LOCAL BUS SERVICE SPECIFICATION

SCHEDULE 1

CONTRACT BFC 31

Route Summary: BRACKNELL TOWN CENTRE – HAWTHORN HILL – PARK HOSPITAL This service is intended to serve rural settlements to the north of the Borough, and to provide through buses between Bracknell Town Centre and Wexham Park Hospital ().

Days of Operation: Monday to Saturday except public holidays.

To Commence: 24 January 2009 Duration: 3 years This contract may be extended by negotiation following a review of patronage and performance, but may not exceed a total of five years. This contract is currently supported by the Government’s ‘Rural Bus Grant’ scheme. Should this funding be withdrawn, it may be necessary to review or terminate the contract.

090205PaliczkaContractBFBC31Schedule10.doc Route Detail: OPTION A Bracknell Bus Station, Warfield Tesco, Newell Green, Warfield Street, Maidenhead Road (A 3095) via Moss End and Jeallots Hill, Hawthorn Hill, (A 330), Braywoodside, Touchen End, Holyport, Bray Wick, Maidenhead Town Centre (Frascati Way), then via route at operator’s discretion (although avoiding Slough Town Centre) to Wexham Park Hospital (Slough) NOTE – operators should be aware of low railway bridges on Lent Rise Road, Lane North and Station Road, Burnham. OPTION B As above to Maidenhead Town Centre, then via Bridge Road and Bath Road (A 4) to and Burnham, Lent Rise Road, Gore Road, Hogfair Lane, Lower Road, Long Furlong Drive, Wentworth Avenue, Farnham Lane, Park Road (), Grays Park Road, Stoke Green and Wexham Street to Wexham Park Hospital Further alternative routes / timetables may be proposed by operators. NOTE - Bracknell Bus Station may be relocated during the course of this contract. In such an event, the selected contractor will be required to operate services to and from the new Bus Station without increase in the contract sum, provided that the additional travel time does not exceed 1 minute in either direction.

Variations: Vehicles used on this service may inter-work with other services carrying different route numbers. Options to provide the service with vehicles operating existing routes, so as to provide (for example) cross-town services in Bracknell will be considered, as will the provision of this service by means of extension/s of existing services.

090205PaliczkaContractBFBC31Schedule10.doc Minimum Timetable: OPTION A Monday to Saturday A minimum of six journeys per day in each direction between Bracknell and Maidenhead, at broadly regular intervals, with the first arrival in Maidenhead between 0700 and 0800, and the last departure between 1800 and 1830. Four journeys per day in each direction to be extended to and from Wexham Park Hospital – these would be envisaged to be the four ‘mid day’ journeys, with the first arrival at Wexham Park Hospital between 0900 and 0930, an arrival at Wexham Park Hospital between 1145 and 1230, and a departure from Wexham Park Hospital after 1620.

OPTION B Monday to Saturday A minimum of thirteen journeys per day (Monday – Friday) and six journeys per day (Saturday) between Bracknell and Wexham Park Hospital, at broadly regular intervals, with the first arrival at Wexham Park Hospital between 0630 and 0700 (0745 and 0815 Saturdays) and the last departure between 1900 and 1930 (1745 and 1815 Saturdays)

Fares: To be in line with fares for similar local rural / interurban bus services. Return tickets between Maidenhead and Bracknell issued by operators of other commercial or contracted services must be accepted. Vehicle: Minimum 29 seats. Certain routes may not be suitable for double-deck vehicles due to low bridges in the Burnham area.

Additional requirements Background: This invitation to tender results from the expiry of an existing contract for service between Bracknell a nd Wexham Park Hospital currently operated by First Beeline as service 53, broadly in line with ‘option B’ identified above – this was a commercial enhancement to the service as previously tendered and contracted which was broadly in line with ‘option A’. First’s service 53 currently extends across Bracknell to the settlement of Binfield – this is on a commercial basis and is an operational, rather than contractual link. It is assumed that the service to Binfield will continue on a commercial basis. Two option timetables are offered, and it should be noted that the Council will not award more than one of options A and B on this contract, and does not undertake to accept the lowest, or any, tender. Combined tenders for any combination of contracts BFC 30, BFC 31 and BFC 32 are welcome.

Patronage and revenue: The operator must maintain a record of total patronage of the service and submit this to the Council monthly. Travel by holders of concessionary fare passes must be accurately recorded and separately identified. The service level identified as ‘option A’ has not operated as such since May 2007 – at this time, approximately 25,000 passenger journeys per year were made. The service level identified in ‘option B’ currently has approximately 90,000 passenger journeys per year, although it should be noted: a) this does NOT include local journeys between Binfield and Bracknell which does not form part of this contract. b) this does NOT include local journeys wholly between Bracknell and Warfield Tesco, as other existing services are available for this journey and it may not be safe to assume that passengers would continue to use this service if ticket inter-availability and cross-town facilities are not maintained. c) this DOES include local journeys between Maidenhead and Wexham Park Hospital. Other services exist in this area, and are operated by First. It may not be safe to assume that passengers will continue to use this service if ticket inter- availability is not maintained.

Reimbursement for acceptance of concessionary travel passes within Bracknell Forest Borough will be made in accordance with the Council’s currently published concessionary fares scheme issued in March 2008. Operators will be responsible for making claims from the other authorities on the line of route (Windsor / Maidenhead, and Slough councils) under the terms of those councils’ schemes, and the operator will retain any such revenue due to them.
