    Joint letter to the High Representative of the Union for Foreign Affairs and Security Policy, and Vice President of the European Commission and the European Commissioners for Development and Trade 5 December 2013 Dear Catherine Ashton, Andris Piebalgs and Karel de Gucht, First, we very much welcome the opportunity to regularly discuss “policy coherence for development” (PCD) during Foreign Affairs Council (DEV) meetings, in particular during the upcoming meeting that will be held on December 12th. But whilst substantial progress has been made over the past years, we believe more can be done to mainstream PCD across non- development policies, notably across trade policies. We would like also to take the opportunity to thank you for the organization of the next Informal Meeting of EU Experts on Economic Partnership Agreements (EPAs) in January. In this context, with the EPAs currently being negotiated between the EU and ACP regions precisely conceived as both trade and development tools, we want to highlight that the negotiations between the EU and ACP regions are at a critical stage for us all to be constructively supportive in pursuit of our joint objectives. As you know, our States have always supported development-oriented EPAs. Based on a shared commitment to a trade and development partnership between the EU and the ACP countries and regions, EPAs will promote regional integration and integration into the world economy, and enhance predictability and secure legal certainty. We remain convinced that these gradual and asymmetrical trade liberalization agreements, negotiated on a regional basis, and coupled with targeted co-operation and assistance to help ACP countries implement them, could have a significant positive impact on our partner countries.

The Council held an exchange of views with International Quartet Envoy Tony Blair on the situation in Gaza following the Israeli operation in international waters against the Flotilla. It adopted conclusions calling for an immediate, full and impartial inquiry, declaring that the situation in Gaza is unsustainable and calling for the policy of closure to be changed and the crossings to be opened for the flow of humanitarian aid, commercial goods and persons. It declared that the EU is ready to contribute to the implementation of a mechanism to permit the reconstruction of Gaza and the revival of its economy. The Council discussed Iran's nuclear programme and adopted conclusions welcoming UN Security Council Resolution 1929 imposing a fourth round of sanctions. It also prepared for the discussion by Heads of State or Government at the European Council on Thursday on measures to accompany and support the UN Resolution.

Dopo l’accordo raggiunto tra gli Stati membri, un intenso negoziato sull’organizzazione del nuovo Servizio si è sviluppato soprattutto tra Alto rappresentante e Parlamento europeo. Quest’ultimo sta cercando di acquisire una capacità di controllo democratico ( accountability ) sulla politica estera, di sicurezza e difesa europea. Quello che conta è che l’ Alto rappresentante riesca, tramite il Seae, ad assicurare un più stretto coordinamento tra i vari aspetti dell’azione esterna dell’Unione europea.     MEDIA RELEASE 12 March 2013 EU Commissioner for Development, Andris Piebalgs to Address Auckland Business The New Zealand Europe Business Council is hosting a luncheon in Auckland on 25 March at which European Union Commissioner for Development, Andris Piebalgs will address the Auckland business community. Commissioner Piebalgs is co-host with the New Zealand government of the Pacific Energy Summit which runs in the city from 24 to 26 March. While the Summit includes an investment showcase to connect development partners and Pacific countries with private sector investors and investment banks, the NZEBC luncheon will provide New Zealand business interests with the opportunity to hear directly from the Commissioner about funding partnership policies. The focus of the Summit is on investment in both renewable energy and energy efficiency. The Summit is a joint initiative designed to enable Pacific countries and territories to work with development partners to take a substantive step towards their goals of implementing energy efficiency and renewable energy initiatives, with a special focus on generation and distribution of electricity.     13.06.2013 Important dialogue in Latvia with Andris Piebalgs on the next global development agenda European Commissioner for Development, Andris Piebalgs, will participate on June 14 in a debate organised by the Latvian Platform for Development Cooperation (LAPAS) in Riga, on the priorities for the Development Agenda after 2015, once the Millennium Development Goals (MDGs) reach their target date. Speaking ahead of the event, Commissioner Piebalgs said: "We owe a lot to the MDGs. Today there are half a billion fewer people living with less than $1.25 a day, and child death rates have fallen by more than 30%. But the world has simply changed too much and to fulfill our vision of promoting sustainable development, we must go beyond that. We have a real chance to eradicate poverty by 2030. In order to achieve this, the new agenda should apply to every country and every citizen; it should be truly universal in its application and coverage. " For the first time Latvia will play important role at global scale by giving input in the debate on post-2015 framework from EU12 perspective. Entitled "Towards Post-2015 with Unique Experiences: Is there anything to contribute from EU12 perspective?”, the debate will take place in the Ministry of Foreign Affairs on 14th June from 11:30 till 15:30.
