About Us

The Edmonton Garrison Military Family Resource Centre (MFRC) is a non-profi t society registered under the Alberta Society’s Act. The agency is also registered with Revenue as a charitable organization.

Edmonton is part of a national network of 32 MFRCs, providing mandated services and responding to community need through positive action, education and support.

We are governed by a volunteer Board of Directors comprised of military spouses, CF members, and ex-offi cio members. Our MFRC depends on the talents and skills of these dedicated volunteers to make guiding decisions.

Absences from family support systems, diffi culties during deployments, solo parenting or coping with an injury or loss are realities for military families: realities which can have a signifi cant impact on family well-being.

For over 25 years, our Board of Directors, staff and volunteers have been committed to supporting military families as they navigate the many unique challenges of military life through programs and services that enhance the strength and resilience of military families.

CHILD AND YOUTH DEVELOPMENT AND PARENTING SUPPORT

The MFRC supports parents in their care-giving role and provides opportunities for healthy development of children and youth. We off er a Day Care, Playschool, Out of School Care, Casual Care and Youth Centre as well as programs for parents and children. Programs are designed to support positive child/adult interactions, enhance parenting and caregiving skills, and foster youth engagement in the community. FAMILY SEPARATION AND REUNION

Whether your family is preparing for your loved one’s deployment, temporary duty, extended course, unaccompanied posting, overseas missions or return home from deployment, you’ll fi nd the resources that your family needs here. The MFRC Deployment Support program provides resources, programs, events and support to CAF families prior to, during and after an absence. Registration for most Deployment programs will be open to all Defence Team families pending space availability.

MENTAL HEALTH AND WELLNESS

If you are looking for parenting, relationship, personal or communication support, drop by or call us; we are here for you. Prevention, Support and Intervention (PSI) enhances the social and emotional well-being of CAF families. Military life presents unique challenges to families; our services will assist in the navigation of the programs and services available. They are designed to be preventive in nature, and can assist individuals and families in managing periods of high stress and crisis.

We off er confi dential, short-term counselling and crisis support, as well as information and referral services. Furthermore, the program off ers access to education and preventive programming regarding many topics. Drop in or contact one of the PSI staff by dialing (780) 973-4011, ext. 6300 and ask for the intake worker Monday to Friday between the hours 8:30 am – 5:00 pm. PERSONAL DEVELOPMENT AND COMMUNITY INTEGRATION

Mobility is an inherent part of the military lifestyle. We are here to help you integrate into your new community and support your personal, family and community development. Services include: Welcome and Community Orientation Service, Information and Referral Services, Community Outreach and Development and Second Language Services.

VETERAN FAMILY SUPPORT - PILOT PROGRAM

The Veteran Family Program is a four-year pilot program that provides services to medically-releasing CAF members. The Edmonton Garrison Military Family Resource Centre is one of the seven pilot sites off ering the Veteran Family Program to members and veterans who wish to access supports and services as they transition to civilian life. Who we serve: Medically-releasing CAF members and their families, Veterans who have medically released from the CAF (since 30 November 2014) and their families. The Veteran Family Program services include: Enhanced Information and Referral Services, Transition Programs and Access to Intervention Support. 5 Military Family Resource Centre

Build-a-Bear Deployment Program Children of deployed parents may be eligible to receive a $15 gift certifi cate to a Build-a-Bear workshop. Many people like to put a voice recording in the teddy with a special message from the deployed parent. Having a special stuff ed friend to hug and being able to hear their deployed parent’s voice can help children keep mom or dad close to their heart throughout the deployment. To receive your free gift certifi cate please visit the MFRC front desk.

Business Registry The MFRC Business Registry is a collection of small or home-based businesses run by members of the military community. Paid membership provides community members the opportunity for exposure within the Edmonton Garrison via our business board, website and Business Registry pamphlet. If you would like to have your business listed or for more information on the MFRC Business Registry phone the Community Development Coordinator at (780) 973-4011 ext. 2285.

