BLHA Newsletter Chairman's Corner This will be the first Newsletter edited by John Chapman. I know he has many good ideas for its future, and would like to wish him well. As a well-known military historian, his servi- ces must be in great demand at present, so taking on this task cannot have been easy. Members of the committee are particularly keen to let the member societies know what the Association is doing, and what it can do for them. We want the Newsletter to be read as widely as possible by members of member societies. And we would like to hear what the societies are doing. There are around 40 of them, but we only hear regularly from about a dozen in the Newsletter. A recent change in the committee has been brought about by Elias Kupfermann volunteering his services. He is well-known in Windsor, Maidenhead and Slough as a local historian, and I would like to welcome him. There are a number of jobs which need to be done, and I hope he soon finds his niche, and can be formally elected at the next A.G.M. Incidentally, I notice that the Constitution of the Association says that the officers and committee members should “normally” retire after five years. To my surprise, I find that I was first elected in 2009, so I’ve already done my five years! And as for most of the rest of the committee . It needs thinking about. I was pleased to be invited to present the Berkshire History Prize this year: please see the short report and photograph later in this issue. -

Title: Oakbank Author: Department for Education (DfE) Impact Assessment – Section 9 Academies Act Duty 1. Section 9 of the Academies Act 2010 places a duty upon the Secretary of State to take into account what the impact of establishing the additional school would be likely to be on maintained schools, Academies and institutions within the further education sector in the area in which the additional school is (or is proposed to be) situated. 2. Any adverse impact will need to be balanced against the benefits of establishing the new school. Background 3. Oakbank is an 11-16 school for 560 pupils, due to open in September 2012 with 84 pupils in Year 7. It was proposed by existing Academy sponsor CfBT in partnership with a parent group known locally as WoW (standing for west of Wokingham). The group feel that those living in the rural villages to the West of Wokingham are disadvantaged in securing a school place for their children as a result of the admissions arrangements for other schools in Wokingham which prioritise children living closest to schools. They feel that this means that they get “what’s left”, and have to travel long distances past their closest school. It was envisaged that establishing Oakbank would provide a school closer to home to which these children would be admitted. 4. Oakbank will be situated on the site of the old Ryeish Green School in Wokingham Borough. It is, however, closer to Reading than it is to the town of Wokingham, although the M4 separates the school from the south of Reading. -

The History of St. Andrew's Hall a scrapbook Produced by The Museum of English Rural Life based on research by N. Rosalinde Downing, BA, MA At the heart of the new Museum of English Rural Life is a building of considerable historic interest – St Andrew’s Hall. St Andrew’s Hall was originally designed by the Victorian architect Alfred Waterhouse as a private home for local man Alfred Palmer in 1880. The house was then known as East Thorpe. Alfred Palmer gave the house to the University to become the first women-only hall of residence in Reading. This scrapbook outlines the history of the building that is now proudly reincarnated as the Museum of English Rural Life. Photographs of St. Andrew's Hall shortly after it closed to students in 2001. Who was Alfred Palmer? Alfred Palmer was a member of Reading’s famous Palmer family, held the position of High Sheriff of Berkshire and was deeply involved in the University. Born in 1852 and educated in Tottenham, Alfred spent over fifty years working for the Huntley & Palmers biscuit company, chiefly as the head of the engineering department where he was responsible for the building and maintenance of the biscuit machinery. It is believed that Alfred Palmer was responsible for the variety of biscuits the Alfred Palmer company produced. “Had it not been for Alfred Palmer’s mechanical inventiveness, the firm would have been quite unable to turn out so many different kinds of biscuits of such varying shapes and textures.” T. WOKINGHAM BOROUGH SCHOOLS ALLOCATION OF PLACES FOR SEPTEMBER 2015 Statement of the allocation for appeal purposes The following information is based on the initial allocation at 2 March 2015 for applications received by the deadline. Please see the last page for an explanation of the oversubscription criteria which applies to The Bulmershe, The Emmbrook and St Crispin’s Schools and Waingels College. Pages 23 to 25 of the Parent’s Guide to Secondary School Admissions gives more detailed information and the guide also provides information relating to individual school policies for The Forest, The Holt, Maiden Erlegh, Oakbank and The Piggott Schools. This information sheet provides you with a statement on the allocation for individual schools should you wish to exercise your right to appeal and details how places were allocated (allocation information for undersubscribed schools is included for completeness). School Admission Information on how places were allocated Number The Bulmershe 240 All applicants who expressed the school as a preference and where no higher ranked preference could be offered were allocated places. 22 children, whose applications for other schools were unsuccessful, were allocated to the school as the designated area school or most accessible school with places, including 4 children living outside the Wokingham borough. The Emmbrook 210 All applicants who expressed the school as a preference and where no higher ranked preference could be offered were allocated places. The last child allocated in criterion F lived 5.161 miles from the school. The Forest 200 The Academy Trust Board (also known as the Governing Body) at The Forest School commissioned Wokingham Borough Council to rank applications on its behalf against the school’s oversubscription criteria and it met to agree the ranking prior to allocation.
