Glen Barrow spoke to Council regarding his concerns with the proposed Automated Traffic Enforcement (ATE) policy. He also asked Council to move the Recreation Centre Implementation plan forward; to attract people to the community, we need to have the facilities.

Teck Coal Cheviot Mine Update

Matt Cole and Ciaran Thompson spoke to Council on the Redcap Project Update. The PowerPoint presentation is attached to the April 17, 2018 meeting minutes (Attachment 1). Redcap will extend the life of the mine by 7 years.

Mayor Michaels thanked Teck coal for the reclamation efforts as well as the local citizens they employ.

The following individuals spoke regarding the Animal Control Bylaw #1119

Jane Dresdan represents service dogs, no consideration was given to service dogs in training. She also represents the Great Dane and Gentle Giant Club which is 100 strong and indicated that a dog park is not safe for a large group of giant breed dogs, she is asking the golf course, the area next to golf course, Thompson Lake and Cache Percotte remain off leash. Ms. Dresdan spoke to hybrid breeds; there is no consideration given to wolf mix dogs as their vaccinations are not fully effective.

Debby Raabel asked Council if Cache Percotte and Jack’s Trail are they part of the Town of Hinton. She feels that Cache Percotte would be the only place she could run her dog; it is a wildlife area. She

has not had a lot of issues with off-leash dogs and pointed out that the attacks which occurred have happened on the streets and not on the trail system. Ms. Raabel requested the on-leash areas as stated in the current bylaw remain the same and under effective and immediate control. She spoke to the online petition that has currently gathered 283 signatures and read out a number of the online posts.

Jodi Archibald addressed Council and read a letter from Dianne Watson who was the owner of the dog that was killed in an attack last fall. Ms. Watson would like to see the bylaw go through as proposed. Ms. Archibald is concerned with the potential loss of the off-leash areas.

Maria Mitchener spoke to Council and feels this bylaw has caused a divide in the town; owners would like to allow Bylaw to have the ability to enforce the bylaw but good owners should not be penalized.

Nicole Naef feels the proposed bylaw is punishing good dog owners and asked Council for their consideration to leave off-leash areas as they are. She also stated that every pet owner who trains their dog to run with them while on a bike should not have an issue.

Kris Raabel suggested that if all dogs are on-leash, wild animals will move into town; he feels off-leash dogs keep animals at bay.

Alana Larson has a small dog that is well trained off-leash. She feels dogs should be on-leash on sidewalks and likes off-leash in bush areas. When meeting other dogs, she put hers on a leash. Her dog is trained to stay close while she rides her bike. Ms. Larson feels the bylaw seems restrictive and would like to keep off-leash areas as is.

Morris Archibald questioned how citizens can recognize when they are within Town boundaries. He also stated that it has not been mentioned that the dog attacks that have occurred were with three dogs.

Raylene Brown spoke to Council and stated that when they were looking for a home, they saw lots of bag receptacles for dog feces. She runs on the Thompson Lake trail regularly with her dog and asked Council not to blanket the on-leash requirement. In the last three years she has had one instance with another dog and spoke to the owner directly. Ms. Brown feels there are responsible dog owners out there, a lot of times it’s the human behaviour not the dog behaviour.

Mayor and Members of Town Council:

Some people do not adapt well to change. Rememberthe controversy when motorized vehicles were no longer allowed on town trails or when smoking was no longer allowed in restaurants and bars? Eventually people do adapt with change.

The majority of owners of large dogs that I have talked to, that are against the leash bylaw, appear to be uneducated about where to take their dogs off leash.They have stated that if this bylaw passes, they willhave no where to take their dog or will have to drive 6 km out of town to do so.

I am asking that Town Council pass a bylaw to change the wide gravelled multipurpose trails x 3 to on leash. Ihave attached two copies of the town trail map. One iswith the wide gravelled multi~purpose trails highlighted in orange, this is only a smallportion of trails.There are numerous other tralls, llke Earth and the Regional Trails, 2"‘map, trails highlighted in pink. There are numerous cut lines and the bush, that these owners can go.

