The History of MACDILL AFB, FL

MacDill Air Force Base FL, 8 miles south of downtown Tampa, is located on the tip of the Interbay Peninsula. Construction of the base, acquired for the Army Air Corps, started November 28, 1939, with the clearing of the land.

People began arriving from Barksdale Field LA, along with 600 men and 14 planes from Langley Field VA, in 1940. By May, more than 1,000 people were assigned to the new base. The first aircraft arrived May 16.

MacDill Army Air Base was officially activated April 16, 1941, named after Col Leslie MacDill, who was killed in an airplane crash near Washington D.C., November 9, 1938. The first commander was Col Clarence L. Tinker.

MacDill's first mission was transitional training. During World War II, airmen in every operational theater trained at MacDill in B-17 Flying Fortress and B-26 Marauder aircraft. From 1941 to 1943, the host units assigned to the base were the 29th, 44th and 21st Bom- bardment Groups. In early 1946, people began training in B-29 Superfortress aircraft under the 498th Bombardment Group at MacDill. The 498th was inactivated August 4, 1946.

After World War II, MacDill became an operational base of the . At that time, the base returned to a concentrated training program. The many SAC units sta- tioned at MacDill between 1946 and 1960 included the 305th, 306th, and 307th Bombard- ment Groups, the 311th Reconnaissance Wing and the 6th Air Division.

In February 1951, the 307th deployed to Okinawa for the Korean conflict. It was one of the first units to move its fighting forces overseas but was still attached to MacDill during its deployment.

The 306th BG was at MacDill from September 1950 until March 1963. The 305th BG was at MacDill from January 1951 until May 1959. All of these units flew B-29 Superfortress, B-47 Stratojet and KC-97 Stratofreighter aircraft. The 306th also flew the B-50 Super- fortress, an updated version of the B-29D.

The Department of Defense announced November 28, 1960, that activity at MacDill would be reduced and a major portion of the base would be closed by June 1962. However, in 1961, increasing tensions with Cuba led to the activation of the U.S. Strike Command, headquartered at MacDill. Instead of closing, MacDill assumed a dual role with a fighter force and Strike Command.

53 MACDILL INN

In 1962, MacDill transitioned from SAC to . The last SAC B-47 left the base in March 1963.

From April 1962 to February 1963, the base was home to F-84 Thunderstreaks. The next aircraft assigned here was the McDonnell-Douglas F-4C Phantom II jet aircraft, which ar- rived February 4, 1963. In March 1965, MacDill became the first base in the Air Force with two operation-ready F-4C wings, the 12th and 15th Tactical Fighter Wings. Both wings transitioned from the F-84s.

The base registered another first in December 1964, when a squadron of jets deployed to Okinawa on a rotating basis. These aircraft performed an air defense role.

In July 1965, pilots of the 45th Tactical Fighter Squadron, the first F-4 unit in Southeast Asia, were credited with the first air victory of the Vietnam conflict, downing two North Vietnamese MiG-17s. The 45th Tactical Fighter Squadron, a unit of the 15 TFW, was on temporary duty overseas, although its permanent home remained MacDill. Later that year, the 12th Tactical Fighter Wing was transferred to Vietnam. At that time, the mission of the 15 TFW became that of a replacement training unit, training pilots in the F-4 for future combat missions in Southeast Asia.

The 4424th Combat Crew Training Squadron, a B-57 Canberra unit from , Philippines, was transferred to MacDill in November 1968. Another B-57 unit, the 13th Bombardment Squadron, was transferred from the Philippines to MacDill in February ‘69.

The first remodeled B-57 - the “G” version - arrived at MacDill in May 1970. The basic de- sign was not altered; however, the fuselage was lengthened and superchargers were added to the engines for more thrust. Many electronic sensing devices were added to the aircraft, extending its capabilities for night interdiction missions. In September 1970, the 12th was transferred back to Southeast Asia.

In June 1970, the 43rd Tactical Fighter Squadron of the 15 TFW was permanently assigned to the and stationed at Elmendorf Air Force Base, Alaska, to assist that command with its mission of air defense. The 15th was inactivated October 1, 1970, and the 1st Tactical Fighter Wing, formerly at Hamilton Air Force Base CA, was activated at MacDill. In 1971, the wing returned to training F-4 air crews.

In January 1972, the U.S. Readiness Command was activated as the successor to the U.S. Strike Command. A little less than a year later, the 1 TFW was transferred to Langley Air Force Base VA, and the 56th Tactical Fighter Wing was activated at MacDill. The wing re- tained the role of training air crews, first in the F-4E and later in the F-4D.

