Large Scale Projects in and around Hamburg 5 Tunnel Operation in Hamburg Federal Structure in Germany • owner of German motorways is the Federal Republic of Germany • Hamburg is one of 16 Federal States • Federal States of Germany are responsible for operating the motorways on their territories • in Hamburg the LSBG is (amongst other things) responsible for operating motorways including their technical infrastructure 6 Tunnel Operation in Hamburg Hamburg Agency for Roads, Bridges and Waters - LSBG • LSBG is a state owned agency and part of Hamburg´s administration with ~ 600 employees • LSBG - fields of activity • Design • Implementation • Operations and Maintenance • LSBG has 4 technical divisions • Roads • Civil Engineering Structures • Waters and Flood Protection • Operations 7 Tunnel Operation in Hamburg LSBG operates and maintains • 100 km of federal motorways and highways • 7 federal road tunnels (+ 5 municipal tunnels) • 1400 bridges • 500 other structures, e.g. flood protection facilities, sluices and noise barriers 8 Tunnel Operation in Hamburg Department of Tunnel Operation and Traffic Telematics – B2 • ~ 60 employees are based at the Elbe Tunnel • department B2 provides positions as stated in the German guideline RABT and Directive 2004/54/EG Head of Department (Administrative Authority) Inspection Entity Safety Officer Property Mechanical Tunnel Operation Electrical Engineering Civil Engineering Management and Traffic Telematics Engineering (Tunnelmanager) Projects Operators and Maintenance Workers 9 Tunnel Operation in Hamburg Federal Tunnels in Hamburg • 7 existing tunnels • between 100 m and 3 km length • 3 tunnels on A7 in design phase (LSBG provides AA, TM, IE, SO and official duties as authority during the whole process) 10 Tunnel Operation in Hamburg Municipal Tunnels in Hamburg • since October 2015 LSBG has been assigned to operate and maintain 5 municipal tunnels • providing all services including AA, TM, IE, SO 11 1. Large Scale Projects in and around Hamburg 12 Hamburg – A major Transport Hub TEN-T Core Network Corridors • Hamburg is part of 3 TEN-T core links: • Scandinavian – Mediterranean • North Sea – Baltic • Orient – East-Med • including rail, waterways & port, airport and roads 13 Hamburg – A major Transport Hub Bottleneck Elbe River Crossings • Metropolitan Area of Hamburg (population > 5 Mio) has only 3 major road crossings of the Elbe river: • Elbe Tunnel (motorway A7) • Elbe Bridges map: www.steinburg.de (motorway A1 and highway B4) • Traffic on the major Elbe River Crossings • ~ 350 000 vehicles per day (average) • ~ 15 - 20% lorries 14 Hamburg – A major Transport Hub Level of Service on Motorways in and around Hamburg • Capacity of Hamburg’s motorways is at the limit and above • to increase capacity several large-scale projects are planned and ongoing 15 1. Large Scale Projects in and around Hamburg 16 Large Scale Projects Bypass west of Hamburg • extension of motorway A20 with a new tunnel under the river Elbe • building permit for tunnel since March 2015 (lawsuits pending) 17 Large Scale Projects Bypass in the South • extension of motorway A26 • connection between A7 and A1 („Harbour Link“) • 1-2 new tunnels on A26 in Hamburg • in design phase 18 Large Scale Projects Extension of Motorway A7 • additional lanes on A7 • aim is to never reduce the exising number of lanes during construction work 19 Large Scale Projects A7 South Extension: Elevated Motorway 20 Large Scale Projects A7 South Extension: Elevated Motorway • in operation since 1975 • 2 x 3 lanes + hard shoulder • length ca. 4 km • second longest bridge in Germany 21 Large Scale Projects A7 South Extension: Elevated Motorway -> Two Additional Lanes 22 Large Scale Projects A7 North Extension: Two Additional Lanes (started in 2014) • from existing 4 to 6 lanes • from existing 6 to 8 lanes including 3 new tunnels (see presentation DEGES) 23 Large Scale Projects Big Challenges during the next decade(s) • to manage traffic as effective as possible many supporting measures are Dynamic Message Signs planned or already in place, e.g. Increase of Public Transport P+R Facilities Website App for Smartphones 24 Conclusion Conclusion • exciting challenges for LSBG as operator of Hamburg‘s tunnels: • representation of the interests of the operator in design phase of the new tunnels on A7 • increased number of congestions due to construction works -> in consequence: lane closures at Elbe Tunnel on regular basis • integration of new and existing tunnels into the tunnel control center at Elbe Tunnel during operation • operating a chain of 4 tunnels on an intensely used stretch of the motorway A7 25 Many Thanks for your Attention!