With allof the publicity that this topic has generated, there are stillmany large loose dogs running around town. It has been 6 years since council decided on off |eash/ on leash areas. Nothing has changed since then. Istillget chased by dogs when running or when walking my dog on a leash, a loose dog runs up to me, of which the dog is not under immediate control or I hear, "its ok, my dog is friendly." Maybe my dog Is not, maybe I am allergic to dogs, maybe I am afraid of larger dogs. Whatever the scenario is, it does not change the fact that these dogs not on a leash are not under "effective Immediate control." Just recently, I was running on the beaver boardwalk and a large dog came running at me, teeth bared. The owner calledafter it, but the dog did not listen. I had to stop my run and retreat. l was scared that Iwould get bit. The owner apologized but that dog should have been on a leash. A casual strollto enjoy the scenery around MaxwellLakeis met with caution and uneasiness. Just this evening, on an hour walk, two different large dogs ran up to us from behind, their owners hundreds of feet behind. These are public areas and not private property. Does a tragic circumstance have to occur such as a child having to get bit or mauled before an on-leash law comes into effect for the multipurpose trails?

People in 2012 were complaining there should be no leash law as Hinton needed an off»leash dog park. Well, now there are two (one for smalland one for large dogs) and these same people are stating that they do not use the dog park as there may be aggressive dogs there; there is poop everywhere; they are not maintained.The Town of Hinton Tralls Master Plan l=i_na_|Report of March 2011, states in B. Regulatory Legislation- to Assess merit of enforcing on leash bylaw for clogsin Hinton bylaws. Designate on leash areas along paved/ boardwalk trails and designate off leash areas as required in the future in areas such as Mary Reimer Regional Park and HubPark.(old land?llof Robb Road). G. PublicInterface with Wildlife states and promote bylaw for on leash dog use trails, esp. beaver boardwalk. My mother is a breeder of champion Tibetan Terrier dogs and also teaches obedience and agility for the past 40 years. She agrees that all dogs should be on a leash whilewalking, as you cannot guarantee 100% how your dog willreact in different situations and was quite surprised to find out that Hinton has an off Ieash/on leash bylaw.

Hinton is surrounded by the great outdoors, every residence in Hinton is a 5-10-minute walk to the bush, whether you live in the valley, on the hillor in Thompson Lake.These bylaws need to be enforced. A bylaw officershould be walking and biking around these town trails to see for themselves and giving out tickets. Do this for a few months, people willstart to comply. Monies generated from these tickets could be used towards the purchase of dog poop bags for the bag containers or trash receptacles around the trails or donate to our local SPCA. I have no comment on proposed 20.1 Cyclingwith Animals. I do bike, but not with my dog so not sure if cyclingwith a dog on or off leash is better or safer. I willsay, that when I have been chased by dogs, it is with people who are WALKING their dogs, not with people on bikes who are running their dogs.

Do you have young grand children? Elderly parents? Small dogs? What if they were hurt or maimed by a loose dog? How would you feel, as a person of authority, that you couldhave put a stop to it?

There are already so many dangers In this world, I do not want my little girl or boy getting bitten or mauled by a loose dog, which would have been prevented by the passing of this bylaw.

The Town had big log signs made directing tourists, etc to different parts of town. So whiledrawing in tourists to Hinton’: beautifultrails, one happens to get attacked by a large loose dog, great for tourism. Might as well take those signs down.

Lookingforward to hearing you taking action on this subject. Please protect not only our children’: safety but everyone‘s safety and ensure safe use of the town trails and public areas in general.

We are writing to express our gjrgng opposition to the concept of designating all in-town trails as on-leash areas.

We recognize and support the need for designating on-leash areas. We support the designation of all sidewalks, parks, and school yards as on-leash. We understand the desire and motivation to designate some gravelled and boardwalk trails as on-leash.and we can support this.

Well-mannered dogs bene?t hugely from the exercise and stimulation of an off-leash run. Their owners bene?t hugely from the opportunity to get exercise and fresh air while walking or running with their dogs (who are of!-leash). Residents of our town bene?t hugely from having easy access to the trails that surround Hinton. Itis ridiculous to thinkthat we might have to DRIVEout of town to access a location where we can walk with our dog off-leash.

