Prof. Dr. Daniel Van Den Bulcke Institute of Development Policy and Management University of Antwerp i Preface While the establishment of economic zones at the beginning of China’s open door policy were careful attempts to open China’s door to the outside world and abandon its isolationist policy, the Chinese leadership today is undoubtedly very proud of these achievements. Twenty five years after the first four Special Economic Zones (SEZ) and twenty years after the development and construction of state- level economic and technological development zones, the China National Philatelic Corporation, which belongs to the Chinese Ministry of Posts and Telecommunications, issued a special stamp in 2004 to commemorate the establishment of the Economic and Technological Development Zones (ETDZ). An accompanying leaflet stated “This stamp was issued in commemoration of the glorious achievements of the state-level economic and technological zones in the past 20 years, highlighting the role and position of the construction of the development zones in China’s economic construction. Deng Xiaoping’s inscription is the main element in the design of the stamp, and abstract symbols are used to reflect the radiating and driving role of the development zones as windows and models.” This report attempts to describe and evaluate the policy of China to use economic zones as vanguards of development. It is based on desk research with a focus on the studies of clusters and a field trip to China in April 2004 with visits to a number of zones in Shanghai, Chengdu, Chongqing, Beijing and Dalian and interviews with managers of the zones and some Belgian companies located in the zones. -

In this study, we investigated the transportation function of coastal ports in China from the perspective of cargo structure using a similarity coefficient. Our research considered both adjacent ports and hub ports. We found that the transportation function of some adjacent ports was very similar in terms of outbound structure (e.g., Qinhuangdao and Huanghua) and inbound structure (e.g., Huanghua and Tangshan). Ports around Bohai Bay and the port group in the Yangtze River Delta were the most competitive areas in terms of outbound and inbound structure, respectively. The major contributors to port similarity in different regions varied geographically due to the different market demands and cargo supplies. For adjacent ports, the functional convergence of inbound structure was more serious than the outbound. The convergence between hub ports was more serious than between adjacent ports in terms of both outbound and inbound structure. The average similarity coefficients displayed an increasing trend over time. -

We recorded 4,615 marked shorebirds from throughout the East Asian-Australasian Flyway (EAAF). Included in the total flag sightings were 873 that we could identify to an individual bird, within those were 613 sightings of colourbanded birds from North West Australia (NWA), the main focus of this study, and this gave us 285 individually recognizable individuals. -

*OFFICIAL USE ONLY Project Summary Information Date of Document Preparation: August 2021 Project Name Liaoning Green Smart Public Transport Demonstration Project Project Number 000406 AIIB member People’s Republic of China Sector/Subsector Transport / urban transport Status of Financing Under preparation Project Description The proposed Project will, above all, substitute modern battery electric buses (BEBs) for existing diesel-fueled or gas-fueled buses in five small and/or medium cities in Liaoning, including Fuxin City, Hu’ludao City, Jinzhou City, Panjin City, and Yingkou City (together Project cities). Also, public transport management systems in the Project cities will be upgraded using smart digitalized platforms. The proposed Project will demonstrate that: (i) BEBs are viable options to zero-emission public transport systems in Liaoning; and (ii) smart public transport management system can enhance the efficiency of public transport, provide better services, and attract more passengers to use public transport in the Project cities. Key Project activities include: (i) procurement of about 1,285 BEBs. (ii) construction of about 352 new bus chargers. (iii) installation of smart public transport management systems and supporting software and equipment in the Project cities, which include automated fare collection terminals, automatic vehicle location system, real-time driving assistance and safety systems, passenger information systems, depot management system, and bus stop management system, etc. (iv) construction of the Liaodong Bay Intercity Bus Service Center in Panjin, (v) construction of the New Green Bus Maintenance Workshop in Fuxin, and (vi) technical support and capacity building to the five bus companies on BEBs and smart public 1 *OFFICIAL USE ONLY transport technology. -