Community Coff ee Whether you are new to the Garrison or have been here forever, this drop-in monthly coff ee is a great opportunity for you to meet other military families, MFRC staff , volunteers and our partners. Join us for complimentary Tim Hortons coff ee and Timbits (generously donated by our Lancaster Park Tim Hortons), while getting to know others and fi nd out what is happening in your community. We hope to see you there!

Computer Lab In order to better serve you the MFRC off ers free Internet access. There are four computers available with access to a printer. This service is off ered Monday to Friday from 8:30 am to 5:00 pm. Supervised internet access is also available for teens at the Youth Centre.

Language Services Language Services provides training, resources, information, services and activities to assist military families integrating into the community. We work with Francophone community agencies to research and develop programs based on the suggestions and needs of the community. Free second language training courses are off ered to military spouses in order to facilitate integration into their new community. Outreach We strive to connect with and be a resource to our military families living in outlying communities. SpecialS Needs Support, Information and Referral TheT MFRC off ers support, information and referral to caregivers of children, youth and adults with disabilities. SupportS for individuals with disabilities is also off ered. A list of resources and local support services is available to meet the unique needs of each family.

Services off ered: Information Sessions, Access to Support and Resources, Assistance in Obtaining Funding, Networking Opportunities, Referrals to Community Agencies.

Special Needs Peer Support Group This informative and supportive group off ers parent-to-parent peer support and networking for families with children/adults with special needs. Families will have the opportunity to connect with other agencies, professionals and families with similar concerns.

Volunteer Opportunities The MFRC depends on passionate people, eager to support our military families. Volunteering will give you an opportunity to give back to an area you’re interested in, can be a great way to meet new friends, cultivate a sense of community, learn new skills, and gain valuable experience. There are many volunteer opportunities throughout the year, which suit a wide variety of interests. If volunteering your time is an investment you would like to make, please make an appointment with our Community Development Coordinator at (780) 973-4011 ext. 2285. Youth Centre

The MFRC Youth Centre is located within the MFRC, it exists to provide all-inclusive structured and non-structured programs, social opportunities and leisure activities for youth between the ages of 9 to 17 years of age from military families. We are open various days during the week as well as some weekends.

Equipped with a pool table, foosball table, ping pong tables, air hockey, and tons of board games. It is furnished with a big screen TV, as well as an extensive music and video collection for Nintendo Wii, Xbox and Sony PS3 game systems. The youth centre also off ers a fully stocked canteen and two dedicated computers and interlinked gaming computers. Some structured activities include Dances, various tournaments, pizza and movie nights. Welcome Line and Warmline Welcome Line services welcome new CAF members and their families to the Edmonton area and initiate contact with them. They answer any questions they may have about settling into their new community and inform families about our programs and services that may be of interest to them.

Warm line services are for adult family members (partner, parent, sibling, etc.) of deployed CAF members, who will be away for more than four weeks on course, fi eld exercise, unaccompanied posting or overseas deployment. The Warmline provides support, information and a friendly, listening ear through regularly scheduled telephone calls with trained and caring volunteers. Canadian Forces Member Assistance Program (CFMAP) 1-800-268-7708 CFMAP is a voluntary and confi dential service, initiated by the (CAF) to help memberss (, all Reserve Class Members, Cadets) and family members who have personal concerns that aff ect their personal well-being and/or work performance. It is off ered by the Employee Assistance Services of Health Canada in partnership with the Canadian Armed Forces.

They can assist with concerns such as marital and family related issues, interpersonal relations, personal and emotional, work-related stress and burn-out, harassment and sexual assault, addictions to alcohol, drugs and prescription drugs, any other concerns that aff ect or could aff ect personal well-being and/or work performance. This is a voluntary program. Any individual wishing to talk to a professional counsellor or to make an appointment can simply call the Member Assistance Program, 24 hours a day, 365 days a year.

CANEX Established in 1968, CANEX is a retail operation made up of a number of stores and services, designed specifi cally to meet the needs of the military community. Visit CFB Edmonton’s CANEX Retail, ExpressMart and Liquor Store at Bldgs 297 & 299.

Chapels & Padres On base there is a team of padres (pastors, ministers, priests) dedicated to supporting our military members and their families. Padres specialize in spiritual guidance and bereavement and separation and relational counselling. The Chapel is also the location of our Lancaster Park Food Bank. Services include worship, youth group, choir, baptism, confi rmation, marriage preparation, sunday school, mass, confession, sacrament of the sick and more.