We propose that (at a minimum) mefollowing trails and areas remain off-leash: o Trails south of the main Robb Road to Maxwell Lake trail, eg. Happy Creek trail Trail between Robb Road and Thompson Lake Athabasca Riverfront Park Trail behind Alstar along the river Golf course (in the off-season)

PLEASE do not take what is a HUGELY important part of our quality of lifeaway. Itwillbe a HUGE disappointment.

Deal with the (few) people (and dogs) who are causing problems. Don’t penalize the MANYwho are not causing problems and whose quality of life willbe drastically Impacted by a decision to blanket the town on-leash.

So a family can't walk to a playground with their dog on leash and have the kids play, while the adults and dog sit on a bench watching? This is wrong. 0 Even if someone is trying to go further down the trails with their dog, for a bike ride for instance, they can't even go because no one should ride their bike with their dog being on leash... So even if a dog owner wants to follow the rules and get out the on-leash area, it is almost impossible.

It's one thing to look at what is done in different town across Alberta, is it another to take some time to think if it is realistic in a town like Hinton. Some people have chosen to not live in a Federal Park because of all the rules involved, now the town is leaning towards adding too many rules that, in my opinion, are not necessary.

Of course, people will complain about off-leash dogs because that's how it works, Bylaw only hears about the complaints, not the positive encounters. But Ifyou are going out and ask the citizens how their experience is on the trails, I am pretty sure most of them willreport great or good experience. Dogs will always be dogs. They are not like most Canadians by being over polite, they won't like alltheir fellow canines and won't behave like Canadian humans do. They might bark or growl at each other but most of the time they will continue on their way.

Again it is also down to being a responslhle dog owner and understand other users may not likehaving dogs around them or approaching their own dogls). But banishing off-leash areas from all town trails is way to extreme to solve the real problem: dangerous dogs and dogs running-at-large.

Iam writing you this letter in regards to the new Draft Animal Control Bylaw. It has been brought to my attention that there are some changes in the making to our current oft leash bylaws, and Iwould like to voice my opinion on how these are going to negatively effect my life here in Hinton. Iwas born and raised in this beautiful town, and have been using the trail systems my entire life alongside my family. Iwill be 29 this year.

Have you ever heard the saying; the grass is greener on the other side? My belief isthat, in fact. the grass isgreener where you water it!Where I am going with this is, that Ithink what should be looked at is simply just enforcing the current off leash bylaws that are already in place. We live in a beautiful community with a lot at existing trail systems. These trail systems for the most part are oft leash trails. The off leash signage currently states; keep your dog withinsight. keep under voice control, keep dogs within reach when other trail users are present, and the owner isresponsible for all actions, behaviour and clean up. Iwalk the current off leash trailsaround town daily, my dogs love them and so do I.We meet up with many other people with very pleasant dogs who. from what Ican see love being off leash and exercising as dogs should. There are also a lot of people who keep their dogs on leash and Ihave the utmost respect for that, Ialso have my dogs under control when other trail lovers pass me by. Why does this harmony have to stop? So now we'll go in the back trails and always have to have dogs on leash? What isso bad aboutjust getting your clogs on leash as people pass by? My thought isthat iswhat should be enforced. Ifyou cannot control your dog off leash then by all means maybe you should have them on leash alwaysl For those of us who have well behaved dogs why should we have to pay the price? To me this means more people are going to be breaking the off leash bylaw, this willbe unfair to the well behaved dogs, who love to do these things with their humans. Thisthen takes me to the many parents who walk their dogs alongside their strollers. The new draft states: while operating a bicycle or wheeled conveyance on a pathway, no person shall do so with an animal on leash. How isthis ok2 For lots of people their dog

You as council members are part of this community loo, l‘m sure at least some of you own dogs. I'm sure some of you have family members who love and use our current all leash trail systems, with their children and their dogs! lhe oft leash bylaws we have in place seem realistic to me. On leash in a playground and on paved walkways, on leash on the boardwalk itself. Why make it so the back trails have to be on leash too? Do we have enough lunding and bylaw ofticers to be patrolling the back trails? How is this new system going to be any more enforced than our current one? To me that is the problem. Maybe slarl enlorcing what we already have and we could continue to live in harmony with the beautiful nature we are surrounded with. l am only concerned about the off leash bylaw changes. The changes to the dangerous animal regulations/control/care/structure ect. I agree. Thiswillonly keep our streets and trails sater for everyone it owners are taking the proper precautions.