54 MACDILL INN

In October 1979, the wing began converting from the F-4D to the Air Force’s newest fighter, the F-16A Fighting Falcon. 2 years later, the wing was redesignated the 56th Tac- tical Training Wing. The wing completed its conversion to the F-16 in July 1982.

The Rapid Deployment Task Force was activated at MacDill by the Joint Chiefs of Staff in March 1980.

Following the F-16 conversion, the structure of the base began to change. Beginning in January 1983, the U.S. Central Command activated on the same site as the inactivated Rapid Deployment Joint Task Force. MacDill gained another unified command, U.S. Spe- cial Operations Command, when it activated in April 1987.

In April 1991, the Defense Base Realignment and Closure Commission recommended MacDill cease all flight operations by September 1993. Later in the year, the 56th Tactical Training Wing was redesignated the .

Air Force restructuring also brought changes to the base. The 56 FW became part of the newly formed June 1, 1992. Later that month, downsizing ac- tions inactivated the 72nd Fighter Squadron, leaving the base with three flying squadrons.

Later that year, two organizations announced their intent to make MacDill part of their operations. In October, the Department of Commerce’s National Oceanic and Atmospheric Administration announced plans to move to the base. In December, plans were made to temporarily relocate the 482nd Fighter Wing, a Reserve unit, from Homestead Air Force Base FL, following the destruction of that base by Hurricane Andrew.

With the new year came other changes to the base. In February 1993, the 63rd Fighter Squadron completed its move of flight operations from MacDill to AZ, in accordance with legislative action resulting from the 1991 BRACC recommenda- tions. The 62nd Fighter Squadron followed, leaving in May. The last fighter squadron — the 61st — left in August.

Early in 1994, the 482 FW returned to Homestead, which was rebuilt as a Reserve base. Also the host unit at MacDill, the 56th Fighter Wing transferred its people and equipment to MacDill's new host unit, the 6th Air Base Wing. The 56th then moved to Luke.

As the host unit of MacDill, the 6th’s mission became “providing support to America’s pre- mier warfighting commands” — U.S. Central Command, and U.S. Special Operations Com- mand. MacDill is also the home of the Joint Communications Support Element, the National Oceanic and Atmospheric Administration, and several Department of Defense organizations.

55 MACDILL INN

MacDill’s strategic location and outstanding airfield capabilities were highlighted in Sep- tember 1994, when the base became a major staging area for Operation Restore Democracy in Haiti. MacDill supported C-130 units from Texas, Arkansas and .

In 1995, the Defense Base Realignment and Closure Commission recommended keeping the MacDill flight line open and to relocate an active flying mission back to MacDill. To help ease the lack of refueling aircraft located in the southeast United States, the commission further identified the 43rd Air Refueling Group from MT, along with its 12 KC-135 Stratotankers, to transfer to MacDill in October 1996. MacDill’s host unit – the 6th Air Base Wing – was redesignated October 1, 1996, as the under 21st Air Force and . The 43rd ARG was inactivated at Malmstrom.

Avon Park Air Force Range in central Florida was a detachment of the 6th Air Base Wing until October 1, 1996, and provided DoD organizations with coordinated air and ground op- erations training. The range is operated from MacDill by Detachment 1 of the 347th Op- erations Group, whose home wing is at Moody Air Force Base GA.

Reflecting on its varied roles, the mission of the 6th Air Refueling Wing is “dedicated Air Force professionals providing proven and unequaled worldwide air refueling and airlift, global reach and power projection for America and world class air base support for our res- ident warfighting commands.”

The History of the 6th Air Mobility Wing

The 6th began its long and illustrious history on 30 Sep- tember 1919 as the 3d Observation Group at France Field in the Panama Canal Zone. Its mission: providing pro- tection for the Panama Canal area, participating in ma- neuvers, flying patrol missions, photographing the canal area, staging aerial reviews and making good flights to Central and South America. In 1921 the group was re- designated the 6th Group (Observation) and in 1922, the 6th Group (Composite). The 6th flew such aircraft at the Curtiss R-4, DeHavilland 4-B, SE-5A, MG-3A, Piper L-4, P-12B and Martin B-10 and B-18 aircraft.

In 1937, as the mission of the 6th moved toward bombardment, the War Department re- named it the 6th Bombardment Group. They continued to operate in the Canal Zone under the VI Bomber Command of the Sixth Air Force until 31 October 1943, when it inactivated.

