently states; keep your dog within sight, keep under voice control, keep dogs within reach when other trail users are present, and the owner is responsible for all actions, behaviour and clean up. Iwalk the current off leash trails around town daily, my dogs love them and so do I. We meet up with many other people with very pleasant dogs who, from what Ican see love being off leash and exercising as dogs should. There are also a lot of
I people who keep their dogs on eash and have the utmost respect for that, I also hove my dogs under control when other trail lovers pass me by. Why does this harmony have to stop? So now we’ll go in the bock trails and always have to have dogs on leash? What is so bad about just getting your dogs on leash as people pass by? My thought is that is what should be enforced. Ifyou cannot control your dog off leash then by all means maybe you should hove them on leash always! For those of us who have well behaved dogs why should we have to pay the price?
My dogs need more than an on leash walk to burn their energy, so now this means I have to drive out of town limits to take proper care of my pets. Exercise is the utmost import thing in owning a dog, Thisbrings me to the mountain bikers that love using the back trails with their dogs. now they have to leave them at home, or leave town limits to exercise them. The new draft states no dogs will be permitted off leash on the traiis, and not permitted to bike with your dog on leash either. This town is filled with outdoor enthusiasts, this wII be sad news. To me this means more people are going to be breaking the offleash bylaw, this wili be unfair to the well behaved dogs. who love to do these things with their humans. Thisthen takes me to the many patents who walk their dogs alongside their strollers. The new draft states; while operating a bicycle or wheeled conveyance on a pafhway, no person shall do so with an animal on leash. How is this ok? For lots of people their dog is a member of their family, so when an owner is out for a walk with their child in a stroller they cannot take their dog too? You as council members are part of this community too. I’m sure at least some of you own dogs. I’m sure some of you have family members who love and use our current of I leash trait systems, with their children and their dogsl The off leash bylaws we have in place seem realistic to me. On leash in a playground and on paved walkways. on leash on the boardwalk itself. Why make it so the bock trails have to be on leash too? Do we hove enough funding and bylaw officers to be patrolling the bock trolls? How is this new system going to be any more enforced than our current one? To mc that is the problem. Maybe start entorcing what we already have and we could continue to live in harmony with the beautiful nature we are surrounded with.
I am only concerned about the off leash bylaw changes. The changes to the dangerous animal regulations/control/care/structure ect. I agree. Thiswilt only keep our streets and traits safer for everyone ifowners are taking the proper precautions.

Iam here today because Ispend 2 — 3 hours per day in the forest around Hinton with myfamily
member George — a black lab who is now 9 years old. Ihave walked and cycled on the tugged
trails around Hinton for 24 years without a significant issue. Iwould liketo continue these activities.
Ihave a lot of sympathy for the animals and people affected by the recent and tragic incidents
that have occurred on our town streets. 1support any bylaw work that would directly prevent or help to manage those incidents in the future, as the last council of September 2017 did when they developed their originalmotion.
Unfortunately a tot of the measures in this draft bylaw are reactive and only serve to divide a
community that has a common goal — to have safe, accessible, inclusivestreets and trails and public spaces.
I’mhere to respectfully request that the on leash areas remain as the current bylaw states, and that the gravel and forest trails remain, off leash with “effective and immediate” control.
Hinton is NOTa park in downtown Calgary; it’s a small rural workingtown surrounded by 6th forested lands. Myletter of April with 23 signatures, requests the off leash areas remain in accordance with current Bylaw. These signatures represents citizens who have been walking these forest and gravel trails for 20 to 40 years without any significant complaints about “off leash” dogs. There are also a few signatures of those who have moved to Hinton within the last 5 years. They moved here specificallyso they could enjoy forest trails with their dogs off leash. They bought their properties, investing into this community by taking into consideration the Current Bylawoff leash areas, and proximityto town trails to be able to walktheir dogs off leash.
Ialso request that citizens be allowed to cycle with their dogs on leash in town and off leash on the gravel and dirt trails. Please givethe Hintonites some credit for using their good judgment as to what is safely doable with their pets.

As the recent and tragic incidents have been on town streets and perpetrated by animals with a history of being at large, the onus is on the town agencies charged with enforcement of the existing bylaw. not on citizens at large to approve a more restrictive and punitive one that does not address the issue. Nothing in this bylaw draft will compel the irresponsible pet owner to properly train or control or contain their animals. Nothing in this draft gives any credence to the practical science of training and socializing dogs. This is a reactive document that only serves to divide a community that has a common goal - to have safe, accessible, inclusive streets and trails and public spaces.

I have ran the town gravel trails over 2000 times over the past 20 years with my border collie ofTleash and have never had an issue with another dog. If an owner does not trust their dog ofTleash on the town trails, they have their dog on a leash. Responsible dog owners use the town trails. They should not be punished for irresponsible dog owners that had their dogs off leash in town where the very
tragic incidents occurred. I agree that the current by-laws have to be better enforced, rather than adding new by-laws. I chose to live in Hinton because I love this town and my dog can be off leash on the gravel town trails, where he is happy and so am I.
