North Leverton Parish Council noted that this application makes no reference to the Sturton Ward Neighbourhood plan, which even though in draft form should have an impact on all planning applications, particularly with reference to Design Codes to ensure that any new house is in keeping with the styles within the village. The Parish Council does not feel able to make a considered response to the application until the SWNP has been considered by the applicant and any amendments which may be necessary are made.

In addition the location of this proposed property is in a flood plain and the Planning Department rejected all sites proposed for the Neighbourhood plan in this area on that basis. The Parish Council would have serious concerns regarding flooding for this property as well as overloading even further an infrastructure which is currently not coping. On these grounds the Parish Council objects to the application

Other planning matters SW Neighbourhood Plan update

A meeting of the NL Neighbourhood Plan group held in December agreed that the identified sites in North Leverton were acceptable, although they provide 19+ too many dwellings versus the BDC Local Plan requirement. There could be a review of the SWNP in 2024 and there is currently no planning requirement for more homes. Action Cllr M Ferguson to speak to the 2 land owners concerned to see when / if they expect to develop the land.

12.20.03. Chairman’s remarks on Agenda At point 12b payments for Holmes Groundcare were removed from the bank reconciliation since there had been no grass cuts in December. 2 items of Correspondence were added to point 14

01.21.04. Minutes of the Parish Council meetings held on Monday 7th December 2020 The minutes of the above meetings were approved by Council and will be signed by the Chair as a true record of the proceedings.

01.21.05. Matters arising from the minutes – non-agenda items. The damaged yellow grit bin on St Martins Road has been reported and chased. A replacement has been scheduled by NCC. A path at Habblesthorpe has been resurfaced and this has made a great improvement. The parking issue has been reported to Jason Green who manages some of the Housing. 01.21.06. Police Report PCSO Airey submitted his report and noted that there were no reported crimes in North Leverton during December.

This month there has been three reported crime of interest across the whole beat area. This compares with one crime reported throughout November 2020 and three crimes in the same month last year. From 01/04/2020, there have been fifty three crimes of interest reported across the beat area. This compares with sixty nine reported in the same period last year. As such, at the conclusion of the ninth month in this tracking year, these figures equate to a decrease in reported crimes of interest of sixteen crimes. Please continue to report crime - and incidents - through to our control room on 101, or 999 as appropriate. Even in these most difficult of times, where possible, reported crimes will be dealt with in the same way as they have always been recorded, and dealt with. Please remain aware of any suspicious persons, vehicles and activity in the area and continue to report such instances through to our control room, as normal. recently started using a new system for recording incidents. As from February 2020, the Police report will include anti-social behaviour incidents only, negating other incident types from this category, such as hoax calls to the emergency services, found/ abandoned vehicles and wildlife/ animal issues. Again, these figures should, therefore, start to decrease but will be more accurate in relation to actual anti-social behaviour incidents on the area. This month there have been no reported incidents of anti-social behaviour across the whole beat area. This compares with three reported incident for November 2020 and four reported for the same month in 2019.

Some auto crimes are being reported across adjoining beat areas, and historically across this one, which could be prevented by adopting basic security measures around vehicles. Some vehicles are still being left insecure overnight and, in cases, items which are attractive to criminals are being left inside on full view to the same. In some cases, small car accessories, such as sat nav systems, and personal phones are attractive to criminals. However, in other cases loose change or, even, bags of sweets are too irresistible for them. There are criminals out and about who randomly visit villages in order to check on vehicle insecurities. They will try door handles of vehicles of vehicles parked on the public highway or on private driveways. Some vehicles, particularly in the colder weather, are being left with the keys in the ignition and the engine running. These instances might only be occurring for very short periods of time, such as when visiting the local shop or, indeed, when collecting the vehicle from a garaged area. Criminals only need a very short period of time to steal vehicles when opportunities such as these arise. Some criminals will monitor individuals’ movements and habits before targeting their vehicles. Please do not be caught out as the consequences could be a long and stressful claim to the insurance company who may not honour the same due to the circumstances.