Five months later, on 19 April 1944, the 6th reactivated at Dalhart Army Airfield TX. Equipped first with B-17 aircraft, crews were later trained in B-29 aircraft for deployment to the Pacific Theater. By 28 December 1944 the 6th had deployed to North Field, Tinian, under , from where it entered WWII by flying navigational escort for a major attack force bound for Iwo Jima. The 6th then struck Tokyo and other major Japanese cities and facilities during daylight high-altitude bombing raids, with crippling, non-stop incendiary raids which destroyed lines of communication, supply, and numerous kamikaze bases. On 25 May 1945, the 6th flew a low-altitude night mission through alerted enemy defenses to drop incendiary bombs on Tokyo, for which they received their first Dis- tinguished Unit Citation. In addition to incendiary raids, the 6th also participated in min- ing operations. By mining harbors in Japan and Korea in July 1945, the group contributed to the blockade of the Japanese Empire earning their second Distinguished Unit Citation. The 6th's final WWII mission came on 14 August 1945, with the dropping of 500-pound general purpose bombs on the Marifu rail road yards at Iwakuni. With the war over, the 6th dropped food and supplies to Allied prisoners of war and took part in show-of-force flights over Japan.

In January 1946, the 6th Bombardment Group relocated to Clark Field, Luson, Philippines, and in June 1947, to Kadena, Okinawa, where it inactivated 18 October 1948.

Resulting from hostilities in Korea, the 6th was reborn on 2 January 1951, as the 6th Bombardment Wing (Heavy) and began flying the formidable B-36 at Walker AFB NM. The B-52 Stratofortress replaced the wing’s B-36 in September 1957, and KC-135 Stra- totankers were added in April 1958.

57 MACDILL INN

As the Soviet missile threat increased, so did the 6th’s mission. On 1 May 1962, with the arrival of the wing’s first Atlas-F SM65 intercontinental ballistic missile, came another name change – the 6th Strategic Aerospace Wing. The missiles lasted until 1965, when Secretary of Defense Robert S. McNamara announced base closure of Walker AFB and wing inactivation of the 6th.

The inactivation never happened as the 6th transferred to Eielson AFB AK, without equip- ment and personnel on 25 March 1967, to become the 6th Strategic Wing. The 6th had gone full circle and was back in reconnaissance as it had been in 1919, only with modern, state-of-the-art RC-135 jet aircraft. The 6th Strategic Wing maintained a detachment at Shemya AFB AK, in addition to maintaining the Alaskan to support strategic reconnaissance and NORAD intercept sorties. On 1 April 1988, SAC renamed the wing the 6th Strategic Reconnaissance Wing.

Announcement of the 6th’s most recent inactivation came in December 1991, as the mis- sion of the 6th transferred to the at Offutt AFB NE, and the mission of the Alaskan Tanker Task force was terminated. The 6th inactivated 1 September 1992 at Eiel- son and following the Defense Base Closure and Realignment Commission’s (DBCRC) ter- mination of MacDill’s 56th Fighter Wing mission in September 1993, the 6th Air Base Wing activated at MacDill on 4 January 1994 with a mission of operating the base in sup- port of US Central Command, US Special Operations Command, and several other associ- ate units.

In September 1994, MacDill became a major staging area for OPERATION RESTORE DEMOCRACY and the wing hosted C-130 units from Texas, Arkansas, and North Carolina.

During the 2-week contingency, wing personnel housed 1,437 troops, supported 562 flying missions, processed over 2.3 million pounds of cargo and 3,360 passengers, dispensed 854,967 gallons of JP-8 fuel, and provided aircraft security for 62 aircraft.

In 1995, the DBCRC again visited MacDill. Efforts of the wing to highlight MacDill’s phe- nomenal airfield capabilities and in-place support units resulted in a redirect of the 1991 and 1993 DBCRC laws regarding the closure and transfer of MacDill’s airfield. 1995 DBCRC laws called for the retention of the airfield as part of MacDill AFB (to be operated by the Air Force), and directed the relocation of the 43d Air Refueling Group’s mission to transfer from Malmstrom AFB MT, to MacDill beginning in October 1996.

On 1 October 1996 the wing again changed names, this time to 6th Air Mobility Wing, as- signed to Air Mobility Command's 21st Air Force.

In June 2005, the 6th Air Mobility Wing swept the competition at the Air Mobility Com- mand Rodeo taking first place at McChord AFB, Washington. Rodeo is a week-long bien-

nial competition that focuses on and features airdrops, air refueling, special tactics and other events showcasing security forces, aerial port, main and aeromedical evacuation per- sonnel. This year’s Rodeo included teams from across the Air Force, a Marine unit and in- cluded six countries.

MacDill won the “Best Air Mobility Wing-Best of the Best” award proving they are the best in the Air Force. Additionally, MacDill won “Best Cargo Load Team,” “Best KC-135 Wing” and “Best KC-135 with crew.” MacDill also won Rodeo in 2000, the last Rodeo held for five years due to 9/11 and the Global War on Terrorism.

Throughout its vibrant history, the 6th has been the source of major contributions to this nation’s security, and with the return of a flying mission, it will continue to do so in the future.