Community Recreation (CR) The Community & Recreation (CR) is responsible for the development, facilitation and effi cient management of community and recreation services for CFB Edmonton. You don’t have to be a military member to join CR or to participate in any of the programs. Membership is voluntary and military members are not required to purchase a CR membership to use the Military Fitness Centre or to participate in Intersection/Base team sports. However, a valid CR membership is required to be able to join a recreation club, to attend CR open skate times, to receive program registration discounts and for non-military family members to use the Military Fitness Centre without having to pay the facility drop-in fee.

DisputeD Resolution Centre (DRC) TheT key role of the Dispute Resolution Centre is to provide Alternative Dispute Resolution (ADR) services such asa mediation and facilitation. Another important function is training. By helping DND/CAF personnel learn more about ADR, the DRC can promote prevention and encourage parties to deal with confl ict through open communication. A series of introductory courses in ADR, confl ict management and interest-based negotiation is available to DND/CAF employees and members. Coaching is also available to anyone seeking to develop skills better confl ict resolution skills. For example, an individual may wish to consult a Dispute Resolution Centre in preparation for a diffi cult conversation with a colleague. Edmonton Garrison Community Library The community library is located on the west side of the Community Centre (MFRC). Library members have access to a collection of over 11,000 books (in French and English), CD’s and DVD’s, as well as the combined collections of the Northern Lights, Yellowhead, Peace and Marigold Library systems through interlibrary loans and the new OVERDRIVE online system. With your library card you can request materials, renew books or just check on the status of your account online at www.tracpac.ab.ca. Edmonton Garrison Memorial Golf & Curling Club The golf and curling club provides quality recreation for the military personnel and their families as well as to our civilian communities in the Edmonton area. The GCC off ers both golf and curling as well as a restaurant and lounge that is available for private functions with a full catering menu. For more information please call (780) 973-3033. Fitness & Sports Military Fitness and Sports provides CAF members with fi tness activities to ensure physical fi tness to meet military operational requirements and sports activities to enhance physical skills, build character and promote team building. Military Fitness and Sports includes facilities such as gymnasium, sports fi elds, swimming pools and ice arenas. Health Promotion All of the Health Promotion programs and courses are FREE and open to military personnel (Reg & Res), retired military, DND & NPF civilian employees AND their family members over the age of 18. Participants must pre-register for all courses.

Integrated Personnel Support Unit (IPSU) The IPSU provides an integrated and individual-focused service delivery model. IPSU ensures the coordinationn and facilitation of high quality, standardized and consistent care, as well as administrative support during allll phases of recovery, rehabilitation and reintegration on return to service or transition following release, for all injured and ill CAF members and veterans, their families and the families of the deceased. The Family Support Coordinator helps with:  One-on-one assessments with individuals or family members to support the needs of the whole family  Referrals to mental health services for adults and children  Access to educational/prevention-based programs within the community  Short-term, individual or group counselling for families of ill/injured and deceased CAF members  Crisis Intervention

Lancaster Park Community Council (LPCC) The LPCC through a supportive leadership approach, will serve its constituents by attentively hearing their initiatives or concerns and thoroughly examining solutions that will yield outstanding results. Their aim is to ensure all military, civilian, family, social, economic, safety, and cultural needs are met by building eff ective programs and partnerships both within the residential housing and with outside organizations. Learning & Career Centres (LCC) The LCC provides civilian and military personnel with the tools to improve their job skills, advance their careers or update their knowledge of new conventional technology. Services and assistance off ered through the LCC include: development of personal learning plans, career planning and advising, a resource library and walk-in Internet/Intranet access. Operational Stress Injury Social Support (OSISS) 1-800-883-6094 www.osiss.ca The Peer support and Family Peer support Coordinators who are a part of OSISS know how to help you fi nd ways to regain your health and wellness. 11 Alberta Health Care

Alberta Health Care (AHC) Insurance Plan All permanent residents of Alberta must register themselves and their dependants with the (AHC) Insurance Plan. A permanent Alberta resident is a person who has the legal right to remain in Canada, makes Alberta his/her permanent home and is committed to being physically present in Alberta for at least 183 days in a 12-month period.

