    * omslag Dutch Ships in Tropical:DEF 18-08-09 13:30 Pagina 1 dutch ships in tropical waters robert parthesius The end of the 16th century saw Dutch expansion in Asia, as the Dutch East India Company (the VOC) was fast becoming an Asian power, both political and economic. By 1669, the VOC was the richest private company the world had ever seen. This landmark study looks at perhaps the most important tool in the Company’ trading – its ships. In order to reconstruct the complete shipping activities of the VOC, the author created a unique database of the ships’ movements, including frigates and other, hitherto ignored, smaller vessels. Parthesius’s research into the routes and the types of ships in the service of the VOC proves that it was precisely the wide range of types and sizes of vessels that gave the Company the ability to sail – and continue its profitable trade – the year round. Furthermore, it appears that the VOC commanded at least twice the number of ships than earlier historians have ascertained. At least one commentator has speculated that this is the engraving work of Georg Keller in Frankfurt. The view shows the trading efforts in Java attempted by the Compagnie van Verre of Amsterdam. The Compagnie was established in 1594 by nine citizens of Amsterdam, with the purpose of breaking up Portugal's monopoly on the pepper trade. The Compagnie outfitted and sent three heavily armed ships and a pinnace under the leadership of Cornelis de Houtman, with orders to break into the trade. On April 2, 1595 the ships set off from Texel, with 248 officers and men on board. The expedition followed the routes described by van Linschoten, who had earlier been in the service of the Portugese and described the route in his book. In June 1596, the ships arrived at Bantam, the most important pepper port in the Western part of Java. The attempt to purchase Pepper was largely unsuccessful, with the Portugese traders in the region blocking most of the Dutch efforts to trade.

On June 22, 1596, a small Dutch fleet came to anchor in the bay of the city of Banten, on Java’s north coast 1. Placed under the command of Cornelis de Houtman and Gerrit van Beuningen, this privately-chartered commercial expedition comprised 4 vessels manned by some 249 crew members 2. Thanks to critical nautical information leaked out of the Portuguese Asian dominions by Jan Huygen van Linschoten – whose Itinerario was not yet printed 3, but nevertheless already circulating under manuscript form among Dutch cartographers at the time Houtman and Beuningen were busy completing the victualling of their ships –, the main pilot of this so-called “First Navigation” to the East Indies, Pieter Diercksz. Keyzer, easily found his way to the Cape of Good Hope, then on to Madagascar. After the untimely death of Keyzer 4, the younger brother of Cornelis de Houtman – Frederick, a soon-to-be famous linguist and astronomer – acted as the main pilot of the fleet and managed to cross the Indian Ocean almost straightway so as to reach the southern tip of Sumatra, then proceeded to the nearby west coast of Java.     Political Economy Origins of Financial Markets in Europe and Asia∗ Svetlana Andrianova,† Panicos Demetriades,‡ and Chenggang Xu§ This version: January 7, 2008 Abstract. This paper contributes to the finance-growth literature by examining the political economy origins of some of the most successful financial markets in Europe and Asia. It provides historical evidence from London, Amsterdam and Hong Kong that highlights the essential role played by the government sector in kick-starting financial development. We show that the emergence of financial systems did not occur through laissez-faire approaches and that secure property rights alone were not sufficient for financial development. In the cases of London and Amster- dam, governments created large trade monopolies which were responsible for all the major financial innovations of the time. In the case of Hong Kong, where the financial development model was bank-based, large bank- ing monopolies with close links to the state were created. We argue, the three examples are not special cases and the role of government in the early stages of financial development has been widespread world-wide.