I am here today because I spend 2 — 3 hours per day in the forest around Hlnton with my family member George — a black lab who is now 9 years old. I have walked and cycled on the rugged trails around Hinton for 24 years without a signi?cant issue. Iwould like to continue these activities.

I have a lot of sympathy for the animals and people affected by the recent and tragic incidents that have occurred on our town streets. I support any bylaw work that would directly prevent or help to manage those incidents in the future, as the last council of September 2017 did when they developed thelr original motion.

Hinton is NOT a park in downtown ; It’s a small rural working town surrounded by forested lands. My letter of April6”‘with 23 signatures, requests the off leashareas remain in accordance wlth current Bylaw. These signatures represents citizens who have been walking these forest and gravel trails for 20 to 40 years without any signi?cant complaints about "off |eash" dogs. There are also a few signatures of those who have moved to Hinton within the last 5 years. They moved here speci?cally so they could enjoy forest trails with their dogs off leash. In Regards to the new draft animal control bylaw #1119.

In the new Draft it states Limitedand outdated in the enforcement. The "Enforcement" of the current bylaws is what has been limited and that is the action that needs to be taken in regards to past incidences having dangerous dogs “at large". In the draft it talks about "Off Leash Areas” however, the law only specifies one area that is to be off leash and that is the dog park. In my opinion, off leash dog parks are a breeding ground for incidences. I feel the town is trying to push the issues out of town limits so the problem doesn't have to be dealt with. The ”no off leash area" guidelines only punish the responsible dog owners that we do have here in Hinton because irresponsible dog owners willcontinue to break the law no matter how many laws are brought in. I for one take my canine anywhere possible with me and my children. Our canines are part of the family and when we are out being active I'd like my family companion with me whether it be taking my children to the park, at a sports ?eld watching my children play, running freely on a gravel trail, biking, or walking the golf course in the winter months. Many mothers go to the golf course because it is easily accessible with a stroller. My‘wheeled conveyance“ is my stroller, does that mean I cannot take my children with me to take my dog for a walk even on leash? Does this new draft bylaw insinuate I cannot actively do anything with my whole family (by this I mean my dog included)? I ?nd this very sad and honestly makes me not very enthusiastic to live in this town if this is the way the bylaw will go. If a dog is politely sitting on leash by the park while children are playing what is the harm? If the dog is excessively barking and deemed a threat well that's where the bylaw officers job comes Into play and they issue a ticket. That's enforcement! I do not want to have to drive 6 km out of town limits to take my children and dog for a leash free walk so we can all be together that'sjust absurd. Where am I left to train my puppy to be a good citizen If I cannot expose my dog to these situations and surroundings? (At a sports field, children playing at a park, rodeo etc.) Don't get me wrong I am all for stronger leash control, it is what keeps our dogs safe after all. Higher traf?c areas should be "on leash only" as in school grounds, playgrounds, rodeo

Allback trails such as behind the beaver boardwalk, Athabasca trail, and ungroomed trails should be "off |eash" but "Atyour own Risk"!With obvious signage posted. I believe this way the town would not be responsible for incidences should they arise on such trails. It makes the owners have to be accountable. If they choose that risk then so be it. We also need to make reporting to animal control approachable and as Hintonites we want to know we can count on them when we need them. As town council you serve the interests of Hinton‘s citizens. I urge you to please reconsider the "off |eash" new draft bylaw guidelines. Creating new laws on top ofthe existing ones does not correct the prob|em.The laws we have in place with some adjustments like i stated in my letter would be suf?cient enough IF they are enforced. This would make owners more compelled to abide by the law.

As the recent and tragic incidents have been on town streets and perpetratedby animals with a history of being at large, the onus is on the town agencies charged with enforcementof the existing bylaw, not on citizens at large to approve a more restrictive and punitive one that does not address the issue. Nothing in this bylaw draft will compel the irresponsiblepet owner to properly train or control or contain their animals. Nothing in this dra? gives any credence to the practicalscience of training and socializing dogs. This is a reactive document that only serves to divide a community that has a common goal - to have safe, accessible, inclusive streets and trails and public spaces.

