That was the message of the American Association of School Librarians (AASL), a division of the American Library Association, national longitudinal survey, School Libraries Count!, conducted between January 24 and March 4, 2012. The annual sur- vey collected data on filtering based on responses to fourteen questions ranging from whether or not their schools use filters, to the specific types of social media blocked at their schools. AASL survey The survey data suggests that many schools are going beyond the requirements set forth by the Federal Communications Commission (FCC) in its Child Internet Protection explores Act (CIPA). When asked whether their schools or districts filter online content, 98% of the respon- dents said content is filtered. Specific types of filtering were also listed in the survey, filtering encouraging respondents to check any filtering that applied at their schools. There were in schools 4,299 responses with the following results: • 94% (4,041) Use filtering software • 87% (3,740) Have an acceptable use policy (AUP) • 73% (3,138) Supervise the students while accessing the Internet • 27% (1,174) Limit access to the Internet • 8% (343) Allow student access to the Internet on a case-by-case basis The data indicates that the majority of respondents do use filtering software, but also work through an AUP with students, or supervise student use of online content individually. -

ROBERTS University of California, San Diego he Chinese government has long been suspected of hiring as many as 2 million people to surrep- titiously insert huge numbers of pseudonymous and other deceptive writings into the stream of T real social media posts, as if they were the genuine opinions of ordinary people. Many academics, and most journalists and activists, claim that these so-called 50c party posts vociferously argue for the government’s side in political and policy debates. As we show, this is also true of most posts openly accused on social media of being 50c. Yet almost no systematic empirical evidence exists for this claim https://doi.org/10.1017/S0003055417000144 . or, more importantly, for the Chinese regime’s strategic objective in pursuing this activity. In the first large-scale empirical analysis of this operation, we show how to identify the secretive authors of these posts, the posts written by them, and their content. We estimate that the government fabricates and posts about 448 million social media comments a year. In contrast to prior claims, we show that the Chinese regime’s strategy is to avoid arguing with skeptics of the party and the government, and to not even discuss controversial issues. We show that the goal of this massive secretive operation is instead to distract the public and change the subject, as most of these posts involve cheerleading for China, the revolutionary history of the Communist Party, or other symbols of the regime. -

Die Verheißung unbeschadeten Fortschritts wird in der Ideologie der Kommu- UNIVERSITY PRESS nistischen Partei Chinas (KPCh) durchgängig aufrechterhalten. Ideologeme bringen die Überzeugung der KPCh zum Ausdruck, dass Entwicklung und Fortschritt unter ihrer Lenkung plan- und durchführbar sind, Entwicklungsziele somit erreichbar werden und zukünftiger Fortschritt generiert werden kann. Ideologeme werden als Legitimationsinstrumente eingesetzt, die sowohl eine konkrete Handlung oder Aufforderung beinhalten, wie Ziele erreicht werden können, als auch auf der Überzeugung basieren, dass der Entwicklungsweg der VR China sowie der angestrebte Fortschritt richtig sind. Sie wirken sinn- stiftend in den jeweiligen Kontext hinein und ermöglichen, dass auch über die Äußerungen der Partei hinaus deren ideologische Inhalte Kontinuität behalten. Herausforderungen wie die Realisierung planungsintensiver Großprojekte mit weitreichenden wirtschaftlichen, ökologischen und sozialen Auswirkungen, z.B. der Bau von Atomkraftwerken oder des Drei-Schluchten-Staudamms, und das Erfordernis einer Auseinandersetzung mit der Nuklearkatastrophe von Fukushima und Naturkatastrophen, wie dem Erdbeben von Wenchuan, bieten Anlass für ein Hinterfragen des von der KPCh propagierten Fortschrittsdenkens. In der vorliegenden Arbeit werden Fortschritts- und Entwicklungsideologeme in der KPCh seit dem Jahr 1949 sowie ihr Aufscheinen in den Fallbeispielen, Diskussion der Atomenergie in der VR China, des Wenchuan-Erdbebens und FAU Studien aus der Philosophischen Fakultät 12 des Drei-Schluchten-Staudamm-Projektes, untersucht. Hierbei wird besonders der Diskurs kritischer Stimmen beleuchtet. Best known for his tenure as managing editor of Southern Weekend, one of China’s most progressive newspapers, Qian is one of China’s foremost journalists. Qian was also the executive editor and a co-creator of “News Probe,” CCTV’s pioneering weekly investigative news program with nearly 20 million viewers. He is also the author of “The Great China Earthquake,” (Foreign Language Press, Beijing, 1989) a book that details for the first time the destruction and the human stories of 1976 earthquake at Tangshan in which 250,000 people were killed. -

Human Rights FREEDOM OF EXPRESSION International Standards on Freedom of Expression The Chinese government and Communist Party continued to re- strict expression in contravention of international human rights standards, including Article 19 of the International Convenant on Civil and Political Rights (ICCPR) and Article 19 of the Universal Declaration of Human Rights.1 According to the ICCPR—which China signed 2 but has not ratified 3—and as reiterated in 2011 by the Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression, countries may impose certain restrictions or limitations on freedom of expression, if such restrictions are provided by law and are necessary for the purpose of respecting the ‘‘rights or reputations of others’’ or protecting na- tional security, public order, public health, or morals.4 An October 2009 UN Human Rights Council resolution declared restrictions on the ‘‘discussion of government policies and political debate,’’ ‘‘peace- ful demonstrations or political activities, including for peace or de- mocracy,’’ and ‘‘expression of opinion and dissent’’ are inconsistent with Article 19(3) of the ICCPR.5 The UN Human Rights Com- mittee specified in a 2011 General Comment that restrictions on freedom of expression specified in Article 19(3) should be inter- preted narrowly and that the restrictions ‘‘may not put in jeopardy the right itself.’’ 6 Reinforcing Party Control Over the Media INSTITUTIONAL RESTRUCTURING OF PARTY AND GOVERNMENT AGENCIES In March 2018, the Chinese -

Kieda, Dean of The Graduate School. ABSTRACT This dissertation advances a networked approach to social movements via the study of contemporary environmental protests in China. Specifically, I examine anti- paraxylene protests that occurred in 2007 in Xiamen, in 2011 in Dalian, and in 2014 in Maoming via news reports, social media feeds, and conversations with witnesses and participants in the protests. In so doing, I contribute two important concepts for social movement scholars. The first is the treatment of protests as forces majeure that disrupt networks and force the renegotiation of relationships. This turn helps scholars to trace the movement of the social via changes in human consciousness as well as changes in relationships. The second concept I advance is wild public networks, which take seriously new media as making possible different forms of protest. -