If you are moving to Alberta from within Canada, Alberta Health will waive the three-month waiting period for military families. To qualify for the exemption the family must provide proof of military status with their application and the required registration validation forms. You can use the following as proof of military status: military ID Card, special passport, personnel record resume, posting message with a photo ID, or letter from the MFRC with on letterhead confi rming military status.

Eligible dependants are a spouse or adult interdepent partner, a child under the age of 21 unmarried and wholly dependent on the parents, a child who is 21 or older, unmarried and wholly dependent on the parents because of physical or mental disabilities or a child who is under 25 years of age and enrolled in three, or more courses at an accredited educational institute and enrolled on the parent(s) account.

Once you have registered for an AHC card you will have access to the public health care system, including medical checkups and hospital visits. In order to apply for AHC Insurance Plan coverage please visit www.health.alberta.ca to download the form or go in person to a registry offi ce. Finding a Doctor Calian Military Family Doctor Network Calian Health, in partnership with the Military Family Services (MFS), is pleased to present the Calian Military Family Doctor Network.

The goal of the program is to improve access to quality healthcare for the spouses and children of Canadian Armed Forces members. Canadian Armed Forces family members who are not eligible for medical services from the Department of National Defence and who live in one of the locations listed above are encouraged to apply.

College of Physicians and Surgeons www.cpsa.ca is an excellent resource for fi nding a local doctor who is currently accepting new patients. T. 1-800-561-3899 www.ratemds.com provides information on many doctors practicing within Canada. Browse this site to see how Edmontonians rate particular doctors. www. edmontonareadocs.ca helps Albertans fi nd a family doctor who is accepting new patients.

Drivers Licence, Vehicle Insurance & Registration

Once you move to Alberta you have a maximum of 90 days to obtain an Alberta driver’s licence, registration and insurance for your vehicle. Obtaining all three of these require going to a registry offi ce and an insurance provider (usually two diff erent businesses). If you are a CAA or affi liated member you can go to AMA (Manning location) and do it all at one location.

Before you begin this process you may require the following documentation: 1. Your current Driver’s Licence from your previous province of residence. 2. Your Military ID card. 3. Either a utility bill, bank statement, major credit card statement, a lease agreement through a rental company, mortgage documents, current paystub, posting message that has your name and Alberta address on it. This statement gives proof of your residency in Alberta. 4. A “claims experience” letter from as many of your past vehicle insurance providers as possible(6-10 years). The more “clean driving” history you can prove the lower your rates will be here in Alberta. 5. A driver’s abstract from as many of your past vehicle insurance providers as possible. Again, the cleaner your record is, the cheaper your rate may be in Alberta (3-5 years if possible).

Once you have collected the above listed documents visit your nearest registry offi ce (see below) and start the process. Depending on when your vehicle was manufactured it may have to go through an “Out of Province Vehicle Inspection” at a licensed garage before your vehicle can be registered. One of the closest garages to the Garrison that is licensed to perform Out of Province Vehicle Inspections is the North-end (see below). 32 Moving Checklist

More than 14 days before moving

Contact the MFRC in your area to browse through the Welcome Package of the city you will be moving to.

Get boxes and moving supplies.

While packing, label all boxes with contents or room destinations.

Arrange to collect any advance deposits or security deposits on utilities or rentals.

Use up your frozen foods. They CANNOT be safely shipped. It is also advisable to reduce your supply of canned goods.

Use up your cleaning supplies, shaving cream and hair sprays.

Take unwanted items to charity, eco-stations or dump.

Dispose of household chemicals properly (old paint, caustic cleaners, etc.). Take these to the local Eco-Stations.

Arrange phone service at your new home.

Set up mail-forward with Canada Post.

Arrange the return of any cable TV or internet equipment (ie. Router).

Notify of your change of address to:

Insurance Agency, Employer, Doctor, Dentist, Magazine subscriptions and other mailings, Canada Post memberships, Bank, Credit Cards, Schools, Canada Customs and Canada Revenue Agency.

