Newsletter of the Naval Wargames Society No. 290 – DECEMBER 2018 Extract from President Roosevelt’s, “Fireside Chat to the Nation”, 29 December 1940: “….we cannot escape danger by crawling into bed and pulling the covers over our heads……if Britain should go down, all of us in the Americas would be living at the point of a gun……We must produce arms and ships with every energy and resource we can command……We must be the great arsenal of democracy”. oOoOoOoOoOoOoOo The Poppies of four years ago at the Tower of London have been replaced by a display of lights. Just one of many commemorations around the World to mark one hundred years since the end of The Great War. Another major piece of art, formed a focal point as the UK commemorated 100 years since the end of the First World War. The ‘Shrouds of the Somme’ brought home the sheer scale of human sacrifice in the battle that came to epitomize the bloodshed of the 1914-18 war – the Battle of the Somme. Artist Rob Heard hand stitched and bound calico shrouds for 72,396 figures representing British Commonwealth servicemen killed at the Somme who have no known grave, many of whose bodies were never recovered and whose names are engraved on the Thiepval Memorial. Each figure of a human form, was individually shaped, shrouded and made to a name. They were laid out shoulder to shoulder in hundreds of rows to mark the Centenary of Armistice Day at Queen Elizabeth Olympic Park from 8-18th November 2018 filling an area of over 4000 square metres. -

History of the Royal Marines 1837-1914 HE Blumberg (Minor editing by Alastair Donald) In preparing this Record I have consulted, wherever possible, the original reports, Battalion War and other Diaries, accounts in Globe and Laurel, etc. The War Office Official Accounts, where extant, the London Gazettes, and Orders in Council have been taken as the basis of events recounted, and I have made free use of the standard histories, eg History of the British Army (Fortescue), History of the Navy (Laird Clowes), Britain's Sea Soldiers (Field), etc. Also the Lives of Admirals and Generals bearing on the campaigns. The authorities consulted have been quoted for each campaign, in order that those desirous of making a fuller study can do so. I have made no pretence of writing a history or making comments, but I have tried to place on record all facts which can show the development of the Corps through the Nineteenth and early part of the Twentieth Centuries. H E BLUMBERG Devonport January, 1934 1 P A R T I 1837 – 1839 The Long Peace On 20 June, 1837, Her Majesty Queen Victoria ascended the Throne and commenced the long reign which was to bring such glory and honour to England, but the year found the fortunes of the Corps at a very low ebb. The numbers voted were 9007, but the RM Artillery had officially ceased to exist - a School of Laboratory and nominally two companies quartered at Fort Cumberland as part of the Portsmouth Division only being maintained. The Portsmouth Division were still in the old inadequate Clarence Barracks in the High Street; Plymouth and Chatham were in their present barracks, which had not then been enlarged to their present size, and Woolwich were in the western part of the Royal Artillery Barracks. -

With regard to my request, can I also ask if the Overseas Patrol Squadron is the same as the Coastal Forces Squadron? If not, could you advise when this squadron was formed, and which overhead command do both these squadrons sit under?’ Your enquiry has been considered to be a request for information in accordance with the Freedom of Information (FOI) Act 2000. A search has been completed within the Ministry of Defence (MOD) and I can confirm that information in scope of your request is held. The information relating to part one of your request is at Annex A to this letter. With regard to part two of your request, Overseas Patrol Squadron (OPS) and Coastal Forces Squadron (CFS) are separate squadrons. Both squadrons are under the command of Commander Surface Flotilla (COMSURFLOT). OPS used to be called the Fishery Protection Squadron. They control the fishery protection Offshore Patrol Vessels Batch One, they also control the Forward Deployed Units around the world such as the Falkland and Caribbean supporting British dependant territories. CFS used to be called First Patrol Boat Squadron. -

NAV0036 Written Evidence submitted by Dr Alessio Patalano The Navy: Purpose and Procurement Submitted to: Defence Committee, Commons Select Committee Submitted by: Dr Alessio Patalano1 Senior Fellow, Policy Exchange Reader in East Asian Warfare, Centre for Grand Strategy, King’s College London This is a submission in response to the House of Commons Defence Committee inquiry on the purpose and procurement of the Royal Navy. It relates to the UK policy concerning the expected roles for the Royal Navy over the next two decades and whether procurement plans will deliver and sustain the required capabilities, by addressing the questions indicated below. Executive Summary: This submission addresses the questions of UK ambitions for the Royal Navy over the next two decades, the type of naval threats and commitments to meet them, what naval forces and capabilities will be needed, and how cooperation with partners and procurement plans will enable the government to deliver them. In addressing the above questions, this submission makes the following specific points: 1. The UK has three main ambitions for the Royal Navy: first, to represent the UK frontline contribution to systemic stability in the age of Sino-American competition; second, the forward-deployed manifestation of a militarily ‘networked’ and ‘global’ Britain; third, a major means to strengthen the union at home and project an image of leadership in industrial innovation abroad. 2. The return of state on state competition at sea has expanded the canvass of surface, sub- surface, and air threats to navies, with threat levels being particularly elevated in case of crises or combat scenarios in the littoral areas of the Black and Baltic seas, the straits of Hormuz and Taiwan, and the East and South China seas. -