Following in Shenzhen’s footsteps, the wave of innovation has not only been set off in its neighbouring cities such as Guangzhou and Dongguan, but also in Huizhou, where the local government is putting effort in building Guangdong Silicon Valley. This article will give a brief introduction on Huizhou’s movement towards establishment of Guangdong Silicon Valley and its current Social Implementation1 of innovation and advanced technology. 1. BACKGROUND Huizhou occupies a pivotal position in Shenzhen-Dongguan-Huizhou Economic Circle2 and lies in the core district of eastern Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter “Greater Bay Area”). Since China’s reform and opening up, it has been acting as one of the major industrial cities in Pearl River Delta (hereinafter “PRD”) and has matured petrochemicals and electronic information industries as its pillar industries. I. Project Context Country Context China’s economy grew 10 percent a year on average over the last three decades. Over 500 million Public Disclosure Authorized people were lifted out of poverty during this time (World Bank and Development Research Center of the State Council, 2013). Since the national law on compulsory education was passed in 1982, access to education has significantly improved. While the basic education cycle spans 15 years, a nine-year education cycle comprising primary and junior secondary school is compulsory for the nation’s children. The adult literacy rate has increased from 66 percent in 1982 to 96 percent in 2015. In addition to improvements in access, results from international student assessments – such as the Organisation for Economic Co-Operation and Development’s (OECD) Program for International Student Assessment (PISA) – demonstrate that the country is home to some of the best performing school systems in the world (World Bank, 2016). This socioeconomic progress of the past 30 years has raised the well-being of the population. China has made large strides in human development in terms of increased average life expectancy, education, and average income. -
Preliminary Determinations in the Antidumping Duty Investigations On
FACT SHEET Preliminary Determinations in the Antidumping Duty Investigations on Certain Frozen and Canned Warmwater Shrimp from the People's Republic of China and the Socialist Republic of Vietnam On July 6, the Department announced its preliminary determinations in the antidumping duty investigations on imports of certain frozen and canned warmwater shrimp from the People’s Republic of China (PRC) and the Socialist Republic of Vietnam (Vietnam). We preliminarily find that with the exception of one Chinese producer/exporter, Zhangjiang Guolian Aquatic Products Co., Ltd., Chinese and Vietnamese producers/exporters have sold frozen and canned warmwater shrimp in the U.S. market at less than fair value, with margins ranging from 7.67 percent to 112.81 percent for imports from the PRC and 12.11 percent to 93.13 percent for imports from Vietnam. Next Steps: Interested parties are invited to submit comments on these preliminary determinations. The Department will consider all submitted comments along with record evidence before making its final determinations on or about November 24, 2004. If the Department makes a final affirmative determination in either or both investigations, the U.S. International Trade Commission (ITC) is scheduled to make its final injury determinations on or about January 8, 2005. If the ITC makes a final affirmative determination that imports are materially injuring, or threatening to materially injure, the domestic industry, the Department will issue antidumping duty orders and will instruct U.S. Customs and Border Protection (Customs) to collect cash deposits on imports of subject merchandise. Companies Qualifying for a “Separate Rate”: Based on the voluntary questionnaire responses submitted by certain Chinese and Vietnamese companies, the Department has preliminarily determined that these companies have demonstrated an absence of government control that is required to be eligible to receive “separate-rate” status. -

Guangdong Information
Guangdong Information Overview Guangdong’s capital and largest city is Guangzhou. It is the southernmost located province on the China mainland. Guangdong is China’s most populous province with 110,000,000 inhabitants. With an area of 76,000 sq mi (196, 891 sq km) it is China’s 15th largest province. Its sub-tropic climate provides a comfortable 72°F (22°C) annual average. Cantonese is spoken by the majority of the population. Known nowadays for being a modern economic powerhouse and a prime location for trade, it also holds a significant place in Chinese history. Guangdong Geography Guangdong is located in the south of the country and faces the South China Sea. The long hilly coast stretches 2670 miles (4.300 km) totaling one fifth of the country’s coastline. There are hundreds of small islands located in the Zhu Jiang Delta, which is where the Dong Jiang, Bei Jiang and Guang Jiang rivers converge. Among these islands are Macao and Hong Kong, the latter of which stretches its political boundaries over a portion of the mainland as well. Hainan province, an island offshore across from the Leizhou Peninsula in the southwest, was part of Guangdong until 1988 when it became a separate province. Guangzhou and Shenzhen are both located on the Zhu Jiang River. Guangdong China borders Hunan, Jiangxi, Fujian, and Hainan provinces in addition to the Gunagzhuang Autonomous Region, Hong Kong, and Macao. Guangdong Demographics Guangdong China is composed of 99% Han, .7% Zhuang, and .2% Yao. The Hui, Manchu, and She make up most of the remaining .1%.
