It is broadly premised on the assumption of complicity as an interpretive frame in which the relationship between Apartheid intellectualisation and Afrikaans music historiography can be elucidated. Its protagonists are Gerrie Eloff, Geoffrey Cronjé, H.F. Verwoerd, Piet Meyer, Jan Bouws, Rosa Nepgen and Jacques Philip Malan. In each of the four chapters, I attempt to construct metaphors, points of intersection or articulation between Apartheid intellectualisation and Afrikaans music historiography. Music is never entirely absent: for Apartheid ideologues such as Geoffrey Cronjé and Gerrie Eloff musical metaphors become ways of enunciating racial theories, for the Dutch musicologist Jan Bouws music provides entry into South Africa and its discourses, for J.P. Malan music becomes a conduit that could facilitate national goals and for Rosa Nepgen music constitutes the perfect domain for and the gestating impulse of her own often ornate national devotions. Some of the themes addressed in this thesis include the language and metaphors of Apartheid intellectualisation, discourses of paranoia, struggle, purity, contamination, the ‘Afrikanermoeder’ (‘Afrikaner mother’), the cultural language of Afrikaner nationalism and the reciprocity between cultural fecundity and dominance of the land. The final denouement comprises a positing of the Afrikaans art song ‘O Boereplaas’ and the singing soprano Afrikanermoeder who emerges as the keeper of Afrikaner blood purity, guardian of her race and prophet of its fate and future. 4 Opsomming Hierdie tesis probeer om vrae uit ons verlede in die hede te verstaan. Die aanname van komplisiteit verskaf ’n premis en interpreterende raamwerk waarbinne die verhouding tussen Apartheid-intellektualisering en Afrikaanse musiekhistoriografie belig kan word. I see that I had missed an important detail. Themba’s bags are packed. Next to the bed, ready for travel, are two suitcases and three plastic packets. He watches as I make a note. ‘I’m threatened, I’m not settled,’ he says. I write down these words. I stare at them on the page. In the last ten months there have been a few moments like this. Since April 16th 2006, when Richard was abducted by a group of men from the Cape Flats and shot in the back of the head, there has been something new and uncomfortable about the way I live in my country. Sometimes it takes a sentence, a small thing somebody else says, to explain to me what’s different (Bloom, 2009: 7). Meshed in this non-fictional account are various elements of what historian R. W. Johnson called South Africa’s Brave New World.1 Themba Jacky Koketi is a citified South African with a rural upbringing. He is in his twenties and lives in a room in an old carpet factory in Johannesburg. Water, electricity and proper sanitation are not part of his residential luxuries. Themba, without any of the social and economic securities taken for granted by South Africa’s privileged classes (still mostly white South Africans), has completed a degree in arts with a major in psychology at the University of the Witwatersrand (Wits), afterwards going on to two honours degrees in psychology and social work respectively. This remarkable achievement makes of Themba an examplar of success in the brave new South Africa that came into being after the formal abrogation of Apartheid. Yet he is threatened. The reason for his unsettledness (it seems that his bags are always packed) is recorded one page earlier in the chapter: Last Monday, says Themba, there was a police raid. It was four o’clock in the morning and he was woken by shouts and banging. He went outside and found the residents kneeling on the pavement in rows. He was ordered by a large policeman to join them, and so the broken glass cut into his knees too. The policemen demanded identity books. A man with no documents was pushed into the back of a van. Two men who tried to run were shot with rubber bullets. The senior superintendent, an Afrikaner with close-cropped hair, called everyone a bastard. He stood on the pavement and shouted, ‘You fucking bastards! You're all fucking bastards!’ (2009: 6).