It was a main contributing factor in the location of the purchase of our home being close to trails that enable this type of recreationalactivities.I also hurt my foot last surruner and without off leash areas I wouldn't have beenable to walk them for the last 11 months. Nowwithall the ice on the trails it is safer for me to walkthemoff leashthanit wouldbe for me to have them on leash. I stay away from the boardwalk and the boardwalktrailsas I respect on leashusers recreationalneeds. I seldom run into anyone on my walks and I go for an hour a day but when I do it is more o?en than not other off leash users. In the 15 years of owning variousdogs I havenever had a negative off leash experience. The ooncems I have hear raised in support of an on leashonly bylaw wouldnot beresolvedby this proposal.The incidences have occurred in areas that are already on leash only areas. Additionally, if we have to move into isolatedareas to walk o?"leashit increasesthe riskof problems with wildlife encounters, snares on unmarked traplines,increased risk of potentialfor violent crime, vandalism, or getting lost on unmarkedtrails. Removing the ability to ride the back trails withour dogs off leash takes away the last thing we can do in town to help our dog get the exercise she needs. Winter pack walks on the golf course helps our dog socialize in a way they cant while on a leashor in a dog park. Im all for changing bylaw to force owners to be responsible?nancially for their dogs actions but this is taking it too far and truly restricting the activities with our dog that we have come to loveas part of living in Hinton

I would like to publicly thank thefirst responders,Town of HintonBylaw Departmentand town administration for the professional, kind and compassionateway that they assisted me when my dog Buddy was killed by a dog at large last August. The prompt attention of the past councilto review the bylaw and the politicalwill of the current council to address this sensitive issue are impressive.

As with any law, it is only necessary whenpersonalresponsibilityand public education have failed to change the behaviour of a very small number of citizens who don’t respect the needs of other people. We need to structure of a strong bylaw so when unfortunate con?icts do arise, our officials have a law to enforce.

When considering the bylaw today, I trust that council willbase their decision on placing people and publicsafety ahead of pets. We need to respect the rights of all citizens to feel safe on publicproperty. Our enjoyment of our own property must not be compromisedby our neighbours‘ pet ownership.

I support the proposedbylaw in full and entreat Councilto pass whatl considerto be Buddy‘s Bylaw. Let us collectively endeavour to make sure no more Hintonites have to suffer the trauma of a dog attack in our community.

Hinton Grant Funding Advisory Committee Recommendation:

That Council award the Community Grant Program Funding Intake #1, for a total of $59,047 as outlined in Attachment 1.

Concluding Statement

The Community Grant Program (CGP) provides local non-profit organizations with funding to maintain, improve, or initiate community projects, operations, and events. The recommended allocations for the 2018 Intake #1 reflect the best interests of the overall community and align with Town Council’s priorities and vision.

Conformance of Recommendation to Existing Laws and Hinton Council Plans

Conforms with: Yes/No Comments Partial Municipal and Provincial Yes Automated Traffic Enforcement Proceeds Policy #078 Laws provides for designation of net revenues to be allocated in a manner that enhances and preserves our community, whereby up to 30% or a maximum $120,000 shall be allocated annually to the CGP. Background / Introduction

This item is before Council to present recommendations from the Hinton Grant Funding Advisory Committee (HGFAC) for awarding funds under the CGP. This is the first of two intakes for allocating funding in 2018. Eighteen applications were received (from fourteen applicants) for a total request of $120,221.46.

The HGFAC members individually, and then collectively, evaluated each of the applications according to the predetermined Council-approved eligibility requirements, criteria, and weighting guidelines.

During the Committee’s review meeting, thirteen of the fourteen applicants took advantage of the invitation to respond to questions in-person from HGFAC. One applicant was not given the opportunity to appear before HGFAC due to the fact that the application was received after the deadline of April 3 at 10:00 a.m.

Options

1. Approve funding allocations as recommended by the HGFAC totaling $59,047; 2. Approve some other combination of funding allocations as determined by Council; or 3. Refer back to the HGFAC and/or Administration for further review.

Administration’s Comments

The Community Grant Program continues to be a very popular program and provides funding to numerous community groups. Since 1999, under the Quality of Life/Community Grant Program, the Town has provided funding to various non-profit groups in the amount of 1.47 million dollars.

