Minutes of the meeting held at Sandymoor Hall on Thursday 21 st October 2010 commencing 7:30pm. Present: Cllrs Andy Lockyer (in the Chair), David Felix, Richard Eastburn, Craig Wyna (Clerk), Jo Wakefield, Lynn Plumbley, Borough Cllrs John & Marjorie Bradshaw

1. Public Air Time – there were no members of the public in attendance 2. No apologies received 3. Declaration of interest made by Cllr Felix stating that he was Director of Community Action 4. Resolved – That the minutes of the meeting held on 22 nd July 2010 and 16 th September be signed as a correct record 5. Sandymoor South update – whilst there was no direct update in regard to the development itself it was advised that the HCA had considered the concerns raised at the last meeting and had begun to erect wire and post fencing 6. Area Forum Grant – various ideas discussed in particular the creation of a parish plan and to replace walling with metal fencing around play area near the hall. Cllr Felix suggested we invest into a parish plan which was subsequently proposed by Cllr Eastburn and seconded by Cllr Wakefield 7. Standing Orders – documentation has been circulated electronically. All to track their comments and submit back to clerk who will carry out changes and bring to next meeting for approval 8. Additional Councillor – despite writing to Halton BC to request an increase in constitution, the clerk was advised that this could not take place until the elections in 2012. Clerk to advise Bill Sheldon who attended last meeting and submitted an interest in the position 9. Phil Watts meeting – Clerk confirmed that this was to take place on Thursday 28 th October at 9am to discuss both Section 106 monies and previous FOI request 10. Cllr Felix departed meeting at 8:30pm and presented his apologies for the next meeting 11. Planning – Planning application was considered and no objections raised.

1 Chairman’s Initials ______Date ______12. Resolved – payments for authorisation were approved by the Council. Clerk to provide budget report at next meeting. 13. Road Adoptions – Cllr Eastburn provided an update on the current situation of road adoptions and remedial works within Sandymoor. The following areas were discussed: Village Street, Chatteris Park, Ely Park, Pilgrims Way, Dereham Way, Lady Richeld Close, Holford Moss, Walsingham Drive 14. Walling at Pitts Heath Lane play area – deferred to the next meeting 15. Website improvements – proposal by Cllr Eastburn to improve website to include additional features. Work required at a cost of £60 however Clerk has agreed to enhance site 16. Summer Fair – Cllr Eastburn provided a brief on his proposal to have a summer fair in 2011 to encourage further community involvement in Sandymoor. He met with Halton BC’s events team who were very helpful and provided varied information also confirming that with their involvement, the event would be almost fully supported by them as such easing the burden on the parish council. Proposed for the first weekend in July 2011. carnival on 9 th July but also need to consider Walking Day and Stockton Heath Walking Day. Clerk to establish those dates and feedback. Also consider advertising in next newsletter to seek community thoughts. 17. Bad smells in Sandymoor – Cllr Plumbley advised that during Summer there was occasional odour (landfill site smell) in her area which was reported to Halton BC but advised that this could be due to North West Water sewerage plant. Was noted to pick up again next year. 18. Caravans – Cllr Plumbley advised on her concerns on the amount of caravans/motorhomes parked on residential driveways. Advised that even though there is covenant in deeds, it would be the neighbours who would have to carry out the enforcement or the HCA themselves. Noted also that we consider placing an article in next newsletter. 19. Policing matters – Concerns raised that local PCSOs are not feeding back to the council on issues in the area. In particular recent event of cars racing at Pitts Heath Lane which caused an accident with overturning car. In advance of the parish meeting the local PCSO had advised that he would take this back to his Sergeant to carry out a speed awareness campaign in the area. Suggested attendance was 22 October although it was noted that due to lack of notice this may not be possible. 20. Other business – There was no other business raised and the meeting concluded at 9:20pm.
