Având în vedere necesitatea armoniz ării activit ăţ ii de planificare urban ă conform principiilor Europene asumate de România prin semnarea Agendei teritoriale Europene, a Cartei de la Leipzig privind ora şele Europene durabile, a Declara ţiei de la Toledo privind regenerarea integrat ă şi a conven ţiei Europene a peisajului, Planul Urbanistic General al municipiului Blaj şi Regulamentul Local de Urbanism aferent doresc asigurarea indivizilor şi colectivit ăţ ilor dreptul de folosire echitabil ă şi responsabilitatea utiliz ării eficiente a teritoriului, condi ţii de locuire adecvat ă, condi ţii de munc ă, de servicii şi de transport ce răspund diversit ăţ ii nevoilor şi resurselor popula ţiei, reducerea consumului de energie, asigurarea protec ţiei peisajelor naturale şi construite, conservarea biodiversit ăţ ii şi crearea de continuit ăţ i ecologice, securitatea şi salubritatea public ă, ra ţionalizarea cererii de deplas ări, calitatea estetic ă şi arhitectural ă, protejarea identit ăţ ii arhitecturale şi culturale a localit ăţ ii. Reactualizarea Planul Urbanistic General al municipiului Blaj, ca documenta ţie tehnic ă de urbanism cu caracter de reglementare, reprezint ă principalul instrument de planificare opera ţional ă, constituind baza legal ă pentru programele şi ac ţiunile de dezvoltare şi are ca obiect direc ţionarea dezvolt ării şi coordonarea amenaj ării teritoriului intravilan ca strategie urban ă a Consiliului Local Blaj, precum şi dezvoltarea localit ăţ ilor componente pe termen scurt, mediu şi lung. Folosind ca metod ă de lucru analiza multicriterial ă a situa ţiei existente, în baza diagnosticului prospectiv, reactualizarea Planul Urbanistic General scoate în eviden ţă disfunc ţionalit ăţ ile şi priorit ăţ ile de interven ţie în teritoriu şi stabile şte obiectivele, ac ţiunile, procesele şi măsurile de amenajare a teritoriului în condi ţiile respect ării dreptului de proprietate, promov ării interesului public şi dezvolt ării durabile a municipiului Blaj, astfel încât deciziile genera ţiei prezente să asigure dezvoltarea fără să compromit ă dreptul genera ţiilor viitoare la existen ţă şi dezvoltare proprie. 1.2.1. Solicit ări ale temei-program S-a solicitat reactualizarea Planului Urbanistic General al municipiului Blaj şi a localit ăţ ilor componente la scara 1:5.000, precum şi Regulamentul local de Urbanism aferent, iar con ţinutul şi modul de prezentare să fie conform legisla ţiei în vigoare la data licita ţiei şi în concordan ţă cu principiile şi valorile arhitecturii şi urbanismului. Reactualizarea Planului Urbanistic General va cuprinde reconsiderarea reglement ărilor pe termen scurt, la nivelul întregii unit ăţ i administrativ-teritoriale de baz ă, cât şi alte reglement ări cu privire la: • Rela ţia teritoriului intravilan cu teritoriul administrativ al localit ăţ ii; • Modul de utilizare a terenurilor din intravilan în etapa precedent ă şi în perspectiv ă; • Zonificarea func ţional ă în corela ţie cu organizarea re ţelei de circula ţie; • Delimitarea zonelor afectate de servitu ţi publice; • Modernizarea şi dezvoltarea infrastructurii tehnico-edilitare; • Stabilirea zonelor protejate şi de protec ţie a monumentelor istorice şi a siturilor arheologice reperate; • Zonele care au instituite un regim special de protec ţie prev ăzut de legisla ţia în vigoare; • Formele de proprietate şi circula ţia juridic ă a terenurilor; • Precizarea condi ţiilor de amplasare şi conformare a volumelor construite, amenajate şi plantate; • Zonele de risc natural delimitate şi declarate astfel conform legii, precum şi măsurile specifice privind prevenirea şi atenuarea riscurilor, utilizarea terenurilor şi realizarea construc ţiilor în aceste zone; Reactualizarea

In view of preparing this report 12 in-depth interviews were carried out in 2013 with representatives of county and regional authorities, RDAs, chambers of commerce, higher education institutions, implementing authorities. Also, statistical socio-economic data were gathered and processed and strategic documents on development strategy, as well as various reports on evaluations of public policies have been studied. 1. 1. Location and history Alba is a Romanian county located in Transylvania, its capital city being Alba-Iulia. The Apuseni Mountains are in its northwestern part, while the south is dominated by the northeastern side of the Parang Mountains. In the east of the county is located the Transylvanian plateau with deep but wide valleys. The main river is Mures. The current capital city of the county has a long history. Apulensis (today Alba-Iulia) was capital of Roman Dacia and the seat of a Roman legion - Gemina.

    DANIEL DUMITRAN, Jewish Cemeteries of Romania: Alba Iulia Case Study Abstract: Places of memory and also holders of significant historical information, Jewish cemeteries were in Romania insufficiently subject to recovery efforts. The dramatic decline in Jewish communities led to the cessation of the use of several cemeteries and to severe deteriorations of funerary monuments. According to statistics from 2007, of the 810 registered cemeteries, over 750 were in places where Jews no longer existed. In the last decade a general inventory has been made and the risk factors for the preservation of gravestones have been indicated. However, concrete interventions for research and preservation of cemeteries have been delayed. In these circumstances, the question is whether their meanings (sacred places, places of memory, vestiges of the past) have been preserved for the non-Jewish communities, or whether they are doomed to oblivion, like the communities they served. My paper tries to answer this question, based on the results of an ongoing project, regarding the inventory and description of gravestones existing in the Jewish cemeteries of Alba County. The only city in Transylvania where Jews had the right of settlement from the seventeenth century, Alba Iulia hosted a large community of Jews, originally Sephardic, and later majority Ashkenazi. The cemetery, with continuing function attested from the mid eighteenth century, reflects the combination of strictly observed tradition and tendency towards integration into the host community, in the last quarter of the nineteenth century, when Jews acquired civil emancipation. The few monumental crypts belonging to rich families illustrate their full integration in the host Hungarian community.