I appreciate that in the last couple of Police reports, I have commented on some of the activity fraudsters are using to exploit community members. In the last couple of months I, too, have received communication from fraudsters, once by my landline telephone number and the other via E mail. The first related to me being approached to pay an increased subscription to renew an Amazon membership contract. Having spoken to a few people locally, they too have confirmed that they have received the same call mentioning the same increased contract renewal fee, even when they have no contract to start with. The latter was to advise me that I had won two and a half million US dollars in the Luckyday Lottery and that I had to contact the regional coordinator in order to secure my prize. Yes, these are two further scams, which are new to me, in which some people might be exploited if they were to proceed with either of the two pieces of communication.

Please do not use these telephone numbers to report incidents and/ or crimes. Works numbers should only be used for non-urgent matters – including seeking advice and/ or information. I continue to receive calls on my works phone from residents wising to report incidents and crimes. In many cases these calls are received when I am on rest days or annual leave and have not got my works phone to hand. Residents must be comfortable in reporting these occurrences to our control room on 101 in order to receive the best, and real time, service from those officers who are on duty. 742

When ringing 101 the first item which is asked is which Police force you require. This is because 101 is the non-urgent number for all Police forces throughout the country and the signal is picked up from where you are ringing from. In rural East Bassetlaw many parishes are located close to county boundaries, hence the first question. Then, you are asked if you know the person or extension number of the department you require. At this stage, just hold the line. After this, there are a number of options available. For reporting an incident or crime the option is option 7 – there is no need to listen to all the alternatives before selecting this option number.

01.21.07. Community Speedwatch The Speedwatch team will not be operating during Tier 5 restrictions imposed until at least mid February. The software alteration for the new Interactive Speed Sign has been sent to Cllr White who is awaiting a USB cable in the post and then the changes will be made. The battery will be changed soon and the sign will be relocated at the same time so that motorists do not get used to it being in one place Action Cllr G White

01.21.08. District & County Councillor Reports – DCllr Naish gave his report as follows:- West Burton Power Station consultation > 272 people have completed this online, with a few paper ones to upload. So a good response overall and the results will be analysed in the next few weeks before establishing a resident planning committee Draft Local Plan > Bassetlaw's Draft Local Plan is still live until the end of the month. Resident comments are encouraged to ensure the rural voice is heard Planning enforcement > the Independent Group at Council is doing some work on planning enforcement in rural areas. If residents or Parish Councillors have concerns about this, please let me know and I will engage the Independent Group further Covid-19 vaccinations > injections are already being given in Bassetlaw in Worksop, with Retford vaccinations likely to start later in the week. Please wait for doctors to contact you, rather than contacting GPs who are very busy trying to book people in, in accordance with the Government's agreed approach Parking at the surgery > our application for funding at the surgery wasn't successful unfortunately but a meeting with the surgery is being arranged in the next few weeks to discuss this further, so that we can make a stronger application next time

CCllr Ogle said that parking was not a priority for LIS funding so if the application is submitted again it will need to stress the safety aspect of parking on the road due to the inadequacy of current provision and the subsequent benefits to the community which is much more than just additional parking spaces for the surgery.

CCllr Ogle has highlighted drainage issues in North Leverton at a committee meeting with Seven Trent and MPs Robert Jenrick and Brendon Clarke Smith are working with John on this. John was asked by Cllr Sirrell about police camera cars which have been seen outside the school but at 11am in the morning when there is no traffic. CCllr Ogle said that camera cars are used to enforce the No Parking rules outside schools and parking near bus stops, not particularly speeding. However he asked that Cllr Sirrell send him an e-mail re the timing of the camera car visits and he will highlight it to Highways Action Cllr Sirrell

