• owner of German motorways is the Federal Republic of Germany
• Hamburg is one of 16 Federal States
• Federal States of Germany are responsible for operating the motorways on their territories
• in Hamburg the LSBG is (amongst other things) responsible for operating motorways including their technical infrastructure

• 100 km of federal motorways and highways
• 7 federal road tunnels (+ 5 municipal tunnels)
• 1400 bridges
• 500 other structures, e.g. flood protection facilities, sluices and noise barriers

• 3 tunnels on A7 in design phase (LSBG provides AA, TM, IE, SO and official duties as authority during the whole process)

Bottleneck Elbe River Crossings
• Metropolitan Area of Hamburg (population > 5 Mio) has only 3 major road crossings of the Elbe river: • Elbe Tunnel (motorway A7)

• Traffic on the major Elbe River Crossings • ~ 350 000 vehicles per day (average) • ~ 15 - 20% lorries

• to increase capacity several large-scale projects are planned and ongoing

• building permit for tunnel since March 2015 (lawsuits pending)

Conclusion
• exciting challenges for LSBG as operator of Hamburg‘s tunnels:
• representation of the interests of the operator in design phase of the new tunnels on A7
• increased number of congestions due to construction works -> in consequence: lane closures at Elbe Tunnel on regular basis
• integration of new and existing tunnels into the tunnel control center at Elbe Tunnel during operation
• operating a chain of 4 tunnels on an intensely used stretch of the motorway A7
