Sims, Ph.D. ABSTRACT The 2006 war between Hizbullah and Israel attracted great interest within the American defense community, awakening it to the challenges of “hybrid warfare”. The Israel Defense Force, considered an innovative military, has been working to adapt to Hizbullah and Hamas, both dangerous hybrid organizations. This study explores IDF innovations in two periods, from May 2000- August 2006, the end of the Second Lebanon War, and from August 2006- January 2009, the end of Operation Cast Lead. It gives a history of the campaigns against Hizbullah and Hamas, then details the most important innovations over the two periods. Developing a new analytical framework, this work examines the pressures on and incentives for military innovation in the international, civil/military, organizational, and cultural planes. Finally, the implications of the innovations on military effectiveness are explored. This paper concludes that the perception of failure in 2006 caused the military and civilian leadership to appreciate the same hybrid threat, and this was the main factor enabling the IDF to innovate successfully after the Second Lebanon War.

While it would be mistaken to reduce the entire Israeli-Palestinian conflict to a single factor, the territorial question is arguably the determinative cause underlying the intractability of the conflict. The territorial question, in turn, is inextricably tied to Israel’s establishment of settlements – i.e., civilian communities - beyond the Green Line. Yet despite the conflict’s influence on Israel’s security, and even though the settlements will play a crucial role in determining the future of the conflict, public debate has sorely lacked serious discussion of the settlements’ impact on Israel’s national security. This paper attempts to fill the void by providing a comprehensive, fact-based analysis of the implications of the settlement enterprise on Israeli security. The analysis is backed by data and by input from Israel’s leading security professionals. The article begins with a brief historical account of this relationship, followed by a discussion of its progression into the defense arena in the late 1990s under the BJP-led National Democratic Alliance (NDA) government. Subsequently, it examines the magnitude of the more recent defense cooperation under a new Congress-led United Progressive Alliance (UPA) government. Finally, this paper attempts to examine the importance of factors constraining defense cooperation. INTRODUCTION Since India and Israel first established diplomatic relations in 1992, defense cooperation has played a major role in bilateral ties, with India emerging as one of Israel’s largest arms clients. Furthermore, this relationship has strengthened since the Hindu-oriented Bharatiya Janata Party (BJP) of India came into power in 1998. , The BJP emphasized the threat of Islamist terrorism, thus making Israel a natural ally. Just as Israel faces tremendous security threats from Iran, due to its nuclear program and support for terrorist groups like Hamas and Hizballah, India remains concerned with the Pakistani nuclear arsenal and Pakistan-based terrorist activities. The U.S. decision to relax sanctions against India–which were imposed after the 1998 Pokhran nuclear test–also eased the way for closer ties between India and Israel. In addition, its subsequent international war on terror after September 11 created a political environment suitable for further bilateral cooperation.[1] This paper focuses on the current Indo-Israeli defense cooperation and its constraints.

The years 2004 and 2005 were significant in the development of Israel’s security policy. First, Israel disengaged from the Gaza Strip, removing Jewish settlements and its army presence in the area. Second, these years saw a marked increase in the building of a security fence meant to impede terrorist movement into Israel from the West Bank. Diplomatic efforts were undertaken; a summit was held between Israeli Prime Minister Ariel Sharon and Palestinian President Mahmoud Abbas in Sharm el-Sheik, Egypt, on February 8, 2005.
