II/1 - Marine Deck Officers at the Operational Level 1.1.1 There are 3 Functions (F1, F2, and F3), 20 competences F1 Function: Navigation at the operational level C1 Plan and conduct a passage and determine position C2 Maintain a safe navigational watch C3 Use of Radar and ARPA for the safety of navigation C4 Operational use of AIS C5 Operational use of ECDIS for the safety of navigation C6 Respond to emergencies C7 Respond to emergency signal at sea C8 English Language C9 Transmit and receive information by visual signaling C10 Manoeuvre the ship F2 Cargo handling and stowage at the operational level C11 Monitor the loading, stowage, securing and unloading cargoes and their care during the voyage C12 Inspect and report defects and damage to cargo spaces, hatch covers and ballast tanks F3 Controlling of operation of the ship and care for persons on board at the operational level C13 Ensure compliance with pollution prevention requirements C14 Maintain the seaworthiness of the ship C15 Prevent, control and fight fires on board C16 Develop emergency and damage control plans and handle emergency situations C17 Use of leadership and managerial skill C18 Organize and manage the provision of medical care on board C19 Application of leadership and teamworking skills C20 Contribute to safety of personnel and ship 1.2 Reg. II/2 Marine Deck Officers at the Management Level 1.2.1 There are 3 Functions (F1, F2, and F3), 17 competences F1 Navigation at the management level Rev 1.0 MARITIMEELEARNER 1.0 Page 2 MARITIMEELEARNER© C1 Plan a voyage and conduct navigation C2 Determine position and the accuracy of resultant fix by any means C3 Determine and allow for compass errors C4 Coordinate search and rescue operations C5 Establish watchkeeping arrangements and procedures C6 Maintain safe navigation through the use of information from navigation equipment and systems to assist command decision making C7 Maintain the safety of navigation through the use of ECDIS and associated navigation systems to assist command decision making C8 Forecast weather and oceanographic conditions C9 Respond to navigational emergencies C10 Manoeuvre and handle a ship in all conditions C11 Operate remote controls of propulsion plant and engineering systems and services F2 Cargo handling and stowage at the management level C12 Plan and ensure safe loading, stowage, securing, care during the voyage and unloading of cargoes C13 Assess reported defects and damage to cargo spaces, hatch covers and ballast tanks and take appropriate action C14 Carriage of dangerous goods F3 Controlling of operation of the ship and care for persons on board at the management level C15 Control trim, stability and stress C16 Monitor and control compliance with legislative requirements and measures to ensure safety of life at sea, security and the protection of the marine environment C17 Maintain safety and security of the ship’s crew and passengers and the operational condition of life-saving, fire- fighting and other safety systems C18 Develop emergency and damage control plans and handle emergency situations C19 Use of leadership and managerial skill C20 Organize and manage the provision of medical care on board 1.3 Reg. II/3 Officers in charge of navigational watch and for masters on ships of less than 500 gross tonnage engaged on near coastal voyages 1.3.1 There are three functions (F1, F2, F3) and 13 competences F1 Function: Navigation at the operational level Rev 1.0 MARITIMEELEARNER 1.0 Page 3 MARITIMEELEARNER© C1 Plan and conduct a coastal passage and determine position C2 Maintain a safe navigational watch C3 Respond to emergencies C4 Respond to a distress signal at sea C5 Manoeuvre the ship and operate small power plants F2 Function: Cargo handling and stowage at the operational level C6 Monitor the loading, stowage, securing and unloading cargoes and their care during the voyage F3 Function: Controlling of operation of the ship and care for persons on board at the operational level C7 Ensure compliance with pollution prevention requirements C8 Maintain the seaworthiness of the ship C9 Prevent, control and fight fires on board C10 Operate life-saving appliances C11 Apply medical first aid on board ship C12 Monitor compliance and legislative requirements C13 Contribute to safety of personnel and ship 1.4 Reg. II/4 Ratings Forming Part of Navigational Watch 1.4.1 There is only one Function (F1), and 4 competences F1 Function: Navigation at the support level C1 Steer the ship and also comply with helm orders in the English language C2 Keep a proper lookout by sight and hearing C3 Contribute to monitoring and controlling a safe watch C4 Operate emergency equipment and apply emergency procedures 1.5 Reg.