This item is before Council to review the proposed revisions to the Council Remuneration Policy #052 (Attachment 1) pertaining to Members of Council and conference attendance, as directed by Council at the April 10, 2018 Standing Committee Meeting.

Conformance of recommendation to existing laws and Hinton Council plans

Background / Introduction

At the April 10, 2018 Standing Committee Meeting, Council directed Administration as follows: That Administration “bring the Council Remuneration Review to the April 24, 2018 Standing Committee Meeting reflecting an individualized budget system for conferences/training and a Council base budget covering all Regular Council Meetings/Committees including AUMA and FCM Annual Conferences.”

Page 73 of 84 The changes to the policy affect section 5, Conference Attendance. There is additional clarification around the conference that Members of Council are expected to attend, as well as the added option of attending additional conferences and events, to be funded through a set annual fund in the Council Professional Development Account; these additional conferences be attended at each Councillor’s discretion and do not require Council approval.

These changes improve clarity surrounding conference attendance and provides the opportunity for increased flexibility for training and networking opportunities.

Options

1. Council approves the revised Council Remuneration Policy #052 and rescinds Policy #055. 2. Council approves Policy #052, as amended by Council and rescinds Policy #055. 3. Council refers Policy #052 back to Administration for further review.

Administration Assessment of Options and Conclusion

The changes presented in Policy #052 improve clarity and efficiency, and permit Members of Council to have increased autonomy in their training and networking scheduling. These changes will increase the budget in 2019 by approximately $20,000.

COUNCIL REMUNERATION POLICY Council Approved Council (CL) #052 THE TOWN OF Approved July 1, 2008 HINTON Revised September 30, 2008; July 20, 2010; December 7, 2010; July 16, 2013; August 15, 2017; May 1, 2018 Next Review Date March 21, 2020

1.0 POLICY STATEMENT

1.1 The Town of Hinton commits to providing a fair and reasonable level of remuneration for elected officials. The Mayor and Councillors will receive fair remuneration for their time and Expenses consistent with comparable communities.

2.0 PURPOSE

2.1 To provide for the establishment and ongoing operations of claims and payments for Honorariums, Meeting Fees, Expenses, and benefits to the Mayor and Councillors.

3.0 RESPONSIBILITIES

3.1 Council to:

3.1.1 Approve by resolution this policy and any amendments; and 3.1.2 Consider the allocation of resources for successful implementation of this policy in the annual budget process.

3.2 Councillors to:

3.2.1 Prepare monthly claims and submit to the Director of Corporate Services in the prescribed form.

3.3 Chief Administrative Officer (CAO) to:

3.3.1 Implement this policy and approve procedures; and 3.3.2 Ensure policy and procedure reviews occur and verify the implementation of policies and procedures.

3.4 Director of Corporate Services to:

3.4.1 Ensure implementation of this policy and procedure;

3.4.2 Ensure that this policy is reviewed every four years; 3.4.3 Make recommendations to the CAO of necessary policy or procedure amendments related to the administrative aspects of the policy; and 3.4.4 Provide staff support to the Hinton Council Remuneration Review Committee (CRRC).

3.5 CRRC to:

3.5.1 Recommend to Council on remuneration, Meeting Fees, Expenses, benefits for Hinton Council, as outlined in the CRRC Terms of Reference in Schedule “B.”

4.0 PROCEDURES

4.1 Council receives recommendations on remuneration and Meeting Fees for Mayor and Councillors from the CRRC in the fourth year of the Council term. Approved recommendations, if any, will become effective after the General Election for the four- year term of the new Council, unless otherwise approved by Council.

4.2 All recommended policy changes to Policy 052 from the CRRC shall be brought forward to council at the Standing Committee meeting immediately before the Regular Council meeting for formal presentation (Council resolution of July 16, 2013).

4.3 The CRRC will be asked to commence work and to forward their final report to Council at a Regular Council meeting in the months prior to the election.

4.4 Administration shall review timesheets and expense claims for compliance to this policy. Where there is a concern, Administration will contact the Councillor and discuss the concern. If Administration and the Councillor cannot agree on the interpretation of this policy, the matter will be referred to the Mayor for final decision. Where there is a concern relating to the Mayor, and Administration and the Mayor cannot agree on the interpretation, the matter will be referred to the Deputy Mayor for final decision.

