Meanwood Park is an important part of this and is enjoyed for its peace and tranquillity by all sorts of people, including families with children. The proposer has put forward several family-friendly ideas, but If the cafe were licensed, it would be less attractive to families, and the noise levels, traffic and litter in the park would inevitably increase. The proposer wants to make it "The epitome of Cafe Bar culture". Why? There are already plenty of bars in Headingley and Meanwood. The noise carries a long way, along and up the valley, and would affect residents, despite claims to the contrary in section F of the application. For example, I live in Far Headingley and can hear the children playing in the school near the cafe, so the much louder music, till 11 and 72 at night, is almost certain to be a nuisance If a licence were to be granted, the times could easily be extended, especially by a new owner. This has happened with many bars and pubs in Headingley, Then we would 1 Archibald, Janice From: plan ning.comments@ leeds.gov.uk Sent: 22 August 2018 10:43 To: Archibald, Janice Subject: Comments for Licensing Application PREM/04213/001 Licensing Application comments have been made. However I don't support the licensing of this premises to sell alcohol, as it is too near a school and a children's playground, and is not inclusive of those who already use the park and the area most. There are not sufficient parking facilities - school families are already encouraged not to drive down, the facllity has already been refused as a taxi base and this will increase taxi traffic along this dead end. I would like to see extended parking available, and an unlicensed cafe which is available to the whole community, including all ages. I do not object to the license for plays/live or recorded music/sport/dancing in principle, but I currently object to the granting of these licenses because the parking available would have to be increased to a realistic number of spaces in advance. A bigger capacity car park would also be a great facility for the park as a whole, the park sports facilities, and the school. Why not put in an electric vehicle charging point while you're at it :) 2 Archibald, Janice From: planni ng.comments@ leeds.gov.uk Sent: 22 August 2018 09.2I To: Archibald, Janice Subject: Comments for Licensing Application PREM/04213/001 Licensing Application comments have been made. There is a school and a playground right in front, and children are always about.Selling alcohol in such a place really affects the social environment,When there would be people consuming alcohol until llpm, playing music, there will be noise in our neighbourhood. I strongly object against the plan, as I think it's inappropriate to have a bar there. 1 Archibald, Janice From: [email protected] Sent: 22 August 2018 08:25 To: Archibald, Janice Subject Comments for Licensing Application PREM/04213/001 Licensing Application comments have been made, A summary of the comments is provided below Comments were submitted at B:24 AM on22 Aug 2018 from Application Summary Address: Three Cottages Green Road Meanwood Leeds LS6 4iP Proposal: Premises Licence - New Application Case Officer: Miss Janice Archibald Click for further information Customer Details Name: Email: Addres Comments Details Commenter Society :-"""-"---I ype: Custom.er made comments in support of the Licensing Stance: Applrcauon Reasons for comment: Comments: B:24 AM on 22 Aug 2018 I fully support this application and the vision that Scott has for making the business not only financially viable but also trying to keep the café and building complementary to its surroundings in the park. Its great that a member of the local business community who cares about Meanwood and its history and community will take care of the café and run it properly. I have trust in Scott and that all changes will be done tastefully and respectfully. My mum and my family cannot wait to come visit the café when its refresh has finished though we will be regular visitors anyway. I wish him well and that the little café reaches all its potential, 1 Archibald, Janice From: pla nning.comments@ leeds.gov.u k Sent: 22 August 20\8 O7:73 To: Archibald, Janice Subject: Comments for Licensing Application PREM/042131001 Licensing Application comments have been made. I believe that a cafe bar in Meanwood Park can do similar. Having a responsible community-focused buslness in the park can help to regulate any anti-social behaviour elsewhere in the park, allowing the safe use of the park for everybody.
