The People's Republic of China Fourth National Report for the Joint English Version The People’s Republic of China Fourth National Report for the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management Prepared for the Sixth Review Meeting July, 2017 Beijing, China Preface Chinese Government has consistently accorded high priority to the safety of spent fuel management and the safety of radioactive waste management. The 21st Session of the Standing Committee of the 10th National People’s Congress, the People’s Republic of China, decided to access to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (hereinafter referred to as Joint Convention), which was adopted on 5 September 1997 by a Diplomatic Conference convened by the International Atomic Energy Agency and,at the same time, stated that the Joint Convention is not, for the time being, applicable to the Marco Special Administration Region of the People’s Republic of China, unless otherwise stated by Chinese Government. On 13 September 2006, China sent its submission of accession instrument to the Depositary. The Joint Convention entered into force to China from the day of 12 December 2006 on. The 1st, 2nd and 3rd National Reports of the People’s Republic of China on the fulfillment of the obligations of the Joint Convention were submitted, in October 2008, and October 2011 and October 2014, respectively, to the 3rd, 4th and 5th Review Meetings of the Contracting Parties. This report is provided, according to the Article 32 of the Joint Convention, as the 4th National Report of the People’s Republic of China to the 6th Review Meeting of the Contracting Parties. This Report describes the situation of how the obligations of the Joint Convention is implemented in China, and is composed of two parts. The Part 1 is the status report of Joint Convention fulfillment by the Central Government of the People’s Republic of China, and the Part 2 is the status report of Joint Convention fulfillment by the Hong Kong Special Administrative Region of the People’s Republic of China. The data on the inventory and checklist provided in the present report was gathered as of December 31, 2016. This report does not include information of Taiwan Province of the People’s Republic of China. Prof. Dr. Daniel Van Den Bulcke Institute of Development Policy and Management University of Antwerp i Preface While the establishment of economic zones at the beginning of China’s open door policy were careful attempts to open China’s door to the outside world and abandon its isolationist policy, the Chinese leadership today is undoubtedly very proud of these achievements. Twenty five years after the first four Special Economic Zones (SEZ) and twenty years after the development and construction of state- level economic and technological development zones, the China National Philatelic Corporation, which belongs to the Chinese Ministry of Posts and Telecommunications, issued a special stamp in 2004 to commemorate the establishment of the Economic and Technological Development Zones (ETDZ). An accompanying leaflet stated “This stamp was issued in commemoration of the glorious achievements of the state-level economic and technological zones in the past 20 years, highlighting the role and position of the construction of the development zones in China’s economic construction. Deng Xiaoping’s inscription is the main element in the design of the stamp, and abstract symbols are used to reflect the radiating and driving role of the development zones as windows and models.” This report attempts to describe and evaluate the policy of China to use economic zones as vanguards of development. It is based on desk research with a focus on the studies of clusters and a field trip to China in April 2004 with visits to a number of zones in Shanghai, Chengdu, Chongqing, Beijing and Dalian and interviews with managers of the zones and some Belgian companies located in the zones.

The re- sults show that: 1) salinity, dissolved oxygen (DO), chemical oxygen demand (COD) and nutrients had been enhanced after the thermal discharges started in 1994; 2) the concentration of Chl-a in- creased while the net-phytoplankton abundance decreased; 3) diversity of the phytoplankton community had decreased; 4) fishery production had declined; and 5) frequency of Harmful Algal Bloom occurrence had increased.

Therefore, a comprehensive risk assessment of storm surge over the coastal area of Huizhou can delimit zones that could be affected to reduce disaster losses. In this paper, typhoon intensity for the minimum central pressure of 880 hPa, 910 hPa, 920 hPa, 930 hPa, and 940 hPa (corresponding to 1000-year, 100-year, 50-year, 20-year, and 10-year return period) scenarios were designed to cover possible situations. The Jelesnianski method and the Advanced Circulation (ADCIRC) model coupled with 15 the Simulating Waves Nearshore (SWAN) model were utilized to simulate inundation extents and depths of storm surge over the computational domain under these representative scenarios. Subsequently, the output data from the coupled simulation model (ADCIRC–SWAN) were imported to Geographical Information System (GIS) software to conduct the hazard assessment for each of the designed scenarios.

China Summary – Skeletonema costatum like cells are recorded globally and often generate ahuge biomass when blooming. In the present study we performed ataxonomic and geographic survey of the species diversity in Skeletonema along the Chinese coastline. We concentrated our efforts on Xiamen Harbour, where we followed the annual cycle of the generic diversity by collecting 51 water samples from 2006 to 2010. Atotal of 687 strains of Skeletonema were established and they were identified as S. ardens, S. costatum, S. dohrnii, S. grevillei, S. menzelii,and S. tropicum. S. dohrnii is awinter-spring species, whereas other species tend to appear in summer and autumn. S. costatum is the single species present throughout the year. To assess how the species overcome the period in which they are not detectable in the water column we also sampled the surface sediments and either isolated resting stages and incubated them into cultures, or we generated monoclonal strains by incubating the sediment and isolated whatever emerged from it. The above six species except S. grevillei, and S. pseudocostatum as well, were detected this way, implying that the species produce resting stages.

Principal component analysis has extracted the four latent factors, thus explaining 85.52% of the total variance. Cluster analysis and principal component analysis have identified three different patterns of water quality based on anthropogenic effects and marine characteristics: Cluster I located in the outer and middle parts of the bay, Cluster II close to downtown Sanya, Cluster III located in the Sanya River estuary. In terms of the temporal pattern, principal component analysis and cluster analysis have distinguished the dry season from November to the following April, and the rainy season from May to October. The temporal pattern is related to climate and natural characteristics. The similarity index between variables and scores of samples can further distinguish the contribution of the variables to the samples.

    Blueprint of Coastal Wetland Conservation and Management in China The Convention on Wetlands Management Office, Institute of Geographic Sciences and People's Republic of China Natural Resources Reasearch, CAS Blueprint of Coastal Wetland Conservation and Management in China FORWARD Coastal wetlands are the source of abundant biodiversity and valuable ecological services, which support our human livelihoods and contribute to our long-term prosperity– both economic and social. Coastal wetlands in China are critical, life- supporting habitats that sustain irreplaceable biodiversity, including millions of migratory water birds, along with many unique species of plants and other animals. However, as the recently completed Blueprint of Coastal Wetland Conservation and Management in China indicated, coastal wetlands in China are the most threatened but least protected wetlands of all ecosystems in China. Since the 1950s, China has lost more than 60% of its natural coastal wetlands to economic development, and the speed and scale of coastal wetland reclamation in the past 15 years is especially stunning. Henry M. Paulson, Jr. Due to this over-reclamation of coastal wetlands, we have already begun to see adverse Chairman, socioeconomic and ecological consequences. Paulson Institute The Blueprint project was a joint initiative of the Paulson Institute, the Convention on Wetlands Management Office of P. R. China (CWMO), and the Institute of Geographical Science and Natural Resources Research of Chinese Academy of Sciences. Experts from various institutions mapped the biodiversity and threats to China’s coastal wetlands and identified 180 priority conservation sites, including 11 most important, but unprotected habitats for migratory birds. Based on scientific analysis, they have produced a set of policy recommendations for the Chinese government.

Observations of high-resolution coastal phenomena were obtained by using a tow-yo instrument and a turbulence profiler at Daya Bay in the South China Sea in October 2015. Details of coastal phenomena, including warm water from a nuclear plant discharge, as well as an upwelling, and front, were obtained.