If necessary, do the following:

Make travel arrangements and reservations.

Arrange transfer of car insurance & license plates.

Notify kids’ schools, transfer records.

Register at new school.

Get copies of medical and dental records; if you have pets, get copies of veterinary records.

33 Moving Checklist

8 to 14 days before moving

Prepare your vehicle(s) for the trip. Have vehicle serviced.

If you are moving out of a building with elevators, arrange with management for use of elevators on move day.

Return borrowed items. (tools, library books, DVD’s, etc…)

Retrieve loaned items

Arrange for the transfer of valuables. Check contents of your safe-deposit box. DO NOT SHIP any valuables (such as jewellery, insurance policies, legal documents, currency, stamp and coin collections) with the moving company. Either carry them with you or send by insured or certifi ed mail.

Arrange for major appliances to be moved.

DO NOT SHIP combustible or fl ammable items. These include oil-base paints, bleach, cleaning and lighting fl uids, matches and ammunition. All aerosol cans (including hair sprays, shaving creams, deodorants, household cleaners.

Arrange connection of utilities at new place.

Arrange disconnection of utilities at old place. Check to see if you have any deposits owed to you.

Dispose of all fl ammable materials.

2 to 7 days before moving

Determine what you can bring with you if travelling by car, plane, train, or bus.

Keep a detailed record and receipts of your moving expenses for income-tax purposes. This includes transportation, lodging, meals, etc.

Make sure you have adequate medical supplies for approximately 2-4 weeks.

Drain gas and oil from lawn mowers, chain saws, snow blowers, etc. Gas grills and kerosene heaters must be empty. Cars and motorcycles should have only 1/4 tank of gas.

Remove snow and ice from sidewalks, driveways and steps

Put linens and pillows in dresser drawers to have handy for making up your beds the fi rst night in your new home.

Place draperies lengthwise on hangers and hang in a closet. The movers will place them in wardrobe cartons. 34 Moving Checklist

Prepare a “Road box” to take with you that includes necessary medications, fi rst-aid supplies, tools, travel food, toys and games.

Pack a suitcase with the clothes and toiletries that you’ll need the fi rst day in your new home.

Pack a special box with other essentials you’ll need for the fi rst few days and mark this box “Do Not Move”.

Keep your telephone service connected until the day after your move.

Set aside manuals and instructions for your current home for new owner.

Plan simple meals for moving day to avoid using appliances.

Make plans for care of small children on moving day.

Separate boxes and luggage items you need for personal travel so they don’t get packed on the truck.

Pack a box of items you will need immediately upon arrival at your new home and have movers put this box on last (clearly mark box as PACK THIS LAST or UNPACK THIS FIRST) or take it with you.

Arrange to have utilities turned on at new home.

The day before moving

Take down curtains and curtain rods.

Empty, defrost and clean refrigerator; clean the stove.

Pack your personal belongings, except your alarm clock, necessary clothes, jewellery and bedding.

Moving day

Record all utility meter readings (gas, electric, water) in case of discrepancies.

Keep paperwork accessible.

Gather keys to the house and arrange to leave them with the new owners, your real estate agent, landlord or a trusted neighbor.

Lock all windows and doors.

Strip and dismantle beds.

Final walk-through: check all closets and cabinets 35 Moving Checklist

If using a moving company, walk about with supervisor and sign inventory forms.

Collect all keys; keep them in a safe place.

Clean premises that you are leaving, inspect with the landlord.

If using a moving company, confi rm the new address and delivery time with the driver.

Know how to reach your new landlord or superintendent.

Turn down the water heater temperature. Set the thermostat at 15 degrees.

Make fi nal walk-through of house, including basement, attic and closets, to make sure it’s empty.

Moving In Day

Contact utility companies to verify start dates.

Get to your new home before the movers. There could be a waiting charge if you are late.

Check the condition of each carton and household item as it is unloaded. List all missing or damaged items on the inventory form.

Since you will probably do some unpacking after the movers leave, make a note on the inventory form “subject to inspection for loss or concealed damage.” This gives you a legal leg to stand on if you should fi nd that something was damaged after the movers left.
