ROBERTS University of California, San Diego he Chinese government has long been suspected of hiring as many as 2 million people to surrep- titiously insert huge numbers of pseudonymous and other deceptive writings into the stream of T real social media posts, as if they were the genuine opinions of ordinary people. Many academics, and most journalists and activists, claim that these so-called 50c party posts vociferously argue for the government’s side in political and policy debates. As we show, this is also true of most posts openly accused on social media of being 50c. Yet almost no systematic empirical evidence exists for this claim https://doi.org/10.1017/S0003055417000144 . or, more importantly, for the Chinese regime’s strategic objective in pursuing this activity. In the first large-scale empirical analysis of this operation, we show how to identify the secretive authors of these posts, the posts written by them, and their content. We estimate that the government fabricates and posts about 448 million social media comments a year. In contrast to prior claims, we show that the Chinese regime’s strategy is to avoid arguing with skeptics of the party and the government, and to not even discuss controversial issues. We show that the goal of this massive secretive operation is instead to distract the public and change the subject, as most of these posts involve cheerleading for China, the revolutionary history of the Communist Party, or other symbols of the regime. -

Die Verheißung unbeschadeten Fortschritts wird in der Ideologie der Kommu- UNIVERSITY PRESS nistischen Partei Chinas (KPCh) durchgängig aufrechterhalten. Ideologeme bringen die Überzeugung der KPCh zum Ausdruck, dass Entwicklung und Fortschritt unter ihrer Lenkung plan- und durchführbar sind, Entwicklungsziele somit erreichbar werden und zukünftiger Fortschritt generiert werden kann. Ideologeme werden als Legitimationsinstrumente eingesetzt, die sowohl eine konkrete Handlung oder Aufforderung beinhalten, wie Ziele erreicht werden können, als auch auf der Überzeugung basieren, dass der Entwicklungsweg der VR China sowie der angestrebte Fortschritt richtig sind. Sie wirken sinn- stiftend in den jeweiligen Kontext hinein und ermöglichen, dass auch über die Äußerungen der Partei hinaus deren ideologische Inhalte Kontinuität behalten. Herausforderungen wie die Realisierung planungsintensiver Großprojekte mit weitreichenden wirtschaftlichen, ökologischen und sozialen Auswirkungen, z.B. der Bau von Atomkraftwerken oder des Drei-Schluchten-Staudamms, und das Erfordernis einer Auseinandersetzung mit der Nuklearkatastrophe von Fukushima und Naturkatastrophen, wie dem Erdbeben von Wenchuan, bieten Anlass für ein Hinterfragen des von der KPCh propagierten Fortschrittsdenkens. In der vorliegenden Arbeit werden Fortschritts- und Entwicklungsideologeme in der KPCh seit dem Jahr 1949 sowie ihr Aufscheinen in den Fallbeispielen, Diskussion der Atomenergie in der VR China, des Wenchuan-Erdbebens und FAU Studien aus der Philosophischen Fakultät 12 des Drei-Schluchten-Staudamm-Projektes, untersucht. Hierbei wird besonders der Diskurs kritischer Stimmen beleuchtet. CHINA (INCLUDES TIBET, HONG KONG, AND MACAU) 2014 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The People’s Republic of China (PRC) is an authoritarian state in which the Chinese Communist Party (CCP) is the paramount authority. CCP members hold almost all top government and security apparatus positions. Ultimate authority rests with the 25-member Political Bureau (Politburo) of the CCP and its seven- member Standing Committee. China completed its once-in-a-decade leadership transition in March 2013, and Xi Jinping held the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission. Civilian authorities maintained control of the military and internal security forces. Repression and coercion were routine, particularly against organizations and individuals involved in civil and political rights advocacy and public interest issues, ethnic minorities, and law firms that took on sensitive cases. Officials continued to employ harassment, intimidation, and prosecution of family members and associates to retaliate against rights advocates and defenders. Individuals and groups regarded as politically sensitive by authorities continued to face tight restrictions on their freedom to assemble, practice religion, and travel. Authorities resorted to extralegal measures such as enforced disappearance and strict house arrest, including house arrest of family members, to prevent public expression of independent opinions. Authorities continued to censor and tightly control public discourse on the internet. Public-interest law firms continued to face harassment, disbarment of legal staff, and closure. There was severe official repression of the freedoms of speech, religion, association, and assembly of Uighurs in the Xinjiang Uighur Autonomous Region (XUAR) and of Tibetans in the Tibet Autonomous Region (TAR) and other Tibetan areas. -

Studies on Asia Nail Houses, Land Rights, and Frames of Injustice 1 on China’s Protest Landscape Steve Hess Miami University, OH With increasing frequency, headline-grabbing protests have become a defining feature of news emanating from China in recent years. Brave individuals have emerged as central actors in heroic epics popularly called “nail-house sagas” that depict citizens defiantly fighting developers and officials to prevent the destruction of their homes. The “nail-house” or dingzihu (钉子户) is a commonly-used Chinese neologism that refers to homes inhabited by persons who tenaciously refuse to vacate them even after they have been slated for demolition. During China’s recent urban real estate boom, many residents have been evicted to make way for new development projects. Those who have resisted, using a broad repertoire of tactics, have in the eyes of developers, become serious nuisances, leading to the characterization of their households (hu) as stubborn “nails” (dingzi) on a plank of wood that cannot be easily be hammered down. These public dramas have captivated audiences throughout China. The original piece had called for political reform and greater respect for constitutional rights as the way to “build a truly free and strong nation” and realize the dream of the Chinese people, a reference to recent speeches by new Chinese Communist Party (CCP) leader Xi Jinping on the “China dream” and the “great revival of the Chinese nation.” The published article, by contrast, praised CCP rule and included factual errors. The last-minute changes were allegedly made on the orders of Tuo Zhen, head of the provincial propaganda department. Although all Chinese media are routinely forced to adjust their coverage per party instructions, the aggressive intervention was seen as an unacceptable violation of a delicate balance whereby the paper’s journalists attempted to conform to CCP directives while also reporting truthfully. -