5.0 CONFERENCE ATTENDANCE

5.1 Expenses and Meeting Fees apply to the following conferences, conventions, seminars, and workshops: 5.1.1 Alberta Urban Municipalities Association (AUMA) Annual Conference; 5.1.2 Federation of Canadian Municipalities (FCM) Annual Conference; 5.1.3 Mayors’ Caucus (Mayor only); and 5.1.4 Municipal Leaders’ Caucus (Mayor only).

5.2 All Members of Council may attend each AUMA Annual Conference.

5.3 The FCM Annual Conference budget is $11,000 per year, and attendance numbers are to be determined within that budget with a rotation of Councillors attending. Due to the lower costs of driving, each Member of Council may attend the conference if it is within driving distance.

This policy is subject to any specific provisions of the Municipal Government Act or other relevant legislation or Union Agreement.

5.4 Members of Council may attend Additional Events at their discretion that are not listed in sections 5.1 that they deem to be pertinent to their roles as Members of Council. Costs incurred to attend Additional Events will be considered Discretionary Costs, to be funded through the Council Professional Development Account. The Professional Development Account is funded to a maximum of $3,000 per year for each Member of Council.

5.4.1 Funds not used by the end of each calendar year shall not be carried over to the next year.

5.5 Each Member of Council that attends a conference shall provide a verbal report of conference learnings and activities at the next meeting of Council following his/her return.

5.6 When the official representative (Mayor or designate) attends a local or conference- related banquet in their official capacity representing the Town, the cost of the member and the member’s partner at the banquet will be paid for by the Town. The cost for an individual Councillor’s attendance will be paid for by the Town with the Councillor paying for their spouse or guest’s ticket.

6.0 DEFINITIONS

6.1 Additional Events: Any event not listed in section 5.1 that is pertinent to the role as a Member of Council, which the Councillor may attend at his/her discretion, if funding is available through the Council Professional Development Account.

6.2 Council Professional Development Account: The account from which all Discretionary Costs are paid.

6.3 Discretionary Costs: Expenses and Meeting Fees incurred by a Member of Council to attend an Additional Event.

6.4 Expenses: Include hotel, meals, mileage, fuel, parking, incidentals, and other out-of- pocket expenses incurred and allowable under Policy 070 (Travel Expense and Corporate Credit Card) while on Town business;

6.5 Honorariums: The monthly rate of pay for the Mayor and Councillors.

6.6 Meeting Fees: Regular Council meetings, Standing Committee meetings, meetings of committees or boards to which the Councillor is appointed, and any other meetings or events which are approved by Council and includes consideration for travel time. If, as a designated member of a committee or board, the member elects to take on additional administrative duties (such as participating in an organizing committee, administrative duties, etc.) the member shall seek the consensus/approval of Council to do so in order to claim a meeting fee accordingly.

Examples of duties included in monthly honorariums

• Golf Tournaments, • Grand Openings, charity functions, service club meetings, community events (i.e. Canada Day events, Remembrance Day ceremonies), • Administrative duties for appointed boards and committees, • Public workshops, open houses, and other public input sessions, • General day-to-day activities of the Mayor and Council, • Informal meetings with the CAO, staff, and council, • Preparation for council and committee meetings, • Independent work with residents, businesses, and other organizations undertaken to be more familiar with an issue, program, or Town initiative or facility, • General public appearances, and • Other purely social events.

The honorariums and meeting fees will remain in effect, without adjustment, until November 1, 2021.

Expenses

Meal and mileage expenses will be set according to the Town of Hinton’s Policy 070: Travel, Expense and Corporate Credit Card Policy.

Benefits

Councillors are entitled to the Standard Life Insurance coverage for elected officials as provided by Alberta Urban Municipalities Association. Current benefits include:

Accidental Death & Dismemberment $ 100,000

Weekly Accident Indemnity $ 250

Accident Reimbursement Benefit $ 10,000

Dental Expense Benefit $ 5,000

Councillors may opt out of the benefit program at their personal discretion.

Active Living

Councillors will not be entitled to an Active Living Allowance.

Technology Allowance

Councillors will be granted a one-time technology allowance of $1,500 upon commencement of their four-year term. This allowance is to be used as each individual sees fit (i.e. to purchase a laptop or tablet, to contribute to phone or internet bills, etc.). The Town does not provide technological devices (i.e. laptop and cellphone) to Members of Council.

