MOSCOW TRANSPORT FACT SHEET MAY 22, 2020 Transport against the virus What does Moscow transport do against coronavirus? The Presidential Decree introduced a non-working period, and in Moscow it was then generally extended until May 31, 2020 in order to reduce the spread of coronavirus, but Moscow transport will continue its operation. Since May 12, 2020 manufacturing companies are allowed to re-start working subject to all safety measures, and all passengers must wear protective masks and gloves to travel by public transport. PPE are available for purchase at Moscow Transport infrastructure. On May 25, 2020 Moscow enters the 1st phase of easing lockdown rules: • Travelling around Moscow will become possible only with the use of Moscow-issued digital permits – regional permits will not be accepted; • The Moscow Carsharing will restart its work, but temporarily a car will be available for usage for not less than 5 days and will be disinfected after every driver; • Wearing masks and gloves will remain obligatory in public transport and its infrastructure. The digital permit system: On April 15, 2020 a digital permit system was introduced in Moscow to reduce the spread of the disease. A citizen must get a digital permit to use any mode of private or public transport, and no permit is required for walking. A digital permit can be issued online or by contacting the dedicated hotline. On April 22, 2020 the automated permit control system was introduced. It helps to prevent the social distancing rules’ violation and limit the human factor at the control zones. The sale of single paper tickets and the bank cards’ usage at turnstiles are temporarily canceled. The automatic violating cars’ detection system has been launched in Moscow: • The automatic system to detect in real time those cars, which circulate without permits, and to report it to the nearest traffic police posts. • The technology was developed by the Moscow Traffic Control Center under the Government of Moscow and operates on the basis of more than 2500 photo and video cameras; • The cameras scan the car stream, define license plates, check the data against the database of license plates associated with digital passes. All this happens automatically and in real time. If an intruder is found, car data is transmitted to the nearest traffic police posts; • The Moscow Assistant mobile app entered the Top-12 of the best innovative solutions in the world for fighting against COVID-19. The Moscow Assistant app is listed in the world map, where commercial and state structures that are contributing to the fight against coronavirus. The application received the 12th place out of 704 in the world and the 3rd out of 14 in Moscow. • Using the Moscow Assistant app, taxi drivers, employees of the Transport Complex and law enforcement agencies can check for a valid digital pass. Ordinary citizens can also use the Moscow Assistant app to check digital passes before leaving home. Fare payment: ● Since April 13, 2020 doctors and employees of all medical institutions, who are struggling with coronavirus, can use city parking lots for free; ● The discounted fare is cancelled for schoolchildren, students, passengers over 65 years of age, people with chronic diseases; ● Passengers are recommended to use contactless payment options for public transport and parking; ● All passengers can extend their tickets’ validity. The Moscow Metro, the Moscow Central Circle and the Moscow Central Diameters: ● NEW! All the MCC stations are equipped with hand sanitizers; ● NEW! Platform stickers indicate less crowded metro cars; ● NEW! More than 4000 people daily disinfect the Moscow Metro; ● NEW! Sales of masks and gloves in the Moscow Metro are declining thanks to the fact that more and more passengers come to public transport with their own PPE; ● 900 thousand square meters of area are daily cleaned and disinfected in the Moscow Metro; ● All stations’ doors are fixed open to minimize passenger contact with surfaces; ● All passenger zone and ventilation shafts are disinfected with hot air; ● All metro trains are wet-cleaned and disinfected with UV-lamps before operation; ● More than 250 thousand seats are daily disinfected; ● All metro tunnels are washed with a special machine using a disinfecting agent; ● Air filters in metro trains with built-in air conditioning are changed 2 times more often; ● Every 1,5-2 hours handrails, turnstiles, entrance door handles and cash zones are disinfected; ● More than 1.6 thousand ticket vending machines are washed every hour; ● The frequency of cleaning and disinfection at the MCD stations has been increased, now all the stations are disinfected every 2 hours; ● The Moscow Central Diameters’ train Ivolga, the Nakhabino and Aeroexpress depots are disinfected by 130 employees in 24/7 