POLICY BRIEF AUGUST 2021 WOMEN’S EMPLOYMENT AND SAFETY PERCEPTIONS: EVIDENCE FROM LOW-INCOME NEIGHBORHOODS OF DHAKA, BANGLADESH Public Disclosure Authorized Tanima Ahmed1 and Aphichoke Kotikula1 SUMMARY This brief uses the 2018 Dhaka Low-Income Area Gender, Inclusion, and Poverty (DIGNITY) survey to assess the gender gap in safety perceptions and analyze the correlation between women’s safety perception and their labor market outcomes. The analysis shows that women are significantly less likely than men to feel safe in the low-income neighborhoods of Dhaka. While the percentage of women who reported feeling safe increased with age, living standard, and the availability of streetlights, the percentage of women who reported feeling safe decreased with education Public Disclosure Authorized and concern of eviction. The analysis further shows that this gender gap in safety perception disproportionately hurt women’s labor market outcomes. Women who feel safe are much more likely to be economically active, work outside their neighborhoods, and explore economic opportunities. INTRODUCTION Globally, women regularly encounter violence and harassment rights. The harassment of women in public spaces includes in public spaces, compelling many of them to adapt to such a wide range of actions, from unwanted insults and sexual behavior as an unpleasant fact of life. Though in the context of Bangladesh, ‘Right to food’ is only one of ‘Directive Principles of State Policy’ which is unenforceable in nature, but in this paper I tried to link this right with other enforceable human rights so that State cannot neglect or refuge to implement this very right. There are various dimensions of ‘Right to Food’ and food adulteration is one of them. Food adulteration has now become a major threat to public health and because of adulterated food people are suffering various types of health problems. In this paper I tried to sort out the approach of the government to deal with this issue and examined the efficiencies of stake-holders. I tried to sort out challenges and prospects of this issue and suggested recommendations. Lastly I concluded emphasizing on changing of approach of government by considering inclusion of the ‘Right to Food’ in the broader term of ‘Right to life’ to make this rhetoric right into a real and enforceable right. I adopted qualitative approach and used secondary sources, i.e. newspaper, articles, seminar proceedings, websites etc. -

In 2013, he was a Public Policy Scholar at the Woodrow Wilson In- ternational Center for Scholars in Washington, D.C. His books include Political Islam and Governance in Bangladesh (2010). Is democracy in Bangladesh undergoing a reversal? This question must be asked in the wake of the country’s troubled tenth parliamentary elec- tion, which took place on 5 January 2014. Boycotted by the Bangladesh Nationalist Party (BNP) and the rest of the opposition, the voting was marred by the lowest turnout and worst electoral violence in Bangla- desh’s 43-year history.1 The result is a Parliament in which the incum- bent Awami League (AL) and its allies control nearly all 300 elected seats.2 Owing to the boycott, more than half the races—or 154, to be exact—featured but a single candidate. INTRODUCTION In the aftermath of the Indo-Pakistan War in December 1971, the independent nation-state of Bangladesh was born.' Within the next four months, more than fifty countries had formally recognized the new nation.2 As India's military intervention was primarily responsible for the success of the secessionist movement in what was then known as East Pakistan, and for the creation of a new political entity on the inter- national scene,3 many serious questions stemming from this historic event remain unresolved for the international lawyer. Indian Foreign Affairs Journal Vol. 4, No. 3, July - September, 2009, 102-117 ORAL HISTORY Birth of Bangladesh: Down Memory Lane Arundhati Ghose, often acclaimed for espousing wittily India’s nuclear non- proliferation policy, narrates the events associated with an assignment during her early diplomatic career that culminated in the birth of a nation – Bangladesh. Indian Foreign Affairs Journal (IFAJ): Thank you, Ambassador, for agreeing to share your involvement and experiences on such an important event of world history. How do you view the entire episode, which is almost four decades old now? Arundhati Ghose (AG): It was a long time ago, and my memory of that time is a patchwork of incidents and impressions. In my recollection, it was like a wave. There was a lot of popular support in India for Sheikh Mujibur Rahman and his fight for the rights of the Bengalis of East Pakistan, fund-raising and so on. It was also a difficult period. The territory of what is now Bangladesh, was undergoing a kind of partition for the third time: the partition of Bengal in 1905, the partition of British India into India and Pakistan and now the partition of Pakistan. Though there are some writings on the last event, I feel that not enough research has been done in India on that. IFAJ: From India’s point of view, would you attribute the successful outcome of this event mainly to the military campaign or to diplomacy, or to the insights of the political leadership? AG: I would say it was all of these. -

This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum. Questions 1. Are Hindus a minority religion in Bangladesh? 2. How are religious minorities, notably Hindus, treated in Bangladesh? 3. Is the Awami League traditionally supported by the Hindus in Bangladesh? 4. Are Hindu supporters of the Awami League discriminated against and if so, by whom? 5. Are there parts of Bangladesh where Hindus enjoy more safety? 6. Is Bengali the language of Bangladeshis? RESPONSE 1. Are Hindus a minority religion in Bangladesh? Hindus constitute approximately 10 percent of the population in Bangladesh making them a religious minority. Sunni Muslims constitute around 88 percent of the population and Buddhists and Christians make up the remainder of the religious minorities. The Hindu minority in Bangladesh has progressively diminished since partition in 1947 from approximately 25 percent of the population to its current 10 percent (US Department of State 2006, International Religious Freedom Report for 2006 – Bangladesh, 15 September – Attachment 1). 2. How are religious minorities, notably Hindus, treated in Bangladesh? In general, minorities in Bangladesh have been consistently mistreated by the government and Islamist extremists. Specific discrimination against the Hindu minority intensified immediately following the 2001 national elections when the Bangladesh Nationalist Party (BNP) gained victory with its four-party coalition government, including two Islamic parties. -