Calvinism came to South Africa with the first Dutch settlers. There is no historical evidence that indicates that the first settlers were deeply religious, but they were worshippers in the Nederlands Hervormde Kerk (Dutch Reformed Church), which was the only church permitted in the region until 1778. After almost 200 years, Afrikaner nationalism developed and connected itself with Calvinism. This happened due to the theoretical and ideological approach of S. J.du Toit and a man referred to as its ‘creator’, Paul Kruger. The ideology was highly influenced by historical developments in the Netherlands in the late 19th century and by the spread of neo-Calvinism and Christian nationalism there. It is no accident, then, that it was during the 19th century when the mythic history of South Africa itself developed and that Calvinism would play such a prominent role in it. It became the first religion of the Afrikaners, a distinguishing factor in the multicultural and multiethnic society that existed there at the time. It legitimised early thoughts of a segregationist policy and was misused for political intentions.     GUNTHER HELLMANN The Collapse of "Constructive Engagement": U.S. Foreign Policy in Southern Africa* 1. Introduction During the Reagan Administration, U.S. foreign policy in southern Africa acquired new significance in American politics. Political elites and subse- quently the American public were increasingly polarized as the conflicts among and within the states of southern Africa escalated. The Reagan Administration meanwhile was unable either to exercise a moderating influ- ence on the contending parties in southern Africa or to win public support with a convincing policy. In January 1987 an independent report ordered by President Reagan in September 1985 bluntly stated that the Administration's policy had failed.1 Yet initially its southern Africa policy had seemed most apt to live up to the Administration's claim to rebuild U.S. global leadership. How was it that a policy which in 1981 was regarded by nearly all sides as a coherent and reasoned whole2 could six years later be issued such a devastating judgment under the seal of the State Department? And is it valid to maintain that this policy was really "doomed to fail" from the start?3 This essay seeks to show that the Administration's policy failed in two respects. First and most fundamentally, the Administration failed to devise a coherent and effective policy transcending the tension between anti-commu- nism on the one hand and anti-apartheid on the other. This conflict of goals had been evident, though largely latent, in policy toward southern Africa since the 1970s. E-mail: [email protected] True Confessions, End Papers and the Dakar conference: A review of the political arguments As a social critic Breyten Breytenbach published two books of political commentary and political analysis during the mid-1980s without the opportunity of engaging with commentators at home. While True Confessions of an Albino Terrorist is part autobiography and part searing comment on prison life, End Papers is a more detached dissection of the major political and cultural issues confronting South Africa. Breytenbach was now one of the respected international voices on the political crisis in South Africa. The violent break-up of apartheid had changed Breytenbach’s social criticism. In the place of the earlier rejection and denunciation had come a willingness to engage and reason with his audience. The Dakar conference of 1987, which Breytenbach co-organised, offered an ideal opportunity for this. The conference was given wide publicity and was seen by some as the catalyst that broke the ice for the negotiations between the government and the ANC two and a half years later. Stromberg* As we approach the centennial of the Second Anglo–Boer War (Tweede Vryheidsoorlog, or “Second War for Freedom”), reassessment of the South African experience seems in order. Whether the recent surrender by Afrikaner political leaders of their “central theme” and the dismantling of their grandiose Apartheid state will lead to heaven on earth (as some of the Soweto “comrades” expected), or even to a merely tolerable multiracial polity, remains in doubt. Historians have tended to look for the origins of South Africa’s “very strange society” in the interaction of various peoples and political forces on a rapidly changing frontier, especially in the 19th century. APPROACHES TO SOUTH AFRICAN FRONTIER HISTORY At least two major schools of interpretation developed around these issues. The first, Cape Liberals, viewed the frontier Boers largely as rustic ruffians who abused the natives and disrupted or- derly economic progress only to be restrained, at last, by humani- tarian and legalistic British paternalists. Afrikaner excesses, therefore, were the proximate cause and justification of the Boer War and the consolidation of British power over a united South Africa. The “imperial factor” on this view was liberal and pro- gressive in intent if not in outcome. The opposing school were essentially Afrikaner nationalists who viewed the Boers as a uniquely religious people thrust into a dangerous environment where they necessarily resorted to force to overcome hostile African tribes and periodic British harassment. It uses this fight to explore the contradictions of international politics in the decade after second-wave decolonization. Morgan This thesis examines relations between the United States and South Africa during Richard Nixon’s first presidential administration. While South Africa was not crucial to Nixon’s foreign policy, the racially-divided nation offered the United States a stabile economic partner and ally against communism on the otherwise chaotic post-colonial African continent. Nixon strengthened relations with the white minority government by quietly lifting sanctions, increasing economic and cultural ties, and improving communications between Washington and Pretoria. However, while Nixon’s policy was shortsighted and hypocritical, the Afrikaner government remained suspicious, believing that the Nixon administration continued to interfere in South Africa’s domestic affairs despite its new policy relaxations. The Nixon administration concluded that change in South Africa could only be achieved through the Afrikaner government, and therefore ignored black South Africans. Nixon’s indifference strengthened apartheid and hindered liberation efforts, helping to delay black South African freedom for nearly two decades beyond his presidency. Shamase 1 Department of History, University of Zululand [email protected] This paper aims at interrogating the nature of political suppression and the extent to which civil liberties were violated in the erstwhile Ciskei and Transkei. Whatever the South African government's reasons, publicly stated or hidden, for encouraging bantustan independence, by the time of Ciskei's independence ceremonies in December 1981 it was clear that the bantustans were also to be used as a more brutal instrument for suppressing opposition. Both Transkei and Ciskei used additional emergency-style laws to silence opposition in the run-up to both self- government and later independence. By the mid-1980s a clear pattern of brutal suppression of opposition had emerged in both bantustans, with South Africa frequently washing its hands of the situation on the grounds that these were 'independent' countries. Both bantustans borrowed repressive South African legislation initially and, in addition, backed this up with emergency-style regulations passed with South African assistance before independence (Proclamation 400 and 413 in Transkei which operated from 1960 until 1977, and Proclamation R252 in Ciskei which operated from 1977 until 1982). The emergency Proclamations 400, 413 and R252 appear to have been retained in the Transkei case and introduced in the Ciskei in order to suppress legal opposition at the time of attainment of self-government status. Police in the bantustans (initially SAP and later the Transkei and Ciskei Police) targeted political opponents rather than criminals, as the SAP did in South Africa.