mode; ● The MCD trains are disinfected with cold fog, which kills almost 100% of germs. Surface transport: ● NEW! Children remind passengers of the need to comply with the safety rules – audio recording is broadcast in surface transport; ● Almost 3,8 thousand media screens demonstrate the safety rules for travelling in surface transport; ● More than 8 thousand buses, trolleybuses, electric buses and trams are disinfected after shifts every day and cleaned at terminal stations; ● Safety measures for drivers have also been strengthened - in buses, trolleybuses and electric buses, the front area is protected by a signal tape and on-board ticket-selling is canceled; ● All inside surfaces are treated with special disinfectants, including the driver’s cab, handrails, glass and seats. Road traffic situation in Moscow Conclusions March 2 - May 20, 2020 Road traffic and passenger flow fact sheet Wednesday May 20, compared with the beginning of March 2020: 1. The total number of metro trips (passenger flow shift and metro cars capacity are presented in the Appendix 1) decreased by 79% (6.93 million): for paid trips, the decrease was 78%, and for discounted trips – 84%. The largest decrease was observed among schoolchildren/students (99%) and pensioners (100%). It is 16% (0.24 million) more than a week ago. 2. The total number of trips by surface transport decreased by 80% (4.56 million), and it is 12% (0.12 million) more than a week ago. 3. The number of unique public transport passengers (metro and surface transport) decreased by 79% (4.59 million), and it is 14% (0.14 million) more than a week ago. 4. The number of taxi and car-sharing rides decreased by 38% and 100%, respectively, as car- sharing rides are temporarily canceled. The number of taxi trips increased by 12% since the previous week. 5. The average daily number of vehicles in the city decreased by 25% (800 thousand vehicles), and it is 7% (150 thousand) more than a week ago. 6. The total number of cars entering Moscow decreased by 24%, and the number of cars exiting Moscow – by 21%. 7. The average number of cars moving in the city in the morning rush hour (08:00-10:00) decreased by 25% (144 thousand vehicles/hour), at the day time (10:00-17:00) – by 22% (114 thousand vehicles/hour), at the evening rush hour (17:00-20:00) – by 10% (45 thousand vehicles/hour). 8. The average number of cargo vehicles decreased by 14% (37 thousand vehicles), and it is 6% (13 thousand vehicles) more than a week ago. 9. The number of paid parking sessions decreased by 48% (108.6 thousand), and it is 10% (10.9 thousand) more than a week ago: – Inside the Boulevard Ring there is a 48% decline (4.3 thousand) than in the beginning of March, and it is 10% (0.4 thousand) more than a week ago; – Between the Boulevard Ring and the Garden Ring there is a 46% decline (15.4 thousand), and it is 13% (2 thousand) more than a week ago; – Between the Garden Ring and the Third Ring Road there is a 46% decline (47.8 thousand), and it is 11% (5.8 thousand) more than a week ago; – Between the Third Ring Road ring and the Moscow Ring Road there is an 52% decline (39.8 thousand), and it is 8% (2.7 thousand) more than a week ago; – Outside the Moscow Ring Road there is a 62% decline (1.3 thousand), and it is 8% (2.7 thousand) more than a week ago. The maximum workload in the evening rush hour decreased by 4 points, and the average daily - by 2.5 points. According to TomTom, workload in the morning rush hour decreased from 73% to 24% (by 49 percentage points), in the evening - from 83% to 35% (by 48 percentage points), and the average daily - from 56% to 19% (by 37 percentage points) (the dynamics of the workload by TomTom and the photo materials of the workload are presented in Appendixes 2 and 3). The average daily speed increased by 47%, and the number of accidents decreased by 82%. 10. Moreover, there is a decrease in the suburban trains’ passenger flow by 64% (1.14 million). 11. At airports, there is a decrease in the number of arriving and departing passengers: – Sheremetyevo: the number of arrivals on domestic flights decreased by 78% (16.8 thousand), and on international flights decreased by 99% (20.9 thousand). The number of departing passengers on domestic flights decreased by 81% (19 thousand), while on international flights it decreased by 99% (22.2 thousand). – Domodedovo: the number of arrivals on domestic flights decreased by 79% (12.9 thousand), and on international flights decreased by 100% (10.4 thousand). The number of passengers departing on domestic flights decreased by 85% (15.2 thousand), while on international flights it decreased by 100% (9.9 thousand). – Vnukovo: the number of arrivals on domestic flights decreased by 95% (13.7 thousand), and on international flights decreased by 100% (11.8 thousand).