01.21.09. Highways, Footpaths & Public Safety 01.21.09.1. Street lamps and street furniture A scaffold pole is still required and may need to be purchased. The painting is on hold at the moment however so this can be done next month if necessary

01.21.09.2. Other issues / Matters to report None

01.21.10. Lengthsman and Handyman Reports Both the Lengthsman and Handyman have confirmed that they are happy to continue working in the village during Tier 5 restrictions. The PC considered that they need to conduct a risk assessment to assure the PC that they are working safely in accordance with these RAs. If help is needed to produce these it will be supplied by the Clerk and / or Cllr Sirrell who have experience in this area Action Clerk to request that they produce Risk Assessments and lodge them with the Clerk.

01.21.11. Reports from Outside Bodies BDC sent a reminder to all Councillors to respond to the New Local Plan consultation and this was circulated to Councillors by the Clerk for their response

01.21.12. Financial Matters. 01.21.12.1. Bank Reconciliation The Bank Reconciliation to 20th December 2020 was presented to Council and approved.

01.21.12.2. Expenditure. The following payments for December were noted and approved by Council. Sara Stilliard – salary and expenses £ 353.93 Jack Foster – lengthsman services £ 182.05 John Taylor – handyman services £ 74.40 Malcolm Ferguson – Chair’s allowances £ 350.00

01.21.12.3. Changing bank accounts The PC now has an account with the First Unity Bank to include an Internet banking facility. Now awaiting the transfer of money and standing orders from the Nat West Action Clerk to submit final forms and send £5,000 from old account to Unity Trust to pay above cheques.

01.21.12.4. Ratification of budget and Precept for 2021/22 Both the proposed 2021/21 budget and consequential Precept request for £17,500 was unanimously agreed by Council. The sum of £450 will be taken from reserves to cover the shortfall between budgeted income and expenditure. Action Chair to send final budget to the Clerk

01.21.12.5. CIL payments which may be due to NLPC DCllr Naish to be asked to help to identify the right person at BDC to talk to about CIL payments which Council believes must be due to NLPC based on the number of new properties which have been, or are being, built in the village. Action Clerk to request help from DCllr Naish and contact BDC Planning

01.21.12.6. Grass Cutting contract for 2021/22 The current contract is due for renewal from April 2021. A new tender to be sent out to 3 possible suppliers as well as the current contractors – Holmes Groundcare. Action Cllr Sirrell to send contact details of Mark Sanderson to the Clerk. Action Clerk to send tender to the Chair prior to circulating to potential suppliers

01.21.13 Blacksmiths Playing Field Cllr G White has completed the weekly inspections and lodged the latest inspection sheets with the Clerk. There has been some vandalism of 2 trees in the Playing Field. They were not able to be saved and have been removed and the lengthsman has filled the holes.

01.21.14 Correspondence There were 3 items of correspondence this month – A request for funding of music for virtual church services – the PC asked the Clerk to respond to see if music can be accessed FOC. If this is not the case the PC may consider a donation from the Covid fund. Action Clerk A resident reported a tree which has blown over and is resting on their fence and possibly blocking a beck. Action Cllr M Ferguson to contact the landowner concerned A previous Parish Councillor, who has kindly been checking the defibrillator each month, has asked that a serving Councillor takes over this duty from him Action Cllr M Ferguson to call him to discuss

01.21.15 The Emergency Plan Given that Tier 5 restrictions are now in place and the fact that any requested responses to the Emergency Plan circular letter/questionnaire would require parishioners to leave their homes and visit the Post Office, it was decided to postpone its distribution until after the current COVID restrictions were removed.

01.21.16 Parish Council Newsletter & Website The next newsletter is ready to be distributed this month. A copy will be posted onto the new website and signalled via the Village Facebook Page – Leverton Chat and a poster on the notice boards. Copies will also

be left in the Post Office for residents to take assuming that the print can be arranged Action Cllr S Ferguson. The new website has been launched and looks very professional.
