The history of Fascist corporatism, however, is not only an unsuccessful story. Despite the failure of the “corporatist revolution” and “Fascist third way”, Fascist corporatism since the mid- Twenties helped the progressive development of a new political system to regulate relationship between State and private interests. The paper examines not only the institutional framework (the systems of formal laws, regulations, and procedures, and informal norms) but also their acts and real activities. It dwells upon internal debates, political and institutional importance acquired by corporative institutions in Fascist regime and behaviours of entrepreneurial organizations and labour unions. In this way, the paper aims to point out the “real” consequences of Fascist corporatism, different from the ideological ones. The Early Phase of the Italian Risorgimento, 1815-1848 The settlements reached in 1815 at the Congress of Vienna had restored Austrian domination over the Italian peninsula but had left Italy completely fragmented in a number of small states. The strongest and most progressive Italian state was the Kingdom of Sardinia-Piedmont in north-western Italy. At the Congress of Vienna this state had received the lands of the former Republic of Genoa. This acquisition helped Sardinia-Piedmont expand her merchant fleet and trade centred in the port of Genoa. There were three major obstacles to unity at the time of the Congress of Vienna: The Austrians occupied Lombardy and Venetia in Northern Italy. The Papal States controlled Central Italy. The other Italian states had maintained their independence: the Kingdom of Sardinia, also called Piedmont-Sardinia, the Kingdom of the Two Sicilies (ruler by the Bourbon dynasty) and the Duchies of Tuscany, Parma and Modena (ruled by relatives of the Austrian Habsburgs). During the 1820s the Carbonari secret society tried to organize revolts in Palermo and Naples but with very little success, mainly because the Carbonari did not have the support of the peasants. Then came Giuseppe Mazzini, a patriotic writer who set up a national revolutionary movement known as Young Italy (1831). Mazzini was in favour of a united republic. -

Tonnare in Italy: Science, History, and Culture of Sardinian Tuna Fishing 1 Katherine Emery The Mediterranean Sea and, in particular, the cristallina waters of Sardinia are confronting a paradox of marine preservation. On the one hand, Italian coastal resources are prized nationally and internationally for their natural beauty as well as economic and recreational uses. On the other hand, deep-seated Italian cultural values and traditions, such as the desire for high-quality fresh fish in local cuisines and the continuity of ancient fishing communities, as well as the demands of tourist and real-estate industries, are contributing to the destruction of marine ecosystems. The synthesis presented here offers a unique perspective combining historical, scientific, and cultural factors important to one Sardinian tonnara in the context of the larger global debate about Atlantic bluefin tuna conservation. This article is divided into four main sections, commencing with contextual background about the Mediterranean Sea and the culture, history, and economics of fish and fishing. Second, it explores as a case study Sardinian fishing culture and its tonnare , including their history, organization, customs, regulations, and traditional fishing method. Third, relevant science pertaining to these fisheries’ issues is reviewed. Lastly, the article considers the future of Italian tonnare and marine conservation options. Fish and fishing in the Mediterranean and Italy The word ‘Mediterranean’ stems from the Latin words medius [middle] and terra [land, earth]: middle of the earth. 2 Ancient Romans referred to it as “ Mare nostrum ” or “our sea”: “the territory of or under the control of the European Mediterranean countries, especially Italy.” 3 Today, the Mediterranean Sea is still an important mutually used resource integral to littoral and inland states’ cultures and trade. -

Martin Uppsala University, Sweden Abstract Italian fascists presented corporatism, a system of sector-wide unions bring- ing together workers and employers under firm state control, as a new way to resolve tensions between labour and capital, and to reincorporate the working classes in na- tional life. ‘Cultural corporatism’ – the fascist labour model applied to the realm of the arts – was likewise presented as a historic resolution of the problem of the artist’s role in modern society. Focusing on two art conferences in Venice in 1932 and 1934, this article explores how Italian leaders promoted cultural corporatism internationally, creating illiberal international networks designed to help promote fascist ideology and Italian soft power. This same past can, however, also constitute an opportunity for the future. If adequately acknowledged, the past can inspire positive action. This seems to be the maxim that we can draw from the history of Italy in the Mediterranean and, in particular, the history of Italy's relationship with Libya. Even the most recent “friendship and cooperation agreement” between Italy and Libya, signed August 30, 2008 by Italian prime minister Silvio Berlusconi and Libyan leader Colonel Moammar Gadhafi, affirms this. Italy’s colonial past in Libya has been a source of political tensions between the two nations for the past forty years. Now, the question emerges: will the acknowledgement of this past finally help to reconcile the two countries? The history of Italy’s presence in Libya (1912-1942) is rather different from the more general history of the European colonial expansion. The Ottoman provinces of Tripolitania and Cyrenaica (referred to by the single name “Libya” in the literary and rhetorical culture of liberal Italy) were among the few African territories that remained outside of the European dominion, together with Ethiopia (which defeated Italy at Adwa in 1896) and rubber-rich Liberia. -

THE MAKING OF ITALY AS AN EXPERIMENT IN CONSTITUTIONAL CHOICE by Filippo Sabetti McGill University THE MAKING OF ITALY AS AN EXPERIMENT IN CONSTITUTIONAL CHOICE In his reflections on the history of European state-making, Charles Tilly notes that the victory of unitary principles of organiza- tion has obscured the fact, that federal principles of organization were alternative design criteria in The Formation of National States in West- ern Europe.. Centralized commonwealths emerged from the midst of autonomous, uncoordinated and lesser political structures. Tilly further reminds us that "(n)othing could be more detrimental to an understanding of this whole process than the old liberal conception of European history as the gradual creation and extension of political rights .... Far from promoting (representative) institutions, early state-makers 2 struggled against them." The unification of Italy in the nineteenth century was also a victory of centralized principles of organization but Italian state- making or Risorgimento differs from earlier European state-making in at least three respects. First, the prospects of a single political regime for the entire Italian peninsula and islands generated considerable debate about what model of government was best suited to a population that had for more than thirteen hundred years lived under separate and diverse political regimes. The system of government that emerged was the product of a conscious choice among alternative possibilities con- sidered in the formulation of the basic rules that applied to the organi- zation and conduct of Italian governance. Second, federal principles of organization were such a part of the Italian political tradition that the victory of unitary principles of organization in the making of Italy 2 failed to obscure or eclipse them completely. -