SCHEDULE “B”

HINTON COUNCIL REMUNERATION REVIEW COMMITTEE TERMS OF REFERENCE

INTRODUCTION

It is important to recognize that the primary reason for individuals seeking municipal public office is public service to the residents of the Town of Hinton. It is also important to ensure that individuals who choose to serve their community receive adequate compensation for their time and expenses. This document will serve to outline the mandate and terms of reference for that independent body to be called the Council Remuneration Review Committee (CRRC).

MANDATE

The CRRC will review the remuneration policy and determine appropriate honorariums, meeting fees, expenses, and benefits for the Mayor and Councillors, and will provide recommendations in a final report to Town Council.

MEMBERSHIP

Council shall appoint up to five citizens to the Council Remuneration Review Committee in the manner they deem appropriate.

SELECTION OF CHAIR AND MEETING SCHEDULE

The Director of Corporate Services will convene the first meeting. The five members will elect a chairman from among their group. The group will be responsible for determining their own schedule and method of operation subject to these terms of reference.

TIME FRAME

The CRRC will prepare and forward their final report to Council at a Regular Council meeting in the months preceding the municipal election. Should additional time (beyond reasonable staff time) be required, the CRRC Chairman may make such a request to Town Council.

All recommended policy changes to Policy 052 from the CRRC shall be brought forward to council at the Standing Committee meeting immediately before the Regular Council meeting for formal presentation (Council resolution of July 16, 2013).

IMPLEMENTATION

Town Council will review the recommendations received from the CRRC. Unless otherwise recommended by the CRRC, the recommendations approved by Council will become effective after the General Election for the four-year term of the new Council.

PROCEDURES

The Committee shall conduct their review prudently and cost-effectively and as is necessary to enable them to make a recommendation to Council. As a part of their review, the CRRC will review similar practices of the Town’s municipal comparative communities in Alberta and examine the time commitment involved and make any appropriate recommendations. Also, in conducting their review, the CRRC shall discuss the items required in the mandate section with each existing member of Town Council.

CONFIDENTIALITY

The work of the CRRC is to be strictly confidential. The final report of the CRRC will be delivered to Town Council at an open session of Council at which time the report will be dealt with in an open Council meeting.

RESOURCES

The Director of Corporate Services, or his/her designate, will provide administrative support to the CRRC. At the discretion of the Director of Corporate Services, the services of an “Independent Consultant” may be used to provide research and professional guidance to the CRRC. Should additional resources beyond the reasonable time of Town staff be required, the CRRC Chairman may make such a request to Town Council. In order for the Director of Corporate Services, or his/her designate, to provide that support, the Director of Corporate Services, or his/her designate, will need to be aware of CRRC deliberations. The Director of Corporate Services, or his/her designate, will hold all such information in strict confidence.

VOLUNTEER STATUS

The members of the CRRC will receive no salary or honorarium for their voluntary services. The Town of Hinton will reimburse any out-of-pocket expenses in accordance with the Town of Hinton policies.

POLICY STATEMENT

The Town of Hinton wants to ensure consistency of attendance at the Federation of Canadian Municipalities and AUMA conferences, held on an annual basis at locations across Canada.

1. REASON FOR POLICY

Advocacy on policy and program matters that fall within federal/provincial jurisdiction.

2. DEFINITIONS/STANDARDS

Establish FCM/AUMA policy on key issues and learn from fellow Canadian/provincial municipal leaders.

3. PROCEDURES

With respect to attendance at the annual FCM Conference, the maximum allowable attendance by members of council shall be the Mayor, annually, and each Council member once during their four-year term (two councilors would attend the two least costly/closest FCM Conferences in each electoral term) with per diem and expenses paid.

That each mayor and council member attending a conference, provide a verbal report of conference learnings and activities at the next meeting of Council following their return. (by council resolution October 21, 2014)

With respect to attendance at the annual AUMA Conference, outside of an election year, Council shall send two delegates to the annual AUMA Conference (by Council resolution 2014 01 07).

That all Councillors may attend the annual AUMA Conference and will charge a meeting fee rate of $108 per day (July 15, 2014 by resolution).