(Signature) Andrew Ramsey English (signed electronically) 1 ABSTRACT The Laird rams, built from 1862-1865, reflected concepts of naval power in transition from the broadside of multiple guns, to the rotating turret with only a few very heavy pieces of ordnance. These two ironclads were experiments built around the two new offensive concepts for armoured warships at that time: the ram and the turret. These sister armourclads were a collection of innovative designs and compromises packed into smaller spaces. A result of the design leap forward was they suffered from too much, too soon, in too limited a hull area. The turret ships were designed and built rapidly for a Confederate Navy desperate for effective warships. As a result of this urgency, the pair of twin turreted armoured rams began as experimental warships and continued in that mode for the next thirty five years. They were armoured ships built in secrecy, then floated on the Mersey under the gaze of international scrutiny and suddenly purchased by Britain to avoid a war with the United States. -

NAVY NEWS WEEK 13-1 24 March 2019 U.S. Coast Guard Offloads $360M Cocaine Haul in Miami On Friday, the crew of the Coast Guard cutter TAMPA offloaded about 27,000 pounds of cocaine at Coast Guard Base Miami Beach, worth an estimated $360 million wholesale. It is the latest in a long series of multi-tonne drug seizures taken in the Eastern Pacific's busy trafficking zone. The drugs were seized off the coasts of Central and South America, and they represent the results of a dozen separate smuggling vessel interdictions. Three cutters contributed to the haul: the cutter Dependable interdicted two boats and seized about 2,900 pounds; the Tampa interdicted six boats and seized about 18,000 pounds; and the Venturous interdicted four boats and seized about 7,200 pounds. ―Tampa’s crew is extremely proud of the work they accomplished over the past three months. There are few things more frustrating to our sailors than idle deployments, and none more gratifying than accomplishing a very important mission with impacts that resound across our nation. For many of the crew, this will be their last deployment on Tampa, and it’s one they will always remember.‖ said Cmdr. Nicholas Simmons, the cutter's commanding officer. The Coast Guard has increased U.S. and allied presence in the Eastern Pacific Ocean and Caribbean, which are known drug transit zones off of Central and South America. During at-sea interdictions in international waters, each suspect vessel is located and tracked by one or many of the federal agencies, military units and allied partners involved in the counternarcotics effort. -

Center for International Maritime Security (CIMSEC) U.K. CARRIER CAPABILITY RETURNS TO THE INDO-PACIFIC JUNE 14, 2021 By David Scott Toward the end of May 2021, first the Prime Minister, Boris Johnson, and then the Queen visited the British flag ship, the aircraft carrier HMS Queen Elizabeth at Portsmouth. In effect this was their wave-off as, amid much commentary and following much anticipation, the Carrier Strike Group (CSG) set off from Portsmouth for a seven-month long deployment, its first maiden operational deployment. One Australian newspaper ran the headline: “Rule, Britannia! UK deploys carriers to Indo-Pacific.” In April 2021, the British Defense Secretary Ben Wallace set out the aims of the CSG deployment: “It will be flying the flag for Global Britain – projecting our influence, signaling our power, engaging with our friends and reaffirming our commitment to addressing the security challenges of today and tomorrow.” Engaging with friends of course raises the questions of who is not being engaged with, who is not a U.K. friend, and is there any common enemy in sight – all of which points to China. Global Britain reflects this reorientation of a post-Brexit UK away from the European Union and outwards to other parts of the world. It is no surprise that the U.K. is now talking, in its Integrated Review, of a “tilt to the Indo-Pacific,” given the increasing economic weight of this region. This economic shift brings with it a greater focus on sea lane security, protecting commerce flows, and freedom of navigation in international waters. -

Remembrances by Richard Dale Gano of a U.S. Navy career 1965-1989 USNA Years 1965-69 Being an avid reader of U.S. Navy history since I was in about the seventh grade, I probably had some idea of what it meant to be a part of the organization – at least I understood it could get you killed. Stories of PT-boat and destroyer warfare in World War II (especially the exploits of Commodore Arleigh Burke and his Little Beaver squadron, DESRON 23) and expeditions to the far corners of the earth captured my imagination and made me want to be a part of something bigger than myself. At one point in my ensuing twenty-four years in the U.S. Navy, I would actually be assigned to a destroyer, the “greyhounds” of the sea, in the descendent DESRON 23. Being aboard a hard-steaming destroyer must surely rank right up there with the camaraderie ands esprit de corps one got aboard a charging cavalry horse in the Old West. While cruising in every major and numerous minor oceans and seas of the world from the southern tip of South America to the seas off Petropavlosk on the Kamchatka Peninsula and through both the Suez and Panama Canals I would go on to shell enemy positions; conn destroyers racing to assigned stations at flank speed with black smoke pouring from the funnels and forced draft blowers whining like banshees to feed the boilers; shoot the biggest guns in the world at world-record accuracy; challenge Soviet ships and aircraft face to face; meet European royalty and heads of state as well as to converse with island chiefs on grass mats on palm-fringed Pacific atolls; dodge icebergs and see the Aurora Borealis; transit some of the rarest and most beautiful parts of the earth including the Chilean Waterway and the Straits of Magellan; roll from beam to beam in raging typhoons; rescue thousands of refugees in the chaos of the fall of Saigon; stand endless watches in calm and storm witnessing unforgettable sunrises and sunsets; and have the honor and awesome responsibility of command at sea.