Sacc. (syn. Nitschke Desm Reddick VialaPhomopsis & Ravaz, viticola Sacc.), is the causal agent of the grapevine disease named ‘Phomopsis cane’ and ‘Leaf spot’ in the U.S.A. or ‘Excoriose’ in Europe. This study aims to evaluate the influence of the microclimate on attack in Aiud-Ciumbrud vineyards. The observations were done on four plots in Aiud-Ciumbrud vineyards in the period March-August 2020. Up to the end of August 2020, ten treatments with contact and systemic products based on metiram and sulphour were done together with the other standard agro-technological operations. In the ecological conditions of spring-summer 2020, with higher temperature than the average in January, February, March and June, more rain than the average in February, March and June and less rain in January, April and May, we found frequencyPhomopsis of the excoriosis viticola in the range of 4%-12% at the beginning of the season. After the fungicide treatments, the attack frequency decreased up to 0%-7%. In the present research work, we show that in Aiud-Ciumbrud vineyards attack was presentKeywords and influenced by the microclimate conditions and also it was reducedPhomopsis by viticolathe fungicide treatments.

    IACOB MÂRZA (Alba Iulia, Romania) POLITICAL DYNAMISM IN TRANSYLVANIA DURING THE ENLIGHTENMENT: THE CASE OF THE TEACHERS IN BLAJ A careful look at Central and Southeast European society during the Enlight- enment reveals many changes that stemmed from a bevy of factors, the most prominent of which were economic, political, social, religious, and cultural. At the same time, a dynamic Tenewal manifested itself in the political life of the Euro- pean continent by the gradual integration of bourgeois elements into political af- fairs, as well as by changes in the nobility, who still retained important positions in various sectors of public life.' We also see, mutatis mutandis, that society in the - Romanian geopolitical area was engulfed by numerous profound transformations . in the wider context of the Eastern Question and the Turk's Phanariot regime in Moldavia and Wallachia as well as with Habsburg imperial rule in Transylvania. Among these changes were Prince Constantine Mavrocordat's reforms, the reli- gious union of some Transylvanian Romanians with the Church of Rome, the struggle for national emancipation initiated and led by Bishop Inochentie Micu- Klein, the end of the Phanariot domination in the Danubian Principalities, and 2 enlightened absolutism in Transylvania.2 Our attempt to address political dynamism in Transylvania during the Enlight- enment would seem old-fashioned if we ignored the congruence between the Enlightenment and the Romanians' political movement. But, teachers and students in the Blaj schools, that were set up in the autumn of 17543in an epoch corre- sponding to the emergence of the modem world , spread the political aspect of the European and Romanian Enlightenment.

    Ileana Burnichioiu , The Aiud Fortress’ “Little Church” in the Sources of the Nineteenth Century This paper deals with one of the medieval churches from Aiud (Nagyenyed, Enyed, Strasßburg/Mieresch), namely with the „little church”, which was demolished by the Lutheran community in 1865-66. This church was located to the north of the „great church” (now belonging to the Reformed cult), which was the parochial church in the sixteenth-seventeenth centuries. The secondary literature of the demolished church contains little and erroneous information. Although field investigations were made in the nineteenth century, their published results have largely been ignored. These texts were published before and after the demolition, in 1858, 1866-1868, and 1874 by Károly Szathmáry, Friedrich Müller, Gustav Seivert, and Rómer Flóris, as well as a drawing by Ödön Nemes. Our aim is to use these texts as sources for offering a better-defined image about the location, architecture, painting, age and the role of the monument. The pieces of information given by these authors suggest that the church was built in the fourteenth century. The building was modest, having a length of 15-18 meters in the area of the existing Lutheran church. It consisted of a rectangular nave, with a three-sided altar, and with buttresses on the corners. In the basement was a crypt filled with bones. The ground floor was a space for cult. Both rooms were vaulted. Later, probably in the fifteenth century, during the construction of the „great church”, the „little” one received a nave on the north side, another room as a sacristy and a tower above the altar.

    2021-4393-AJHIS-ART 1 Change of Status, Change of Art 2 3 The change in the status of Orthodox icon painters from Transylvania 4 brought forward a change in their art during the XVIIIth and XIXth centuries. 5 During this period the condition of Orthodox painters changes from that of 6 mere craftsmen to artists. Our main sources besides the paintings themselves 7 and the signatures of the artists are the visitations notes, a few contracts that 8 still remain to this day and the painters biographies. One of the factors 9 leading to a change in the status of the Orthodox painters is the rising 10 importance of the commissioners in determining the scenes and motives to 11 be represented as well as their composition. In this article, we first look into 12 the status of the painters and then we present the social and political context 13 of the period. We then analyze the changes at the level of their art and 14 finally, we also make a semantic analysis. The change in the status of the 15 Orthodox icon painters can be considered not only by looking into the 16 transformation and development of certain iconographic representations, 17 but also by the study of their signatures. Are all these changes due to the 18 desire of icon painters to acquire a better social status, or are they imposed 19 by the commissioners and the church authorities? This is the main question 20 that we address in this article. We conclude that the seeking of social status 21 is intertwined with the demands of the commissioners, both determining the 22 changes in the Orthodox church art.
